The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls , ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water. non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails , guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the ouLo;ide steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e . weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable ; as well as any final sign off by the Fire District, and/or State
Agencies where applicable .
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C.O.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
****A CERTIFICATE OF OCCUPANCY MAY TAKE UP TO 5 BUSINESS DAYS TO BE
PROCESSED AND ISSUED.
****CANNOT OCCUPY OR USE DWELLING UNTIL A CERTIFICATE OF

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the fini~h grade
and original grade line. A section showing. in detail, from _ the bottom of the footing to the top of
the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building
material. Engineered foundatjons may be required. Check with the Building Department.

I reviewed the proposed drawing for the Fanner's Welding building. Yesterday, I also spoke with D.M.
Neuman, the contractor working with Fanner's Welding about the issue of separating the occupancies.
see a number of problems with the proposal. Here are a few of my thoughts:
1. If the design approach is to get around the 2,500 square foot sprinkler requirement by separating the
occupancies (S-1, F-1, F2 etc.), then they would have to apply IBC Table 302.3.2 to the separation of the
occupancies. That would require 3-hour separation with the other occupancies.
2. The proposed office and bathroom, as well as the existing 600 square foot enclosed shed, are accessory
to the woodshop (F-1) and should be included in the calculation of the fire area.
3. The bathroom is shared between the two occupancies, which also complicates the separation of the
occupancies.
4. Separating the occupancies leads to other codes issues, primarily with egress. IBC Section 1013.2 only
allows egress through intervening spaces that are accessory to the area served. Obviously you can't have
it both ways. If there design approach is for separate occupancies, then they can't be considered
accessory the wood shop at the same time. The exit access requirements would have to be designed
accordingly.
When I previously spoke with D.M. Neuman before I received the drawings they told me that the owner
was trying to avoid hiring an architect. My advise to them at the time was that they should consider
hiring someone like Art Hougland to help them sort through the code issues. After reviewing the
proposal I think that even more important that hire one or the other.

This letter is in reference to the Farmer's Welding building permit under review by the
county. The existing building is being separated into three separate uses, which have
already been classified by the county. The existing welding shop has been classified as F2
occupancy. The proposed woodshop has been classified as Ft occupancy. The proposed
warehouse has been classified as 81 occupancy.
In the 2003 code, table 302.3.2, required separation of occupancies (hours), calls for a 3hr
separation between occupancies. The 2006 code makes revisions to this section. These
revisions directly apply to the Farmer's Welding building under review.
We propose to apply section 104.11 of the 2006 code, alternative materials, design and
methods of construction and equipment to the Farmers Welding permit review. Per
section 104.11 (2006), an alternative method of construction can be approved by the
building official if the design is deemed satisfactory and complies with the code.
In the 2006 code, table 508.3.3, required separation of occupancies (hours), bas a revised
separation requirement between occupancies. We propose to apply the revised separation
of occupancies to the Farmer's Welding permit review. The revised set of plans shows the
separation per 2006 code requirements.

The model MRSE Dust Collector can be supplied with a
Rotary Air Lock for continuous unloading of the waste mate-
rial into a dumpster, or other type of receptacle. The Rotary
Air Lock CANNOT be used below a storage bin, as bridging
will occur with the build-up of material above the air lock.
Larger stands, or stand with higher clearance can be fur-
nished to suit individual requirements. Contact the Factory
for special pricing.
Stands are shipped K.D . from the Factory, and are equipped
with pre-drilled holes and bolts to facilitate erection on t he
job site. Stands MUST be securely welded at all points on the
job site by the erector. Failure to provide proper welding will
result in a weakened supporting stand.
Proper concrete pier footings should be provided for support
of the legs. Pier foundation drawings are available upon
request. The base plates for the legs are to be provided o n
the job site, and t h ese must be securely anchored to the pi er
footings.
