When reviewing a plan and it's discovered that requited information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plim review can proceed. The members of the Design Review Committee reviewed your submitted package on May 16, 2006. Your project is approved for Final Design Review subject to the following conditions: Revised Building Pad Size The revised building pad size is approved by the DRC, but will be forwarded to the neighbors on lots 20 and 22 to determine if they have any objections. Solar Panels The use of solar paneis on your roof are approved subject to the following conditions: All panels will be located on the South-facing roof of the Living Room. We discussed this with your neighbor on Lot 20 and he concurred with the DRC that all the panels should be located in this roof area. Flush mounted solar panels that do not project more than 6" above the roof plane are required. The top surface of the panels shall be installed parallel to the roof plane surface. All proposed exposed-to-view components for solar energy systems shall be submitted to the DRC for review and approval. A retaining wall on the West side of the garage is required to minimize the required fill slope. The wall shall be a maximum of 4' high and due to its proximity to the street is required to be constructed of boulders or a drystack stone wall. A precast keystone retaining wall is not allowed in this location. The precast keystone retaining wall at the rear yard is allowed but a physical sample of the selected product shall be submitted to the DRC for review and approval. All concrete walkways are required to be stamped concrete. All landscape mulch shall be organic wood bark. Gravel or stone are not allowed. Please revise your drawings per the conditions identified above and submit two sets of revised drawings including a reduced 11 "x 17" set when you are ready and prior to your preconstruction meeting. Dear Mr. Johnson, As requested, a representative of Yeh and Associates, Inc. observed drilling of exploratory borings at the subject site to investigate subsurface conditions. The subsurface investigation was conducted to provide foundation recommendations for design and construction of a single-family residence. The findings of our investigation and recommendations for construction of the proposed residence on the subject site are presented in this letter. Proposed Construction We understand the proposed structure will consist of a two-story wood-framed building. The residence will likely be supported on a footing foundation. We understand a basement is planned. Cuts on the order of 2 feet below existing grade are planned for the garage area and about 12 feet for the basement area to achieve foundation elevation. We anticipate minor grading with cuts and fills on the order 4 feet or less around the residence to establish drainage and landscaping. Site Conditions The site is located at Lot 21 in Four Mile Ranch Subdivision in Garfield County, Colorado (Figure 1). The proposed building site is located on a vacant lot within a developed subdivision. Residences are under construction to the south and north. Red Cliff Circle is located to the west. Vacant lots are located to the north and south. An approximately 2H:1V slope is located a couple hundred feet to the east of the building envelope. Streets were paved and utilities were installed. Subsurface Conditions We observed the drilling of two exploratory borings at the approximate locations presented on Figure 1. The soils exposed in the test holes consisted of 11 to 14.5 feet of sandy Lot 21 Four Mile Ranch clay underlain by sand and gravel to the maximum explored depth of 20 feet. Summary logs of the borings are presented on Figure 2. Modified California samples were obtained at specified depths. Clay samples tested had 54 to 74 percent silt and clay (passing No. 200 sieve). Atterberg limit test results indicated the clay had liquid limits of 26 to 39 percent and plasticity indices of 11 to 21 percent. Swell-consolidation testing was attempted on the samples. However, the samples were very friable and an intact sample could not be attained. The test results indicated the clays have low potential for swell or collapse. The laboratory test results are presented in the Summary of Laboratory Test Results table. The clay classified as sandy clay (CL) based on the Unified Soil Classification System. Groundwater was not encountered in the borings and the soils were slightly moist. Site Development We anticipate cuts of up to 12 feet will be necessary to reach foundation elevation. Fill placement should be minor. Areas to receive fill should be stripped of vegetation, organic soils and debris. The on-site soils free of organic matter, debris and rocks larger than 6 inches can be used in fills. Fill should be placed in thin, loose lifts of 8 inches thick or less, moisture conditioned within 2 percent of optimum moisture content and compacted to at least 95 percent of maximum standard Proctor dry density (ASTM D 698). Placement and compaction of fill should be observed and tested by a geotechnical engineer. Foundations Based on the materials encountered in the test holes, we anticipated foundation soils would consist of sandy clay. We believe there is a low risk of hydrocompaction or swell of the subsoils and therefore a low risk of foundation movement. We believe the structure can be supported on a footing foundation constructed on the undisturbed natural soils and/or properly placed fill. Recommended design and construction criteria for shallow foundations are presented below. 1. Foundations should be constructed on undisturbed, natural soils or properly compacted structural fill. Loose, disturbed soils encountered at foundation level should be removed and replaced with compacted fill or the foundation should be extended to undisturbed soils. 2. Footing foundations can be designed for a maximum allowable soil pressure of 2,000 psf. 3. Continuous wall footings should have a m1mmum width of at least 20 inches. Foundation pads for isolated columns should have minimum dimensions of 24 inches by 24 inches. 4. Resistance to sliding at the bottom of the footing can be calculated based on a coefficient of friction of 0.3. Passive pressure against the side of the footing can also be considered for the sliding resistance if it is properly compacted. Passive pressure can be estimated based on an equivalent fluid density of 250 pel for a level backfill. 5. Grade beams and foundation walls should be reinforced to span undisclosed loose 2 Lot 21 Four Mile Ranch or soft soil areas. We recommend reinforcement sufficient to span an unsupported distance of at least 1 0 feet. 6. The soils below exterior footings or exterior edges of slabs should be protected from freezing. We recommend the bottom of footings be constructed at least 3 feet below finished exterior grade or as required by the County. 7. All foundation excavations should be observed by an experienced engineering geologist or geotechnical engineer prior to placement of concrete. Below-grade Construction A basement is planned for this residence. Foundation walls that extend below grade should be designed for lateral earth pressure where backfill is not present at about the same level on both sides of the wall. Walls that can deflect or rotate about 0.5 to 1 percent of the wall height can be designed for "active" earth pressure conditions. For a very rigid wall where negligible deflection will occur, an "at-rest" lateral earth pressure condition can be used. Typically, below-grade walls in residences can rotate under normal design loads, and deflections result in acceptable performance. If on-site soils are used as backfill, we recommend using an equivalent fluid density of 40 pcf for design of below grade walls for "active" conditions. The equivalent density does not account for sloping backfill, surcharges or hydrostatic pressure. This value assumes that some minor cracking is acceptable. If negligible deflections are desired, a higher equivalent fluid density of 55 pcf should be used for design. Slabs-on-Grade Based on our investigation, basement, garage and driveway slabs will likely be underlain by clayey soils. We believe there is a low risk of poor slab-on-grade performance due to swelling or collapsible soils. The on-site soils, free of organics and debris, are suitable to support lightly loaded slabs-on-grade. Slabs should be separated from all load bearing walls and columns with expansion joints that allow vertical movement. Control joints should be used to reduce damage from shrinkage cracking. All fill below slabs should be compacted to at least 95 percent of maximum standard Proctor dry density within 2 percent of optimum moisture content. Subsurface Drainage Surface water typically flows through permeable wall backfill and collects at the backfill and natural soil interface resulting in saturated foundation soils and/or wet crawlspace conditions. To reduce water accumulation outside foundation walls and in crawlspace areas, a foundation drain can be installed around the exterior of the foundation walls. The drain should consist of a 4-inch diameter, perforated pipe encased in free draining gravel. The gravel should be % to 1.5-inch washed rock with less than 5 percent fines. The drain should be provided with a gravity discharge such as a sump pit where water can be 3 Lot 21 Four Mile Ranch removed by pumping or daylighted. The pipe should be sloped at a minimum of 0.5 percent and should be installed 12 to 18 inches away from and parallel to the footing foundation. The bottom of the pipe should be at least 4 inches below the bottom of footing level at the high point. Crawlspace areas should also be provided with adequate ventilation. Surface Drainage Surface drainage is crucial to the performance of foundations and flatwork. We recommend the ground surface surrounding the residence be sloped to drain away from the structure. We recommend a slope of at least 6 inches in the first 10 feet. Backfill around foundations should be moisture conditioned and compacted as recommended in the Site Development section. Roof downspouts and drains should discharge beyond the backfill area. Limitations The analyses and recommendations presented in this report are based upon our data obtained from the test holes at the indicated locations, field observations, laboratory testing, our understanding of the proposed construction and other information discussed in this report. It is possible that subsurface conditions may vary between or beyond the points explored. The nature and extent of such variations may not become evident until construction. If variations appear, we should be contacted immediately so we can review our report in light of the variations and provide supplemental recommendations as necessary. We should also review the report if the scope of the proposed construction, including the proposed loads, finished elevations or structure locations, change from those described in this report. The conclusions and recommendations contained in this report shall not be considered valid unless Yeh and Associates reviews the changes and either verifies or modifies the conclusions of this report in writing.
