GILSTRAP, GLENWOOD SPRINGS, COLORADO Pursuant to the provisions of 12 Colo. Rev. Stat. 5 30-28-101(10)(d) (1973), as amended, and Subdivision Regula- tions, Garfield County, Colorado 1(1( 1.02.17(d) and 3.02.01 (1972), as amended, this petition is submitted to exempt by resolution certain real property from the definitions of "subdivision" and "subdivision land" as the terms are used in the pertinent statutes and resolution, id. 5 30-28-101(10) (a) and 1111 1.02.16 and 1.02.17, for the reasons set forth here- in. 1.0 Ownership, Subject Propert Petitioner is the owner of the entirety of the real property described in Exhibit "A", attached hereto and incorporated herein by this reference (hereinafter the "sub- ject property"), which aggregates 3.12 acres of land. 2.0 Location The subject property is situate in the West Glen- wood area, and has 331.45 feet of frontage along and upon U.S. Highway No. 6 & 24, the south boundary of the subject property. 3.0 Zoning The subject property is presently zoned "C / L -- COMMERCIAL / LIMITED" as established and defined in the Zoning Resolution, Garfield County, Colorado p. 3 and V 3.08 (1975). 3.0 Permanent Improvements The subject property is permanently improved by a FINA service station, islands and pumps, and above -ground vertical gasoline storage the service station building is a building petitioner as an office. 4.0 Temporary Improvements & Uses Located on the subject property are what could be exterior lights tanks. Attached to presently used by best described as three temporary facilities for warehousing, product storage and distribution, 4.1 United Parcel Service UPS is housed in a temporary structure for receiving and distributive break -down of parcels which it ships and delivers; 4.2 Clover -Club Potato Chips Clover -Club is also housed in a trailer or temporary structure for the bulk storage of products which are sold by the wholesale distributor to retailers; 4.3 Oro -Wheat Bread Oro -Wheat is housed in a skid -mounted cooler for the bulk storage of products which are sale distributor to retailers. sold by the whole- 5.0 Objective of Exemption The overall objective or purpose of this exemption application is to receive approval to place the existing ware- housing -distribution functions, presently housed in temporary, make -do facilities, in permanent more orderly facilities. 6.0 Description of Improvements It is proposed to erect two separate buildings of precast concrete each served by common traffic circulation areas. 6.1 Building No. 1 This building will contain approximately 9,600 square feet of space and will be divided internally to accomo- date three separate storage areas of approximately 600 square feet each. The major space will contain approximately 7,800 square feet of space and will be occupied by Mesa Beverage Com- pany (Pepsi-Cola Distributor) Products will arrive pre-packaged, in bulk on palates. The palates will be off-loaded from an ex- terior dock into the warehouse. Wholesale distribution breakdown will occur in the warehouse, and loading for retail distribution will be done inside the warehouse via drive-through facilities. Oro -Wheat, Clover -Club and Sinton's Dairy will use the three 600 square foot storage areas. Products will be off-loaded for wholesale breakdown from an exterior dock and re- loaded for retail distribution via the same exterior dock. 6.2 Building No. 2 This building will contain approximately 5,600 square feet, occupied by United Parcel Service, and designed to receive parcels to be delivered to the Glenwood area and to re- ceive out -going parcels. Parcels to be delivered to the Glenwood area will be broken down for route delivery within the building. Route onloading to the route delivery trucks will be made within the building, and the route delivery trucks will be housed and maintained during non-delivery periods within the building. 7.0 Utilities The following utilities are on and available to the subject property, 7.1 Water Water main line is located along the north boun- dary of the subject property and available through the West Glen- wood Springs Water District; 7.2 Sewage Sewage main line is located along the south, the frontage line, of the subject property and service is available through the West Glenwood Springs Sanitation District; 7.3 Natural Gas Natural gas is available to the subject property via main lines of Rocky Mountain Natural Gas Company; 7.4 Electricity Electric service is available to the subject pro- perty by either the Public Service Company of Colorado or the City of Glenwood Springs through its Electric Department; 7.5 Telephone Telephone service is available to the subject property by Mountain States Telephone and Telegr-:lph Company. 8.0 Major Site Design Considerations In petitioner's judgment there are two major site design considerations, 8.1 Drainage The terrain of the subject property is gradually sloping from its northeast corner to its southwest corner. Re- ceipt of up-slope drainage waters and discharge of water can readily accomodated by grade sloping of common driveway areas to discharge ground waters into existing culverts designed for this purpose under U.S. Highway 6 & 24 and 1-70. 8.2 Vehicle Circulation Petitioner has been in the petroleum business, both wholesale and retail for more than 20 years. He is exper- ienced in the design of vehicle circulation in limited areas from passenger cars to semi-trucks. In petitioner's judgment, the proposed site design for vehicular circulation reflects this ex- perience and will properly accomodate the various types of vehi- cular uses inherent in the proposed improvements. 9.0 Character of Uses, Neighborhood Considerations The character of the proposed uses are primarily day -time uses consistent with the numerous business activities presently conducted in the West Glenwood area. During the even- ing and night-time periods the proposed uses will be passive and provide a quiet -zone or buffer to adjacent residential areas from evening or all-night business activities along U.S. Highway 6 & 24. The proposed buildings and uses will house the pre- sent temporary structures in permanent, aesthetically more pleas- ing buildings. Petitioner submits that the project proposal repre- sents a substantial improvement of present site activities.
