The proposed ISDS is a biological treatment system that relies on microorganisms to treat the wastewater to a high degree prior to discharge. High quality effluent will be very beneficial to the long-term functionality of this system, especially in light of the relatively slow percolation rates. We recommend that the owner, in conjunction with the contracted operator be required to work closely with all present and future tenants to Inform them of the need not to put chemical or other materials down the drain that could Impact this b iological system. 2 . The inspection of all components shall be made by the design engineer and any other inspections as specified by the engineer's report prior to any backfilling . Failure to call for and conduct inspections as specified by the design engineer will result in a requirement to re-excavate for inspection. All inspections should be documented by the engineer and submitted with the as built information for County final approval of the ISDS. 3. A proper, recorded document is needed granting permission for the pressurized effluent lines and the leach field serving Lot 1 to be installed on Lot 10. We assume this means an easement. This easement should also include language requiring the abandonment of the well on lot 10 along with additional conditions limiting future construction , traffic or other activity on Lot 1 O that might cause damage to the ISDS components serving Lot 1. This easement should be in place prior to beginning construction. Please provide us with a copy of this easement . 4 . A well abandonment affidavit must be submitted to DWR for the well on lot 10. This work should be done and a copy of the affidavit be submitted to the Building Department before work on the new ISDS (or at least the leach field) begins. 5. The well permits for Lot 1 and Lot 1 O require totalizing flow meters and limit water usage to specific volumes. We are requesting that water usage and effluent volumes be metered and recorded so that records may be used as needed to gauge flows and compliance, particularly if there is a system failure, facility expansion or change of facility use that we become aware of in the future. 6 . The nature of the system warrants a maintenance contract with a qualified service provider. Please provide us with a copy of this agreement.
