A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all IBC and IRC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made; 8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway installation, where applicable; as well as any final sign off by the Fire District, and/or State Agencies where applicable. 9. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. The framing of exterior and interior walls shall be in accordance with provisions specified in Section 2326 unless a specific design is furnished. Wood stud walls and bearing partitions shall not support more than two floors and a roof unless an analysis satisfactory to the building official shows that shrinkage of the wood framing will not have .adverse effects on the structure or any plumbing, electrical or mechanical systems, or other equipment installed therein due to excessive shrinkage or differential movements caused by shrinkage. The analysis shall also show that the roof drainage system and the foregoing systems or equipment will not be adversely affected or, as an alternate, such systems shall be designed to accommodate the differential shrinkage or movements. Sill Plates Sec. 2326.6. Foundation Plates or Sills. Foundation plates or sills resting on concrete or masonry foundations shall be bolted as required by Section 1806.6. Sec. 1806.6. Foundation Plates or Sills. Foundation plates or sills shall be bolted to the foundation or foundation wall with not less than 112 inch (13 mrn) nominal diameter steel bolts embedded at least 7 inches (178 mrn) into the concrete or masonry and spaced not more than 6 feet (1829 mrn) apart. There shall be a minimum of two bolts per piece with one bolt located within 12 inches (305 mrn) of each end of each piece. A properly sized nut and washer shall be tightened on each bolt to the plate. Foundation plates and sills shall be the kind of wood specified in Section 2317.4. Sec. 2317.4. Plates, Sills and Sleepers. All foundation plates or sills and sleepers on a concrete or masonry slab, which is in direct contact with the earth, and sills which rest on concrete or masonry foundations, shall be treated wood or Foundation redwood, all marked or branded by an approved agency. Additional Local Requirements: Exterior wall sill plates bearing on concrete must be Foundation redwood or pressure treated lumber and must be nominal 2 inch thickness (2x material) with their width at least equal to the width of studs to be used. When bearing studs are spaced at 24-inch (610 mm) intervals and top plates are less than two 2-inch by 6-inch (51 mm by 152 mm) or two 3-inch by 4-inch (76 mm by 102 mm) members and when the floor joists, floor trusses or roof trusses which they support are spaced at more than 16-inch ( 406 mm) intervals, such joists or trusses shall bear within 5 inches (127 mm) of the studs beneath or a third plate shall be installed. Interior non-bearing walls may be capped with a single top plate installed to provide overlapping at comers and at intersections with other walls and partitions. The plate shall be continuously tied at joints by solid blocking at least 16 inches ( 406 mm) in length and equal in size to the plate or by 118-inch by 1 112-inch (3.2 mm by 38 mm) metal ties with spliced sections fastened with two 16d nails at each side of the joint. Studs shall have full bearing on a plate or sill not less than 2 inches (51 mm) in thickness having a width not less than that of the wall studs.
