In order to understand the scope of the work intended under a permit application and expedite
the issuance of a pennit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line forreview may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
and original grade line. A section showing in detail, from the bottom of the footing to the top of
the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building
material. Engineered foundations may be required. Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must
be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H.
windspeed, wind exposure B or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be
met or your plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan
for the placement of any portion of a structure within 50 ft. of a property line and not
within a previously surveyed building envelope on a subdivision final plat shall be
prepared by a licensed surveyor and have the surveyors signature and professional stamp
on the drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final pj;rt with the proposed structure located within the envelope.

Inspection of shop fabrication or field work at job site: Field
Report: Tested some of the high strength bolts used in the main frame &
end wall frame column & rafter connections using a Skidmore Wilhelm
bolt tension testing device to determine the testing torque required for
the high strength bolts. Visually inspected & torque tested the high
strength bolting at the main frame & end wall frame column & rafter
connections.
The high strength bolting inspected & tested as outlined above
appeared to be as shown on the drawings, and appeared to meet the
quality requirements of the AISC Specification for Structural Joints
Using ASTM A325 or A490 Bolts. To the best of my knowledge this
completes the special inspections of the high strength bolting as outlined
above.

problem, we will issue the C.O.'s conditional that the hydrants be installed as soon as the weather makes digging
feasible.

That's your call on the C.O. We are doing our best to get the hydrants in and will let you know the schedule. As
for use of the buildings, they are using the buildings for storage as I approved. Again with the timing of
information regarding fire hydrants it is not the owners issue if he has passed all other building inspections.
Remember the letter from Rifie Fire does not say to deny the permit or use of the buildings. I will follow up with
John Parington next week on the installation of the hydrants.

Was the work completed to put in the hydrant between the 2 existing hydrants or has that work been delayed until
better weather? I am hesitant to issue the C.O. with out a deadline to have the new hydrant installed if the work is
still pending.

I completed an inspection today at the two new hangers at the airport. The building numbers are 2079 and 2661
but I believe you refer to them as B-2 & B-3. the following are my comments:
1. Hydrant location-Both the general contractor and I could not find a fire hydrant located within 400 It of this
hangers. Appendix C of the IFC gets very specific as to fire hydrant locations and distribution but Rifle
Fire's rule of thumb is a water supply within 400 It for all buildings and within 150 It for sprinklered
buildings. The water supply was discussed with Brian Condie with a follow up e-mail in July of this year. A
plan and installation of a new hydrant not only for this building but also the other building sites under
construction is needed
2. Water was dripping off the roof in front of the south exit doors. In the winter time this could cause a
problem with ice build up and slippery footing. I suggest some sort of gutter system to remove the water
from the area if winter maintenance cannot be guaranteed.
3. The main electrical shutoffs for these buildings must be labeled appropriately. The building numbers on the
outside of the buildings do not match what the mains are labeled. John from Taloy Ho stated that he would
labeled them according to the building numbers.
4. Access to fire extinguishers must be maintained. John removed a garbage can that was blocking access to
the fire extinguisher so this is corrected but must be maintained.
Since there are already planes and other vehicles in this building, I suggest a TCO until a plan is implemented as
to when and where a fire hydrant will be installed for this building. I'm sure Brian Condie has this plan and so a
CO should be able to be issue rather quickly. Brian was unavailable at his office phone to confirm this but is cc'd
with this e-mail.
