The enclosed letter describes the requested extension and
the status of the various improvements to the sites. (See
Ietter , pagesl -f, ) . It should be noted that the Tamarisk
Lift Sialion FfiaT PIat was submitted witnin the one year
time limitation.
The Board of County Commissioners referred these requested
extensions to the planning Commission for comment of the
appropriateness of extending the Prelrminary Plan approval'
filir-basic question is whether or notr the previous
Preliminary itan approval is consistent with the present
marketing lpproach and wnether the original P.U.D. approval
is consi;tent with t.he present circumstances. A third
question could be whether or not resubmittal and review of
another Preliminary PIan would be necessary'

Dear Mr. Bean:
we have received the attached letter of July 2, 1985, and the July 10, 1985,
Plannjng Department staff comments relating to the extension of preliminaryplats requested in our letter of May 20,1985. Although a number of thequestions raised do not relate to the preliminary plat extension request, toalleviate the apparent concerns I would like to reiterate statements made in
our April 1985 update report to the Garfield County Comm'issioners and in
previ ous correspondence.
The intended use of the Battlement Mesa development has not changed. It was
developgd to mit'igate oi1 shale development'impact by provjding hous'ing foroil shale workers and support service personnel in an open community in tne
western end of Garfield County. Battlement Mesa remains a support facility tothe Colony Project and'it remains an open community whose purpose is in no way
changed by our current market'ing program.
Many concerns were expressed about the future status of Battlement Mesa afterthe May 1982 phase down of the Colony Project was announced. To maintain the
community since then, Battlement Mesa, Inc. (BMI) has conducted marketing
programs that have been discussed with the Commissioners regularly inquarterly project updates. The current program, whjch was described jn theApril 1985 update, involves expanding our marketing program statewide in aneffort to attract a stable population to a lifestyle built around therecreational facil'it'ies of Battlement Mesa and the surrounding areas. Activeret'irees have been identified as a potentjal major market and emphasis is
being placed on this segment of the population.
Thi s market'ing approach 'is attracti ng both reti rees and f ami I i es who feel thatexisting and planned BMI fac'il'ities adequately antic'ipate the needs of both
groups in the community. We do not ant'icipate any zoning changes or changesin our land planning assoc'iated with our current marketing program. Ourpresent jnfrastructure is well suited to both fam'il'ies and active ret'irees.
Inci dental'ly, s'ince a l arge port'ion of these i ndi v'iduals come from outsi de
Garfield County, this effort'is bringing new dollars into the local economy.

The s'ix prefiminary plats that we have requested extens'ions on are consistent
with the Battlement Mesa land planning and P.U.D. zon'ing. There have been no
changes jn the status of these prelim'inary plats since they were in'itia11y
submitted and approved by Garfield County. As indicated'in our May 20, 1985,
letter requesting the plat extens'ions, th'is platting work js be'ing-done
primarily to fuliill previous commjtments made by BMI to Garfield County. We
believe jt is in the best interest of both BMI and Garfield County to extend
these prel'iminary plats and allow the final plats to be completed and
submi tted.
I hope that these clarifications meet your needs. We request that this
letter be entered into the record of the Garfield County Planning Commission
meeting on Wednesday, July 10, 1985.

The seven plats that we are request'ing this extens'ion of time on, are:
A. Burning Rock Res. No. 82-110 dated 6/L/82
The "Burning Rock" p'lat covers the area shown on the Battlement Mesa
Master Plan-as the Golf Course, Convention Center and Visitors Center.
AlI pubfic utilit'ies needed to serve both the Convention Center and the
Vi s'itors Center are in p1 ace. Approximately seventy percent of the
improvements needed to p1 ace the Gol f Course in service have been
completed. Burning Rock js one of the more important plats to process
because several of the easements for primary water distribution' sewer
collection and power d'istribution connecting resident'ial and commercial
properties to the treatment faciljties cross th'is proposed p1at.
Monument Creek Vi'l1age, Church Site No.3 Res. N0.82-140 dated 6/2L/82
This parcel $,as proposed as a single lot subd'ivision restricted for use
only is a church's'ite and is locatdd north of L. t,J. St John Middle School
and across Stone Quarry Road. Al I publ ic ut'il ities needed for serv'ice to
this site are'in p1ace. In response to the public's demand for church
sjtes and to prov'ide further community services to the area, we wish to
finish th'is plat as a dedicated church site.

Town Center F'i1ing 2 Res. No. 82-110 dated 5/10/82
The plat of Town Center Fifing 2 has in it the Retail Center north
Arroyo Road and the Recreatjon Center with its assoc'iated green sp
south of the road. Al I publ ic and private facil it'ies have b
constructed and are in use by the general pubf ic today.
Town Center Fifing 3 Res. No. 82-110 dated 5ll0l82
Th'is pl at covers a parce'l of I and on the extreme northwest corner of the
Town Center area zoned for commerci a'l use. The area 'is surrounded by
either streets whose rights-of'way we'intend to dedicate, or by land which
has already been platted. All utilities needed for development of the
site are aiready in p1ace. The reasoning behind completing the p'latting
for this site is to clean up an'isolated area and complete a logical
p1 atting unit.
Battlement Cemetery, Res. No. 84-103 dated 6/4/84
The Battlement Cemetery p'lat covers that area bounded on the west-by Stone
Quarry Road, the souih' by County Road 302 and diagonally a'long the
northeast by the first major drainage. Al1 public utilities needed for
serv j ce to th i S area are 'in p1 ace. The area i s be'i ng p1 atted for the
benefit of the Battl ement Cemetery Di strict to make their existing
property a matter of platted record and to 'increase their useable area.
BMI will donate the extra land to the Cemetery District.

The area being platted as Tamarisk Lift Station is located immediate'ly
west of and adjacent to the boundary of Tamarisk Subdivision Fi'ling L,
Parcel C. The area is presently used and'is intended to remain in serv'ice
as a lift station site for the recreat'ional vehicle park. The reason forp'latting the s'ite is to cover a portion of the sewer system that has
a'lready been constructed and to allow the possible transfer of facilitiesto another entity when circumstances warrant.

The subm'ittal of f inal pl ats was del ayed during 1984 as a resu'lt of
discussions between Battlement Mesa, Inc. (BMI) and the County P'lanning
Department and Attorney's Office concern'ing the Battlement Mesa l^Iater and
Sanitat'ion District and the 1984 Subdivision Regulations. As a result, it has
been over a year since we received preliminary plat approval on four plats
and we are close to a year on three others. We request that these preliminary
plats be extended to allow the final p'lats to be completed and submitted.
No changes have occurred in our I and p1 anni ng or in devel opment of these
parce'ls, sjnce the preliminary plats were prepared. 41so, there have been no
changes 'in the status of these pref iminary plats s'ince they were initial'ly
subm'itted and approved by Garf i e1d County.

Planning Department, that'indicated the County would like us to proceed with
