RELATIONSHIP TO THE COMPREHENSIVE PLAN The proposed subdivision is locatedwater and se\,rer. A 1.66 acre tract to be dividedinto residential lots. West Glenwood Water District and anindividual well West Glenwood Sanitation District U. S. Highrvay 6 & 24 and Countyd r32 Commercial/Limited (C/L) North: R/L/SDSouth: I-70 Right-of -vrayEast: C/LWest: R/L/SD in DistricL 1B, areas with central Via Roa II. DESCRIPTION OF PROPOSAL A. The remaining two #5) would have a common access off of County an sgI 1e -3- o Road L32. There is a house presently located on IoL #3 which is proposed to be a duplex 1ot. This request was reviewedpreviously by the Planning Commission and received a recommendation for approval of the Sketch Planr but that thesubdivision proceed through fu11 subdivision review. At the Board review, the application was tabled subject to additionalinformation on water and sewer being provided, along with a request to rezone the property to a residential zone. The rezoning reguest has been made and recommended for approval bythe Planning Commission. III.MAJOR CONCERNS AND ISSUES A. Zoning: The parcel is zoned C/L, which atlows a minimum lotsize of 7500 sq. ft. Single family dwellings and duplexes are a use of right. Staff has calculated that the proposed lots do have building area to accommodate the proposed uses, but withconfigurations that may limit the type of structure. The C/L zone also allows a wide range of commercial uses that could beplaced on the property if a new landowner desired to do so.If the rezoning reguest is approved, concerns about the intensityof land use will be alleviated. B. Review A enc Comments: 1. The City of Glenwood Springs has expressed concerns about access and points of ingress and egressr need for fire hydrants, new water main and 1ow water pressure. In general, the City Planning Commission and staff feel there are enough questions to be answered that merit ful1 subdivision review. Subsequentverbal conversations with City Staff indicate that they aresupportive of the rezoning, but they still feel that a single access to all lots from Highway 6 & 24 should be explored. The remaining comments are still a concern. 2. The West Glenwood llater District has stated that the subdivision can be served by them but they want the Storm King main extended and a looping of the main (see leLter, page _q__). 3. The West Glenwood Sanitation District has stated that they can serve the development. (See letter page3_). C. Staff Comments: 1. The proposed plan indicates that parts of the County roaddriving surface are within the property boundaries. This land would have to be dedicated to the County. This, in turn, will decrease the actual size of the affected lots. 2, Staff concurs with the City regarding the access to the lots off of County Road 132 being less than desirable. Access from a single internal road off of Highway 6 & 24 could function more effectively if designed properly. The problem being thatthe access onto Highway 6 & 24 is physically not appropriategiven the angle of intersection. If the site distance at the proposed access to 132 road were improved, some of the concerns about conflicting traffic could be eliminated. This wouldrequire cutting back approximately 50 feet of the steep embankment along the west side of Lot #3. In either case, the result is a less than desirable access. 3. The applicant has submitted a copy of a water augmentationplan that would allow him to obtain a well permit to provide service to the three lots without existing water taps. If this method is used to serve the lots, water line easements and a well easement will have to be included and that the well pump atleast 15 g.p.m. o 4 oo IV. FINDINGS 1. The application meets the requirements of Section 3.02 and 4.01 of the Garfiefa County Subdivision Regulations of 1978r dS amended. 2. The proposed lots meet the minimum lot sizes required for the appropriate zone district requirements. 3. ?hat for the above stated and other reasons the proposed subdivision appears to be in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. Rd. 132. The road surface adjacent to lots 4 and 5 is about 15 feetwide with very poor sight distances resulting from horizontal andvertical curves, embankment and vegetation. If constructed as proposed, cars woul-d extt on to the county road at the crest of a hill where, in inclement weatheE north-bound vehicLes would be passlng at re1-ativelyhigh speed in order to avoid slipping on the fncllne. staff would recorunend that al-l access be from a slngle point on Hwy. 6by means of a cul--de-sac (probably prlvate). while necessltating cooperation among future nelghbors, it would be safer and a more effi-clent use of land. The Water Dj-strict has no objection nor problem with providing water to Mr. Amichaux j-n his subdivision, however, dny new construction in that area would require an extension of the Storm King water main and a looping of the main to provide for appropriate flow of water in that area. , XC
