I 2- Valuation Total Valuation Y o 3( 7 z.oo , GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building constmction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation platJ, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. I. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure( s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a stmcture within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any stmcture to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the build~'ng velope as it is shown on the final plat with the proposed structure located within the velope. We conducted this investigation to evaluate the subsurface conditions at the site and provide recommendations for the proposed construction. Our report was prepared from data developed during our field exploration, laboratory testing, engineering analysis and our experience with similar conditions. This report includes a description of the subsurface conditions found in our exploratory pits and our opinions and recommendations for design and construction of foundations, foundation walls, drain systems, floor systems, and details influenced by the subsoils. The recommendations contained in the report were developed based on the currently planned construction. We should be informed if actual construction will differ significantly from the descriptions herein. A summary of our conclusions is presented below. SUMMARY OF CONCLUSIONS JAY SPRY 1. Subsurface conditions encountered in our exploratory pits consisted of about 2 to 4.5 feet of sandy clay "topsoil" underlain by natural sandy clay with occasional cobbles and boulders to the total explored depth of 12 feet below existing ground surface. Free ground water was not found in our exploratory pits during excavation operations. 2. The residence should be constructed at an elevation such that surface flow of water or water conveyed in the drainages on the lot will not pond adjacent to the walkout level. 3. The residence can be constructed on footing foundations that are supported by the undisturbed, natural clay. A more positive alternative to reduce the chance of foundation movement is to construct the footings on an at least 2 foot thickness of densely-compacted structural fill. Design and construction criteria for footings are presented in the report. 4. We judge slab-on-grade construction can be supported by the undisturbed natural clay with low potential risk of differential movement and associated damage. SPRY RESIDENCE 1 CTL IT PROJECT NO. A foundation drain should be installed around below-grade areas. SITE CONDITIONS Oak Meadows is a residential development west of Four Mile Road (County Road 117) in Garfield County, Colorado. Lot 7, Filing No.2 is in the southern part of the development east of Aspen Way and north of Oak Crest Lane. We were not provided with site topography. Ground surface on the lot generally slopes down to the north from Oak Crest Lane at grades visually estimated to be between 5 and 15 percent. Two minor drainages cross the lot trending down to the north. The drainages are located northwest of the proposed residence. The drainages were conveying flow at the time of our investigation. Vegetation on the lot consists of native grasses, aspen trees, and limited areas of hydrophilic vegetation adjacent to the small drainages. PROPOSED CONSTRUCTION Building plans were being developed at this writing. We understand the residence will be a one or two-story, wood-frame building with a walkout basement and an attached garage. The garage and lower level floors will likely be slab-on- grade. Maximum excavation depths of about 8 feet are expected to attain foundation elevations. We expect maximum foundation loads of about 3,000 pounds per linear foot of foundation wall and maximum column loads of 30 kips. We understand that a driveway will be constructed to access the residence from Aspen Way. If actual construction will differ significantly from the descriptions above, we should be informed so that we can check that our recommendations are appropriate. Reports\GS04989120 R1.doc 2 SUBSURFACE CONDITIONS Subsurface conditions on Lot 7, Oak Meadows were investigated by excavating two exploratory pits (TP-1 and TP-2) with a rubber tire backhoe at the approximate locations shown on Figure 1. Excavation operations were directed by our laboratory/field manager who logged the soils encountered in the pits and obtained samples. Samples obtained in the field were returned to our laboratory where field classifications were checked and typical samples selected for testing in our laboratory. Graphic logs of the soils found in our exploratory pits are shown on Figure 2. Subsurface conditions encountered in our exploratory pits consisted of about 2 to 4.5 feet of sandy clay "topsoil" underlain by natural sandy clay with occasional cobbles and boulders to the total explored depth of 12 feet below existing ground surface. Observations during excavation indicated the sandy clay was medium stiff to stiff. Free ground water was not found in our exploratory pits during excavation operations. The pits were backfilled immediately after excavation operations were completed. Two samples of the clay selected for one-dimensional, swell-consolidation testing exhibited low (0.6 and 1.0 percent) expansion when wetted under an applied load of 1,000 psf. A sample of the clay selected for gradation testing contained 43 percent gravel size or larger particles, 7 percent sand, and 50 percent clay and silt size particles (passing the No. 200 sieve). Results of swell-consolidation testing are shown on Figures 3 and 4. Gradation test results are included on Figure 5. Laboratory test results are summarized on Table I. ' SITE EARTHWORK Grading The residence should be constructed at an elevation such that surface flow of water or water conveyed in the drainages on the lot can not pond adjacent to the walkout level. Earthwork will be required to construct the driveway. We expect maximum cut depths and fill thickness of less than 5 feet. Cut and fill slopes adjacent to the driveway should be no steeper than 2 to 1 (horizontal to vertical). The currently proposed driveway alignment from Aspen Way crosses two small drainages that were conveying water at the time of our investigation. Culverts will be required at these locations. In addition, the top 2 to 4 feet of sandy clay "topsoil" may not be suitable for support of traffic loads. We recommend removal and replacement of the topsoil or, at a minimum, placement of a geotextile separator or geogrid between the clay and gravel for the driveway. The culverts will require maintenance. Driveway constructed on the topsoil or clay may be subject to rutting and pumping. In our opinion, a driveway off of Oak Crest Lane should be considered. An alignment that would minimize driveway length and eliminate the need for culverts may be possible. Areas which will receive fill should be stripped of vegetation, organic soils and debris. The on-site soils free of organic matter, debris and rocks larger than 6 inches in diameter can be used as structural fill. Fill should be placed in loose lifts of 10 inches thick or less, moisture-conditioned to within 2 percent of optimum moisture content and compacted to at least 95 percent of standard Proctor (ASTM D 698) maximum dry density. Moisture content and density of fill should be checked by a representative of our firm during placement. Excavations Excavation sides will need to be sloped or braced to meet local, state and federal safety regulations. We believe the soils within anticipated excavation depths at this site will classify as Type B soils based on OSHA standards governing JAY SPRY SPRY RESIDENCE CTL 1 T PROJECT NO. G$04989-120 S:IG$04989,000\120\2. Reports\GS04989 120 R1.doc 4 excavations. Temporary slopes deeper than 4 feet should be no steeper than 1 to 1 (horizontal to vertical) in Type B soils. Contractors should identify the soils encountered in excavations and refer to OSHA standards to determine appropriate slopes. Free ground water was not found in our exploratory pits during this investigation. Ground water may enter excavations, especially during spring snowmelt or periods of heavy runoff. Excavations should be sloped to a positive gravity outfall or to a temporary sump where water can be removed by pumping. Soils in excavation bottoms will likely have a high natural moisture content. Operation of rubber tire equipment in excavations may result in detrimental soil disturbance. Disturbed soils may require stabilization by crowding pit run into the excavation to achieve a stable working surface. Backfill and Fill Proper compaction of backfill adjacent to foundation wall exteriors and in utility trenches is important to reduce subsequent settlement and infiltration of surface water. We believe the excavated soils can generally be used as backfill, provided they are free of rocks larger than 3-inches in diameter, organics, and debris. Backfill should be placed in loose lifts of approximately 8-inch thickness or less, moisture conditioned to within 2 percent of optimum moisture content, and compacted. The backfill should be compacted to at least 95 percent of standard Proctor maximum dry density (ASTM D 698). Moisture content and density of the backfill should be checked during placement by a representative of our firm. Structural Fill Structural fill may be required below slabs-on-grade or be placed to reduce the potential for movement of the foundation system. We recommend using the on-site soils free of organic matter, debris, and rocks larger than 3 inches in diameter as structural fill. Reports\G$04989120 R1.doc 5 compact and may require drying prior to placement. A positive alternative is to import structural fill. Import structural fill should consist of a CDOT Class 6 aggregate base course or similar soil. Areas which will receive structural fill should be stripped of vegetation, organic soils, and debris. Structural fill should be placed in loose lifts of 10 inches thick or less, moisture conditioned to within 2 percent of optimum moisture content, and be compacted to at least 98 percent of standard Proctor (ASTM D 698) maximum dry density. Moisture content and density of structural fill should be checked by a representative of our firm during placement. FOUNDATIONS Our subsurface information indicates that natural clay is present at proposed foundation elevations. The residence can be constructed on footing foundations that are entirely supported by the undisturbed, natural clay or an at least 2 foot thickness of densely-compacted structural fill. Placing at least 2 feet of properly placed structural fill below footings will reduce the potential for movement of the foundation system. Recommendations in the Structural Fill section should be followed. All topsoil, soils containing organic matter, and loose or soft soils should be removed from below footings. We should observe soils exposed in foundation excavations to verify that the soils are suitable for support of the footings as designed. We should observe and test placement of structural fill. The footings should be designed and constructed with the criteria below. JAY SPRY 1. Footing foundations should be entirely supported by the undisturbed, natural clay or densely compacted structural fill. Soils loosened during the forming process for the footings should be removed or re- compacted prior to placing concrete. 2. Footings should be designed for a maximum soil bearing pressure of 3,000 psf on the natural clay or structural fill. 3. Continuous wall footings should have a minimum width of at least 16 inches. Foundations for isolated columns should have minimum dimensions of 24 inches by 24 inches. Larger sizes may be required, depending upon foundation loads. SPRY RESIDENCE 6 CTL IT PROJECT NO. GS04989-120 S:\GS04989.000\12012. Reports\GS04989120 R1.doc =ilf1f:'· -nm 4. The structural engineer should distribute loads as evenly as possible across the foundation system. Grade beams and foundation walls should be well reinforced, top and bottom, to span undisclosed loose or soft soil pockets. We recommend reinforcement sufficient to span an unsupported distance of at least 12 feet. Reinforcement should be designed by the structural engineer. 5. The soils under exterior footings should be protected from freezing. We recommend the bottom of footings be constructed at a depth of at least 36 inches below finished exterior grades. The Garfield County building department should be consulted regarding required frost protection depth. FLOOR SYSTEM AND SLABS-ON-GRADE We expect the basement and garage floors will be slabs-on-grade. We judge slab-on-grade construction can be supported by the undisturbed, natural clay or densely-compacted structural fill with low potential for differential movement and associated damage. Topsoil or organic soils should be removed from below slabs- on-grade and replaced with structural full. Recommendations in the SURFACE DRAINAGE section should be followed to reduce potential for wetting of the subsoils below slabs. We recommend the following precautions for slab-on-grade construction at this site. These precautions will not prevent movement from occurring, they tend to reduce damage if slab movement occurs. JAY SPRY 1. Slabs should be separated from exterior walls and interior bearing members with slip joints which allow free vertical movement of the slabs. 2. Underslab plumbing should be pressure tested before the slab is constructed. Plumbing and utilities which pass through slabs should be isolated from the slab with sleeves and be constructed with flexible connections to slab supported appliances. Heating and air conditioning systems supported by slabs should be provided with flexible connections capable of at least 2 inches of vertical movement so that slab movement is not transmitted to the duct work. These slabs should be well-reinforced to function as independent units. Movements of these slabs should not be transmitted to the residence foundation. 4. Frequent control joints should be provided, in accordance with American Concrete Institute (ACI) recommendations, to reduce problems associated with shrinkage and curling. 5. The 2003 International Building Code (IBC) or 2003 International Residential Code (IRC) may require a vapor retarder be placed between the base course or subgrade soils and the concrete slab-on-grade floors. The merits of installation of a vapor retarder below floor slabs and PT slabs depend on the sensitivity of floor coverings and building to moisture. A properly installed vapor retarder (1 0 mil minimum) is more beneficial below concrete slab-on-grade floors where floor coverings, painted floor surfaces or products stored on the floor will be sensitive to moisture. The vapor retarder is most effective when concrete is placed directly on top of it. A sand or gravel leveling course should not be placed between the vapor retarder and the floor slab. The placement of concrete on the vapor retarder may increase the risk of shrinkage cracking and curling. Use of concrete with reduced shrinkage characteristics including minimized water content, maximized coarse aggregate content, and reasonably low slump will reduce the risk of shrinkage cracking and curling. Considerations and recommendations for the installation of vapor retarders below concrete slabs are outlined in Section 3.2.3 of the 2003 report of American Concrete Institute (ACI) Committee 302, "Guide for Concrete Floor and Slab Construction (ACI 302.R-96)". BELOW-GRADE CONSTRUCTION Foundation walls which extend below-grade should be designed for lateral earth pressures where backfill is not present to about the same extent on both sides of the wall. Many factors affect the values of the design lateral earth pressure. These factors include, but are not limited to, the type, compaction, slope and drainage of the backfill, and the rigidity of the wall against rotation and deflection. For a very rigid wall where negligible or very little deflection will occur, an "at-rest" lateral earth pressure should be used in design. For walls which can deflect or rotate 0.5 to 1 percent of wall height (depending upon the backfill types), lower "active" lateral earth JAY SPRY SPRY RESIDENCE CTL IT PROJECT NO. Our experience indicates typical basement walls can deflect or rotate slightly under normal design loads, and that this deflection results in satisfactory wall performance. Thus, the earth pressures on the walls will likely be between the "active" and "at-rest" conditions. If on-site soils are used as backfill, we recommend design of below-grade walls using an equivalent fluid density of at least 50 pcf for this site. This equivalent density does not include allowances for sloping backfill, surcharges or hydrostatic pressures. The recommended equivalent density assumes deflection; some minor cracking of walls may occur. If very little wall deflection is desired, a higher equivalent fluid density may be appropriate for design. The structural engineer should also consider site specific grade restrictions and the effects of large openings on the behavior of the walls. Backfill placed adjacent to foundation wall exteriors should be placed and compacted as described in the Backfill and Fill section. SUBSURFACE DRAINAGE The residence should be constructed at an elevation such that surface flow of water or water conveyed in the drainages on the lot can not pond adjacent to the walkout level. Water from precipitation, snow melt and surface irrigation of lawns and landscaping frequently flows through relatively permeable backfill placed adjacent to a residence and collects on the surface of relatively impermeable soils occurring at the bottom of the excavation. This can cause wet or moist conditions in below-grade areas after construction. We recommend provision of a foundation drain around the residence. The drain should consist of a 4-inch diameter, open joint or slotted pipe encased in free draining gravel. The drain should lead to a positive gravity outfall or to sump pit where water can be removed by pumping. A typical foundation drain detail is shown on Figure 6. Reports\GS04989120 R1.doc 9 ----_--:_ -- I SURFACE DRAINAGE Surface drainage is critical to the performance of foundations, floor slabs and concrete flatwork. The potential for sheet flows may exist on this lot. We recommend that the ground surface adjacent to the walkout basement be graded so that pending of water will not occur. We recommend the following precautions be observed during construction and maintained at all times after the residence is completed: JAY SPRY 1. The ground surface surrounding the exterior of the residence should be sloped to drain away from the building in all directions. We recommend providing a slope of at least 6 inches in the first 5 feet around the building, where possible. Increases in the backfill soil moisture content after placement often results in settlement of the backfill. Backfill settlement is most common adjacent to north facing walls. 2. Backfill adjacent to foundation wall exteriors should be placed and compacted as described in the Backfill and Fill section. 3. The residence should be provided with gutters and downspouts. Roof downspouts and drains should discharge well beyond the limits of all backfill. Splash blocks and downspout extensions should be provided at all discharge points. Water from roof and surface runoff should not be introduced to the foundation drain system. 4. Landscaping should be carefully designed to mm1m1ze irrigation. Plants used near foundation walls should be limited to those with low moisture requirements; irrigated grass or other landscaping requiring comparatively large amounts of irrigation should not be located within 5 feet of the foundation. Sprinklers should be at least 5 feet from building foundations and directed away from the building. Irrigation should be limited to the minimum amount sufficient to maintain vegetation; the application of additional water will increase the likelihood of slab and foundation movements. 5. Impervious plastic membranes should not be used to cover the ground surface immediately surrounding the building. These membranes tend to trap moisture and prevent normal evaporation from occurring. Geotextile fabrics can be used to control weed growth and allow some evaporation to occur. SPRY RESIDENCE 10 CTL IT PROJECT NO. G$04989-120 S:\GS04989.000\120\2. Reports\GS04989 120 R1.doc LIMITATIONS Our exploratory pits were located to obtain a reasonably accurate picture of the subsurface. Variations in the subsurface conditions not indicated by our exploratory pits will occur. We should observe and test placement of fill. We should be called to observe soils exposed at footing elevations to verify that the soils are suitable for support of the footings as designed. This investigation was conducted in a manner consistent with that level of care and skill ordinarily exercised by geotechnical engineers currently practicing under similar conditions in the locality of this project.
