Conrnissioner Richardson seconded the motion; carried. Conunissioner Richardson rnade a motion that the minutes of the JuIy 14, 1986 meeting be approved. Chairman Schmueser stepped down to second the motion; carried. The neeting was adjourned for lunch at 1I:25 A.M.M and reconvened at I:15 P.M.with aIl commissioners present. Conrnissioner Cerise made a motion that the Board of Conrnissioners adjourn and reconvene as the Board of Social Services. Commissioner Richardson secondedthe motion; carried. Conrnissioner Schmueser made a motion that the Board of Social Services adjourn and the Board of Cornmissioners reconvene. Commissioner Cerise seconded thenotion; carried. Conrnissioner Cerise made a motion that the meeting recess until 2:30 P.M. . Commissioner Richardson seconded the motion; carried. PUBLIC MEETING SENATE BILL 35 EXEMPTION REQUEST LOCATED APPROXIMATELY FOUR MILES SOIITH OF GLENWOOD SPRINGS, OFF COUNIY ROAD 117; APPLICAIIT, MARC ADLER. Attorney Jim Leuthauser stated the legal requirements appeared to be adeguate. Marc Adler testified to the correct posting of the property. County Planner Glenn Hartmann reviewed the staff report and discussed an amendment to thestaff report to add a condition requiring driveway access permits. There wasalso a discussion with Marc regarding the possibility of waiving the $200 School Inpact fee in consideration of the widening of the road onto hisproperty on Four Mile. The Board could not change the fee but could reimburse him for his land. Con'rnissioner Richardson made a motion that the Board approve the Senate BiII 35 Exemption request of Marc Adler subject to the conditions asstated in Paragraph "V" in the staff report dated August 4, 1986 with the addedcondition #8 tfrat the applicant shall obtain driveway access permits from the County Road g Bridge Department. Comnissioner Cerise seconded the notion;carried. After discussion regarding ivlarc's contribution of property to the widening of the Four Mile Road, Commissioner Richardson made a nction that the County Road & Bridge DeparLment pay Marc Adler $200 for his land used for the widening of Four MiIe Road. conrmissioner cerise seconded the motion; carried. PUBLIC MEETING SENATE BILL 35 EXEMPTION REQUEST I,OCATED APPROXIMATELY FOUR MILES SOUTTI oF GLENWOOD SPRINGS' oFF COUNIY ROAD 117; APPLICAIIT, JAMES C. SNYDER. Attorney Russell George, representing the applicant, stated that I27 acresinvolved is the entire ranch of Mrs. Snyder's estate and in apportioning theland to her survivers, one portion came out at 27 acres instead of surpassing 35 acres. Jim Leuthauser, Assistant County Attorney, stated that the legal reguirements appeared to be adequate and Mr. George stated that the posting ofthe properLy appeared to be adequate. Conrnissioner Cerise made a motion thatthe notifications be accepted. Cornmissioner Richardson seconded the motion; carried. After discussion with Mr. George regarding Lhe conditions, Cornmissioner Richardson made a motion thaL the Senate BiiI 35 Exernption for James C. Snyder be granted subject to conditions within the staff report dated August 4, 1986. Conrnissioner Cerise seconded the motion; carried. There was a discussion with Chuck regarding Housing Authority Section 8allocating funds for rent with a voucher instead of payment of rent. Conrnissioner Richardson made a motion that the Garfield County HousingAuthority be authorized to apply for the additional vouchers. Commissioner Cerise declared a conflict of interest being on the Housing Authority Board and Chairman Schmueser stepped down to second the motion; carried. Conrnissioner Cerise made a motion that the Chairman be authorized to sign Resolution No. 86-85 concerned with the granting of an exemption from theGarfield County Subdivision Reijulations for Bob and Cynthia Scarrow and thatthe Chairman be authorized to sign the plat for the Scarrow exenption.
