The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign offby the Fire District, and/or State
Agencies where applicable.
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C.O.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
constructiou of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 1S"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with

decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the root;
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All ofthe above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.

Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by
a licensed surveyor and has the surveyors signature and professional stamp on the
drawing? Properties with slopes of 30% or greater must be shown on the site plan.
(NOTE Section: 106.2) Any site plan for the placement of any portion of a structure
within 50 ft. of a property line and not within a previously surveyed building envelope on
a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located

Delays in issuing the permit are to be expected. Work may not proceed without the issuance of a
permit. Ifit is determined by the Building Official that additional infonnation is necessary to review
the application and plans to determine minimum compliance with the adopted codes, the application
may be placed behind more recent applications for building permits in the review process and not
reviewed until required information has been provided and the application rotates again to first
position for review, delay in issuance of the permit or delay in proceeding with construction.

Subject: Soil investigation for three proposed guest residences at 361
Garfield County Road #311, in Garfield County, Colorado.
Dear Mr. Toler,
Per your request, we performed a soils investigation on your
subject site in March of this year. This letter presents the results of
that investigation, together with recommendations for the design of
the foundation for a typical log walled residences on site built, crawl
space type foundations on the subject lot using reinforced concrete
stem walls and spread footers.
The subject, approximately 9 acre site is situated off of the
west side of Garfield County Road #311 on the river bottom along the
south bank of the Colorado River. The site is covered with grass and
other vegetation typical of a riparian river bottom, and your actual
proposed building sites are nearly flat. One test pit was advanced to
a depth of approximately seven feet using a rubber tire mounted
backhoe. We also have a considerable amount of experience with the
soils on this type of land. We are relying on your experience and
others as to the fact that your proposed building site is situated
sufficiently above the flood elevation of the Colorado River.
The test pit revealed be approximately six feet of a moist,
dark brown silty loam topsoil grading into silt overlying a very
dense, sandy, slightly silty, wet alluvial gravel, which extended to the
maximum depth explored.
Based on our field observations at the site, on experience with
similar subsoil materials, it is our opinion that the alluvial gravel
subsoil on this site will provide stable bearing for your proposed

structure and foundation type.
If it becomes necessary to over excavate the native alluvial
gravel (or the overlyingtopsoil) to a depth below your proposed sub-
grade for the bottom of the footers, then such over-excavation may
be backfilled to the design sub-grade using 1-V2 inch screened rock,
compacted by means of 'track-packing'. Our experience indicates that
it would be appropriate to design the proposed footers for 2.0 KSF
maximum net bearing on either the native gravel or on the above
described gravel backfilL No minimum dead load will be necessary
on the footers, and, given the depth of the existing topsoil and silt
strata, any retaining structures should be designed to resist pressure
equivalent to that which would be exerted by a fluid weighing 65
PCF.
No footer drain will be necessary for this foundation.
Frost protection for the foundation must be provided by a
minimum of 48 inches, measured in any direction, of backfill above
the bottom of the footers.
The finish grade should provide for a minimum of 2% slope
away from the structure in all directions for a minimum of 10 feet,
and then for proper and continuous drainage away from the building
without any ponding. Native subsoil materials will provide
appropriate backfilL This backfill may be capped with a maximum
six inch thick layer of topsoiL
In order to control moisture as well as to minimize heating costs
for the proposed residence, the surface of the ground in all crawl
spaces must be covered with a 6 mil thick sheet of visquene, which, in
tum, for fire protection reasons, should be covered with a minimum 1-
Y2" thick layer of sand, pea gravel, or ready-mix 'flow-fill'. In this case,
we recommend perforation of the visquene in order to facilitate
drainage in case of a high water event.

certification.
1) Elevation Certificate for each cabin.
2) Property description, one copy only for all three certificates.
3) Site plan with flood and first floor elevations added for each cabin. This site plan shows
approximate location that is staked in field.
4) Spread sheet with PE stamp for elevation certification.
5) Sheets A-21 and A-31 from architect. One copy for all three FEMA forms.
The current FEMA FIRM maps dated January 3, 1986 are not printed for this area. The flood water
surface elevation is based on 1982 mapping by the Army Corps of Engineers which has been
superseded by the current FEMA FIRM maps. Both elevation certificate formats, FEMA form and
spreadsheet, have been included to save time. Hopefully your questions have been answered by this
submittal.
