When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the pennit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. I Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. Introduction The Powerline Professional Park Lot 1 is located just east of the City of Rifle off of US Highway 6 & 24 on a parcel ofland situated in Section II, Township 6 South, Range 93 West ofthe 61h P.M. Lot 1 of the professional park is located at the north end ofPowerline Road. A Vicinity Map has been included as Exhibit 1 at the end of this report. II. Hydrology The hydrologic methods for this study are outlined in the Soil Conservation Service (SCS) publication "Procedures for Determining Peak Flows in Colorado" (1980) and the computer program AutoCAD HydrologyTR-55 Tabular Method. Peak flows in this area will be rainfall derived. Within the area of study, the soil type as defined by the United States Department of Agriculture Soil Conservation Service (SCS) in cooperation with Colorado Agricultural Experiment Station is Kim Loam and identified by the SCS as with a map ID of 40. Kim Loam is part of the Hydrologic Soils Group B. Additional soils information can be seen as Exhibit 2 at the end of this report. The rainfall amounts were obtained using the Precipitation-Frequency Atlas of the Western United States published By the National Oceanic and Atmospheric Administration (NOAA). Using this atlas the precipitation corresponding to the 2-yr, 24 hr storm event is 1.0 inches; the 25-yr, 24-hr storm event is 2.0 inches; and the 100-yr, 24-hr storm event produces 2.4 inches of precipitation. III. Existing Conditions The existing condition on Lot I is vacant land with native vegetation. The existing drainage basin used for calculations consists of the property boundary with the exclusion of the portion of the parcel located within Powerline Road. This area was excluded since it was accounted for in a previous drainage report by High Country Engineering, Inc. dated September 21, 1999 that designed for the improvements related to the construction ofPowerline Road. All offsite flows (relative to Lot I) were omitted from this study as there will be a drainage channel adjacent to the property line that will capture any offsite runoff and convey the water around the lot and discharge it to historic conditions (relative to the Professional Park development). The onsite native conditions results in a Curve Number (CN) of 69 and a Time of Concentration (Tc) of 64.98 minutes. As a result, the estimated runoff for the 25-yr, 24 hr storm is 0.20 cfs and 0.42 cfs for the I 00-yr, 24-hr storm. Complete drainage calculations are included in the Appendix. IV. Proposed Conditions The proposed development on Lot 1 includes the installation of seven mini storage buildings and a gravel driving area. The mini storage buildings will have gravel parking areas around Page 3 them and they will be accessed by a gravel driveway from the east property line from Powerline Road. Onsite grading will consist of the addition of a drainage channel along the northern lot line that will capture the offsite drainage from the lots to the north and the northern gravel driving lane. The channel will convey the runoff along the northern lot line, west to the western property line then south to the proposed detention pond and drywell. The majority of the site will sheet flow south to the proposed detention pond. The runoff from the mini storage buildings will drain to the centers of each gravel driving lane via an inverted crown before being routed south to the detention pond. The runoff from the large mini storage building located in the eastern portion of the site will be captured in small area drains and will be transferred to the proposed detention pond via an eight-inch storm pipe. The proposed detention pond lies mostly along the drainage channels along the western lot line and the southern property boundary. The proposed detention pond will have a drywell installed in the bottom that will act as the pond outfall. Sheet 4 at the end of this report shows the proposed drainage patterns and proposed drainage runoff information. The proposed conditions result in a proposed composite CN of85 and a time of concentration of24.13 minutes. The peak runoff from Lot 1 is 2.17 cfs during the 25-yr, 24-hr storm and 3.10 cfs from the 1 00-yr, 24-hr storm event. The detention requirements for this site are based on the 1 00-yr storm per the City of Rifle standards. The resulting 25 year detention storage volume was determined to be 5,164 cf and the 100 year detention storage volume was determined to be 6,591 cf. The detention volume was determined by using the difference in the runoff between the existing and proposed conditions. The proposed detention pond has a capacity of approximately 5,434 cf. The proposed drywell will be 6-foot in diameter and 10-feet deep with 612 square feet of buried gravel around the drywell. The drywell size and gravel will allow adequate percolation of the 25-year storm event for the Type 'B' soils. In the event that the detention pond is overtopped, the discharge from the pond will flow south and offsite to US Highway 6 and 24 as it has historically. VII. Summary The proposed development on Lot 1 will increase the runoff slightly. The site was evaluated for the 25-yr and 1 00-yr storm events per the City of Rifle standards. Onsite grading will consist of the addition of drainage swales, a detention pond and the installation of a storm pipe and drywell facility. The detention pond was sized to account for the increase ofrunofffrom the proposed conditions during the 25-yr storm event. The detention pond will limit the storm water discharge from the site to historic release rates. Page 4 VIII.
