The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot·& cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tob or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
. 5. .All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
· 8 .. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
· ·installation, where applicable; as well as any final sign off by the Fire District, and/or State ·
Agencies where applicable.
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been .
paid and the connections inspected by the service provider prior to issuance of a C.O.

In order to understand the scope of the work intended under a permit application and expedite the
· issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Depattment.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

our site visit was to observe the soils exposed at footing elevations.
CTL 1 Thompson, Inc. performed a soils and foundation investigation for the
residence (CTL 1 Thompson, Inc. Project No. GS05016, dated June 25, 2007). The soils
exposed at the bottom of the foundation excavation consist of natural gravel. These
soils are similar to the soils encountered during our soils and foundation
investigation.

SCOPE
This report presents the results of our soils and foundation investigation for
the single-family residence proposed on Lot E-37 at Aspen Glen in Garfield County,
Colorado. We conducted this investigation to evaluate subsurface conditions at the
site and provide geotechnical engineering recommendations for the proposed
construction. Our report was prepared from data developed during excavation of
exploratory pits at the site, laboratory testing, engineering analysis and our
experience with similar conditions. This report includes a description of the
subsurface conditions found in our exploratory pits and presents geotechnical
engineering recommendations for design and construction of the recommended
foundation, floor systems, below-grade walls, subsurface drain system and details
influenced by the subsoils. If actual building plans will differ significantly from the
descriptions contained in the report, we should be informed so that we can check that
our recommendations and design criteria are appropriate. A summary of our
conclusions is presented below.
SUMMARY OF CONCLUSIONS
1. Subsurface conditions encountered in our exploratory pits consisted of
about 1 foot of sandy clay "topsoil" and nil to 1 foot of sandy clay
underlain by clean to slightly silty gravel with cobbles and boulders to
the total explored depth of 9 feet below existing ground surface. Free
ground water was not encountered in our exploratory pits at the time of
drilling.
2. Our subsurface information indicates that the natural gravel soil is
present at proposed foundation elevations for the residence. We
recommend constructing the residence on footing foundations that are
supported by the undisturbed, natural gravel soil. Design and
construction criteria for footings are presented in the report.
3. We judge potential for differential movement will be low for slabs-on-
grade supported by the natural gravel soils atthis site. Structural fill to
attain grades below slabs should be placed and compacted as
recommended in the report.

4. Surface drainage should be designed to provide for rapid removal of
surface water away from the residence. An exterior foundation drain
should be constructed around below-grade areas in the building.
SITE CONDITIONS
The site is within Aspen Glen, located west of State Highway 82 in Garfield
County, Colorado. Lot E-37 is in the central part of the development and south of
Diamond A Ranch Road. Single-family residential lots are to the east and west. Golf
course property is to the southeast. In general, ground surface in the building
envelope slopes gently down to the southeast at grades of less than 3 percent. A
slope that is about 8 to 10 percent is southeast of the building envelope. Vegetation
on the lot consisted of sparse weeds and grasses.
PROPOSED CONSTRUCTION
We were provided with preliminary building plans for the residence. We
understand the residence will be a two-story, wood-frame building with an attached
garage. A crawl space is planned below the main level floor in living areas. We expect
that a slab-on-grade floor is preferred in the garage. Foundation loads are expected
to vary between 1,000 and 3,000 pounds per linear foot of foundation wall with
maximum interior column loads of 30 kips. If construction will differ significantly from
the descriptions above, we should be informed so that we can adjust our
recommendations and design criteria, if necessary.
SUBSURFACE CONDITIONS
We investigated subsurface conditions at the site by directing the excavation
of two exploratory pits (TP-1 and TP-2) with a backhoe at the approximate locations
shown on Figure 1. Exploratory excavation operations were directed by our staff

engineer who logged conditions encountered in the pits and obtained samples ofthe
soils. Graphic logs of the soils encountered in the exploratory pits are shown on
Figure 2.
Subsurface conditions encountered in our exploratory pits consisted of about
1 foot of sandy clay "topsoil" and nil to 1 foot of sandy clay underlain by clean to
slightly silty gravel with cobbles and boulders to the maximum explored depth of 9
feet. Our observations during excavation operations indicated the clay was stiff and
the gravel was dense to very dense. Free ground water was not found in our
exploratory pits at the time of excavation. The pits were backfilled immediately after
excavation operations were completed.
Samples of the subsoils obtained from our exploratory pits were returned to
our laboratory for testing. Two samples of the gravel selected for gradation analysis
contained 68 and 71 percent gravel, 27 and 26 percent sand, and 5 and 3 percent silt
and clay size particles (passing the No. 200 sieve). Our test method excluded
particles larger than about 3 inches in diameter. Our pits and experience in the area
indicate a significant portion of the subsoils consists of cobbles and boulders.
Gradation test results are presented on Figure 3.
SITE EARTHWORK
Excavation
Our subsurface information indicates that excavations will encounter the
gravel soils with cobbles and boulders. Excavation for the residence foundation and
utilities can be accomplished using conventional, heavy-duty excavation equipment.
Excavation sides will need to be sloped or braced to meet local, state and federal
safety regulations. The clay soil will likely classify as a Type B soil and the gravel will
likely classify as a Type C soil based on OSHA standards governing excavations.
Temporary slopes deeper than 4 feet should be no steeper than 1 to 1 (horizontal to

vertical) in Type B soils and 1.5 to 1 in Type C soils. Contractors should identify the
soils encountered in the excavations and refer to OSHA standards to determine
appropriate slopes.
Free ground water was not found in our exploratory pits at the time of
excavation operations. We do not anticipate excavations for foundations or utilities
will penetrate ground water; however, excavations should be sloped to a temporary
sump where water from precipitation can be removed by pumping, if required.
Structural Fill
A minor thickness of structural fill may be required to attain grades for the
driveway and slabs-on-grade. Voids resulting from the removal of boulders should be
filled with densely compacted, granular structural fill. A CDOT Class 6 aggregate base
course, or similar soil, should be used as structural fill. Alternatively, the on-site
gravel soils, free of organic matter, debris and rocks larger than 3 inches in diameter
can be used as structural fill.
Structural fill should be placed in loose lifts of 10 inches thick or less,
moisture-conditioned to within 2 percent of optimum moisture content, and
compacted to at least 100 percent of standard Proctor (ASTM D 698) maximum dry
density. Moisture content and density of fill and structural fill should be checked by a
representative of our firm during placement.
Fill and Backfill
Proper placement and compaction offill and backfill adjacent to the building is
important to reduce infiltration of surface water. Fill and backfill should consist of the
on-site soils or similar soils free of organics, debris and rocks larger than 4 inches in
diameter. The fill and backfill should be placed in loose lifts of 10 inches thick or less,
moisture-treated to within 2 percent of optimum moisture content, and compacted to
at least 95 percent of standard Proctor (ASTM D 698) maximum dry density. The

upper one to two foot thickness of backfill soil placed on the exterior of foundation
walls should be a clay soil to limit infiltration of surface water.
FOUNDATION
Our subsurface information indicates that the natural gravel soil is present at
proposed foundation elevations for the residence. We recommend constructing the
residence on footing foundations supported by the undisturbed, natural gravel soil.
The completed foundation excavation should be observed by a representative of our
firm, prior to placing forms, to confirm that the exposed soil is suitable for support of
the footings as designed. Voids resulting from the removal of boulders should be
filled with structural fill. Recommendations for structural fill composition, placement,
and compaction were outlined in the Structural Fill section. Maximum settlement of
footings designed and constructed as recommended is expected to be about 1 inch
or less. Recommended design and construction criteria for footings are presented
below.
1. Footing foundations should be supported by the undisturbed, natural
gravel soil. Soils loosened during excavation or the forming process
for the footings should be removed or the soils can be re-compacted
prior to placing concrete.
2. Footings supported by the gravel can be designed for a maximum
allowable soil bearing pressure of 4,000 psf.
3. Continuous wall footings should have a minimum width of at least 16
inches. Foundations for isolated columns should have minimum
dimensions of 24 inches by 24 inches. Larger sizes may be required,
depending upon foundation loads.
4. Grade beams and foundation walls should be well reinforced, top and
bottom, to span undisclosed loose or soft soil pockets. We
recommend reinforcement sufficient to span an unsupported distance
of at least 10 feet. Reinforcement should be designed by the structural
engineer.
5. The soils beneath exterior footings should be protected from freezing.
We recommend the bottom of footings be constructed at a depth of at

least 36 inches below finished exterior grades for frost protection. The
Garfield County building department should be consulted regarding
required frost protection depth.
SLABS-ON-GRADE
A slab-on-grade floor is preferred by the client in the garage. Based on our
laboratory test data and our experience at nearby sites, we judge slab-on-grade
construction supported by the natural gravel soils will have low risk of differential
movement and associated damage. Structural fill placed below the garage floor slab
and exterior concrete flatwork should be in accordance with the recommendations
outlined in the Structural Fill section. We recommend the following precautions for
slab-on-grade construction at this site.
1. Slabs should be separated from exterior walls and interior bearing
members with slip joints which allow free vertical movement of the
slabs.
2. Underslab plumbing should be pressure tested for leaks before the
slabs are constructed. Plumbing and utilities which pass through slabs
should be isolated from the slabs with sleeves and provided with
flexible couplings to slab supported appliances.
3. Exterior patio and porch slabs should be isolated from the residence.
These slabs should be well-reinforced to function as independent units.
4. Frequent control joints should be provided, in accordance with
American Concrete Institute (ACI) recommendations, to reduce
problems associated with shrinkage and curling.
BELOW-GRADE CONSTRUCTION
Foundation walls which extend below-grade should be designed for lateral
earth pressures where backfill is not present to about the same extent on both sides
of the wall. Many factors affect the values of the design lateral earth pressure. These
factors include, but are not limited to, the type, compaction, slope and drainage of the

backfill, and the rigidity of the wall against rotation and deflection. For a very rigid
wall where negligible or very little deflection will occur, an "at-rest" lateral earth
pressure should be used in design. For walls which can deflect or rotate 0.5 to 1
percent of wall height (depending upon the backfill types), lower" active" lateral earth
pressures are appropriate. Our experience indicates typical foundation walls in
residences deflect or rotate slightly under normal design loads, and that this
deflection results in satisfactory wall performance. Thus, the earth pressures on the
walls will likely be between the "active" and "at-rest" conditions.
If the on-site soils are used as backfill, we recommend design of below-grade
walls using an equivalent fluid density of at least 45 pcf for this site. This equivalent
density does not include allowances for sloping backfill, surcharges or hydrostatic
pressures. The recommended equivalent density assumes deflection; some minor
cracking of walls may occur. If very little wall deflection is desired, a higher equivalent
fluid density may be appropriate for design. Backfill placed adjacent to foundation
wall exteriors should be placed as recommended in the Fill and Backfill section.
SUBSURFACE DRAINAGE
Water from rain, snow melt and surface irrigation of lawns and landscaping
frequently flows through relatively permeable backfill placed adjacent to a residence
and collects on the surface of relatively undisturbed soils at the bottom of the
excavation. This can cause wetting of foundation soils, hydrostatic pressure on
below-grade walls, and moist conditions in below-grade areas after construction. To
mitigate these concerns, we recommend provision of a foundation drain around the
residence. The drain should consist of a 4-inch diameter, slotted schedule 40 PVC
pipe encased in free draining gravel. The drain should lead to a positive gravity
outfall or to a sump pit where water can be removed by pumping. A typical
foundation drain detail is presented on Figure 4.

Ventilation is important to maintain acceptable humidity levels in crawl spaces.
The mechanical systems designer should consider the humidity and temperature of
air, and air flow volumes, during design of crawl space ventilation systems. We
believe it is appropriate to install an active ventilation system that is controlled by a
humidistat.
SURFACE DRAINAGE
Surface drainage is critical to the performance of foundations, floor slabs and
concrete flatwork. We recommend the following precautions be observed during
construction and maintained at all times after the residence is completed:
1. The ground surface surrounding the exterior of the residence should
be sloped to drain away from the residence in all directions. We
recommend providing a slope of at least 6 inches in the first 5 feet
around the residence in landscaped areas.
2. Backfill around the exterior of foundation walls should be placed as
described in the Fill and Backfill section. Increasing the backfill soil' s
moisture content after placement often results in settlement of the
backfill. Backfill settlement is most common adjacent to north facing
walls.
3. The residence should be provided with roof gutters and downspouts.
Roof downspouts and drains should discharge well beyond the limits
of all backfill. Splash blocks and downspout extensions should be
provided at all discharge points.
4. Landscaping should be carefully designed to mm1m1ze irrigation.
Plants used near foundation walls should be limited to those with low
moisture requirements; irrigated grass should not be located within 5
feet of the foundation. Sprinklers should not discharge within 5 feet of
the foundation and should be directed away from the building.
5. Impervious plastic membranes should not be used to cover the ground
surface immediately surrounding the residence. These membranes
tend to trap moisture and prevent normal evaporation from occurring.
Geotextile fabrics can be used to control weed growth and allow some
evaporation to occur.

LIMITATIONS
The exploratory pits provide a reasonably accurate picture of subsurface
conditions. Variations in the subsurface conditions not indicated by the pits will
occur. We should observe the completed foundation excavation to confirm the
natural gravel soil is exposed and suitable for support of the footings as designed.
This investigation was conducted in a manner consistent with that level of care
and skill ordinarily exercised by geotechnical engineers currently practicing under
similar conditions in the locality of this project. No warranty, express or implied, is
