"il ·_:,it So'S". ).c 'll,l.;}!,. ;}.If 368,411.44 368,411.44 GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINlMUM APPLICATION REQUIREMENTS FOR CONSTRUCTION OF COMMERCIAL OR MULTI-FAMILY RESIDENTIAL BUILDINGS Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if yon have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24'"' and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, !PC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: I. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. Cyrus Tuchscher, the inspector for the State has a note in the permit file that the seal-offs were the only thing left to inspect before closing the permit. I spoke to our Foreman that was on the compressor site and he said Cyrus did come out after they were poured and was going to go back to the office and close out the permit. It apparently didn't get done. Our foreman on the Rifle Water Project was going to talk to Cyrus and see what wants to do about it. If Cyrus needs to go back out to the site then I will have to arrange a time to get in from KM. He may recall the final inspection and go back to the office and correct his comment. These permits date back to Oct 07. I spoke with Richard Jones on 5-1-09. He assured me prompt response. I got the foundation report early in June 09 and have been waiting for the framing special inspections and final electrical since. These building should not be occupied and my next recourse is to turn it over to our legal department which will generate a summons before a district judge. If we do not have the required material prior to September 15, we will start this legal process. The foundations for the referenced structures were installed between June 4, 2007 and August 2, 2007. I was on-site on May 21, 2009 to observe the existing foundations of the referenced structures. The Compressor Blocks, Compressor Building footings and stem wall, Generator Building footings and stem wall, Generator Block foundations, and Auxiliary Building footings had been formed, and reinforcing steel installed based on observations of construction pictures and inspector reports. However, the size of the footings, foundation bearing soils conditions, and reinforcing lengths and sizes could not be verified. The piers for the Compressor Blocks and Auxiliary Building stem walls were referenced to be installed in the inspector reports however there were no pictures or reports showing or referencing the foundation sizes, steel reinforcement size and placement, and foundation soil conditions. The on-site visit consisted of observing the concrete of the above grade sections of the foundations. The concrete for the above grade stem walls for the Compressor Building and Auxiliary Building had a couple of areas with cosmetic defects apparently caused by the removal of the forms. The overall structural integrity of the foundation at these areas remained intact. For all the existing foundations visually observed there were no indications of any settling and the concrete appeared to be properly placed and structurally sound. Based on the review of the inspector reports and construction pictures, the Compressor Building, Compressors, Generator Building, Generator, and Auxiliary Building foundations were installed. The on-site Kinder Morgan inspectors verified these foundations were installed in general compliance with the "Issued for Construction" Conn Creek Compressor Station Foundation Drawings.
