When reviewing a plan and it's discovered that required infonnation has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this documentto determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for. assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Delays in issuing the pennit are to be expected. Work may not proceed without the issuance of a permit. If it is determined by the Building Official that additional information is necessary to review the application and plans to determine minimum compliance with the adopted codes, the application may be placed behind more recent applications for building permits in the review process and not reviewed until required information has been provided and the application rotates again to first position for review, delay in issuance of the permit or delay in proceeding with construction. bpminreqmhFeb2005 5 GARFIELD COUNTY BUILDING and PLANNING MANUFACTURED HOMES Installation requirements within Garfield County 1.) A fuel gas pipeline pressure test is required by the installer and the test is required to be witnessed and approved by the Garfield County Building Inspector. Test must be a minimum pressure of 10 psi and show no appreciable drop within 15 minutes. A gauge capable of indicating pressures no higher than 60 psi shall be used in the test. 2.) All stairs serving the unit are to comply with the IRC and IBC for rise, run, handrails and guardrails. 3.) All decks and porches which are more than 30 inches above grade are required to have guardrail complying with Section R312 with a minimum height of 36 inches. Guardrail shall have intermediate rails or an ornamental pattern such that a sphere 4 inches in diameter cannot pass through. Section R312.2. 4.) If manufactured home is placed on a basement foundation, the foundation and the basement shall comply with requirements of the IRC including but not limited to: (a) Installation of smoke detectors in the basement and in the manufactured home. Section R313. (b) Installation of escape or rescue windows. Section R31 0. (c) Providing oflight, ventilation and sanitation. Section R303. (d) Providing of minimum room dimensions. Section R304. (e) Protection of insulating materials for flame spread requirements. Section R314. (f) Forming and placing of concrete for foundation and floor slab. Chapter 4 IRC. (g) The inspection of all framing as required under the IRC. (h) The inspection of all plumbing as required under the IRC and IPC. 5.) L.P.G. (Liquefied Petroleum Gas). Appliances burning L.P.G. shall not be installed in a pit, basement or similar location where heavier-than air gases may collect UNLESS such location is provided with AN APPROVED MEANS FOR REMOVAL OF UNBURNED GAS. The policy in Garfield County is as follows: (a) An untrapped drain with a minimum diameter of 4 inches located in the lowest area where heavier than-air vapors may collect is to run with a CONTINO US slope to an exterior area which is not within a depression or · recessed below adjacent terrain. (b) The area of termination is to be determined by the Building Inspector as likely to remain free of standing water, ice and other debris that may prevent the flow and dissipation of unburned gas. (c) The upper inlet and termination of the drains to be provided with protection from the entry of debris animals which may cause blockage of the drain. This protection is to be approved by the Building Inspector. 6.) A FINAL INSPECTION OF THE PLACEMENT, BLOCKING, TIE- DOWNS, SKIRTING, GRADING and COMPLIANCE WITH ABOVE ITEMS IS REQURIED and APPROVAL GIVEN BY THE BUILDING DEPARTMENT PRIOR TO OCCUPANCY OF THE MANUFACTURED HOME OR OCCUPANCY OF THE BASEMENT. 7.) The Garfield County Zoning Resolution of 1978 with Amendments through December 9, 1997, has been amended to read as follows: 2.02.07(1) Building-Conventional and Manufactured: A building constructed or erected on the lot or building site or a factory and built to meet the "International Residential Code", the "Uniform Building Code" or the "National Manufactured Housing Construction and Safety Standards Act of 1974", has a minimum dimension of twenty (20) feet wide and twenty (20) feet long and meets the local building code requirements for wind speed of 90 mph; anchoring requirements in accordance with installation standards based on the minimum basic wind speeds in miles per hour specified in the IRC & IBC: and meets or exceeds the snow load requirements adopted by Garfield County ***(Garfield County requires 40# per square foot up to 7,000 ft. in elevation and certification from the factorv is required that ties the snow load to the Manufactured Home's Serial Number). Any building meeting these criteria is defined as a single family dwelling and allowed in any zone district that allows a single-family dwelling. 8.) Basement wall must be insulated to frost depth. Common walls garage to house must have R -19 insulation. Common ceiling/floor garage to house must have R-19. A driveway approach is understood to be that portion of the county road right-of way between the pavement edge and the property line that is designed and used for the interchange of traffic between the roadway and abutting property. 2. Adjustment will be made according to the type of traffic to be served and other physical conditions. 9. The construction of parking or servicing areas on the county road right-of-way is specifically prohibited. Commercial establishments for customer vehicles should provide off-the-road parking facilities. 1 0. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the normal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than ten percent (10%). 11. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or county road. Wiring is complete from home fixtures to panel box, except hard wire cross over, which must be connected by others. e. Dryer vent connections to exterior of home. f. Water heater pan nod pop off drains to exterior of home. g. Furnace and A/C drain lines to sewer or exterior of home. 5. Most Cities and Counties require restroom facilities to be available at all times during construction. Our Contractors have the same requirements. Buyer is responsible to supply restroom facilities from start of construction until construction is complete. 6. The contractor must provide a crawlspace access so setup materials can be removed from under tl1e home. Minimum dimensions are 36"x 30" x 36" net. Exterior access will need to be insulated as to not effect the U value of the home. If the contractor or customer chooses to use an interior crnwlspaces access, all modifications and ·finish of the access is the responsibility of others, unless specifically noted in writing in the final Home Order. This method could result in additional dirt and wear in the homes interior. 7. Bonnavilla Homes and Four Season Homes foundation designs show pad supports for the marriage line. Golden Villa Homes strongly recommends that a continuous footer and pony wall be used in place of posts on crawlspace foundations. 8. On vented crawlspaces, the manufacturer requires a minimum percentage of crawlspace venting. A good rule of thumb is to install 1 y, sf of venting for every 25 If of foundation perimeter. Local Building Codes must also be followed. 9. FOUR SEANSONS HOMES DO NOTHA VE FLOOR INSULATION FROM THE MANUFACTURER. BONN A VILLA HOMES OFFERS FLOOR INSULATION FOR HOMES AS AN OPTION. If there is no floor insulation present from the manufacturer of the home and any portion on the foundation is a crawlspace, the crawlspace portion must be insulated by the home buyers foundation contractor to meet State, County or City requirements. 1 0. The customer or contractor are required to install a 2 x. 10 treated sill plate. The bolts used to anchor this sill plate must not be recessed into the plate. The threads must be cut off at the top of the nut. The sill plate will be used to anchor the home to the foundation, so a strong connection is imperative. Anchor bolts should be centered or set slightly toward the interior ofthc foundation, not toward the e:derior of the foundation. 11. The Ridge Beam on BonnnviUa Modular Homes is n 12" laminate beam. The floor joists are 2xl 0. This results in a2.75" height difference that must be accounted for in the center line support construction. The laminate beam is notched at each end of the home, to eliminate perimeter foundation modification. If purchasing a Four Seasons Modular, there is no height difference between ridge beam and floor joists, so the pony wall should be same height as sill plate or slightly lower. 12. If a crane is to be used, the site must be inspected prior to construction to verifY specific placement requirements for the crane and the home sections. Unless specifically stated in writing, crane costs are not included in the standard setup pricing included with the homes price. 13. Stem wall height is to be a minimum of31 %"including sill plate, but not including tl1e foorter. Buyer must notifY seller if this measurement of wall height exceeds 48". 14. Rollover Setup Requirements-There must be 30" of the foundation exposed in order to roll a home onto a foundation. The pad on the rolling side or sides must be flat and level. The foundation wall must be backfilled and compacted leaving the 30" exposed wall. The rollover pad is considered the area e>.iending 22' out from the foundation and the full length ofthe foundation, plus 5' for the transport hitches. Accommodations must be made for the delivery truck at the end of the pad site. Grading of site is the responsibility of others. Ramping too steep of an approach will result in setup delays and downtime expenses. It is preferable to access both sides of the foundation for a rollover setup. One sided roll-ons can be done, but greater coordination of delivery and roll-on is required (see figure 1 a. attached). If30" wall is not exposed, the set crew may require u crane to set the home at the home buyers expense. !5. The transport platforms must be able to be moved out of the way, without impeding other sections to be setup. Generally platforms are picked up every 3 to 4 weeks. When backfilling the crawlspace, there must be a minimum 2% grade for 1 0' to channel water away from the foundation. Backfill must be at least 4" below crawlspace vents in order to prevent water draining into the crawlspace. Proper grading is the contractor or customers responsibility. The setup installer has the right to refuse to set any home that appears to not have adequate drainage on site. 2 17. Additional Basement Specifications. Foundation venting requirements are not required for basement foundations, unless required by local building codes. Although exterior access is required for setup equipment removal, a crawlspace access is not required. Backfill can be completed to County specifications as long as a minimum 2% slope for 10' is maintained and the backfill is a minimum of6" away from bottom of siding on the home. The installers will not remove setup equipment through interior basement access using portable ladders, other arrangements must be made by customer or contractor. The hnsement floor must be completed prior to installation of tbe home, unless buyer is willing to hire a crane for tbe installation. If the event of a day-light basement, the home must be installed from the backfilled side of the foundation. Iftlmt is not possible a crane will be required to complete the set of the home. l 8. lf you purchased a Bonnavilla Modular Home with n deck, there should be a porch support detail attached to this information.
