Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, waH studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. AH sheets to be identified by number and indexed. AH of the above requirements must be met or your plans will be returned. AH plans submitted must be incompliance with the 2003 IRC. I. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure( s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. The axis ·Of an approach to the road may be at a right angle to the centerline of the county road and of any angle between ninety (90) degrees and sixty (60) degrees but shall not be less than sixty (60) degrees. Adjustment will be made according to the type of traffic to be served and other physical conditions. 9. The construction of parking or servicing areas on the county road right-of-way is specifically prohibited. Commercial establishments for customer vehicles should provide off-the-road parking facilities. 10. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the normal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than ten percent (10%). II. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or county road. The Applicant will be required to provide, at his own expense, drainage structures at entrances and exits, which will become an integral part of the existing drainage system. The site location is shown on Figure 1. The proposed construction is anticipated to consist of a single-family residence. The scope of our investigation included evaluating the subsurface conditions at the site to aid in developing foundation recommendations for the proposed construction. Site Conditions At the time of the investigation, the site was generally open with a slight slope down to the north. Vegetation at the site consisted primarily of low grasses and weeds. The site was bordered by Lodgepole Circle to the north and west, and by existing residences to the south and east. Subsurface Investigation The subsurface investigation included one test pit as shown on Figure 2-Site Plan. The test pit was excavated to a depth of 9.0 feet below the existing ground surface with a backhoe. A log of the test pit is included in Appendix A. The test pit encountered 1.0 foot of sandy silt with organics topsoil above brown, dry, medium dense to dense silt with cobbles and boulders to the bottom of the excavation. The percentage of cobbles and boulders increased with depth. Groundwater was not encountered in the test pit at the time of the investigation. 311 Lodgepole Circle #330-07 08/!7/07 Laboratory Testing Laboratory testing was conducted on soil samples collected in the test pit. The testing included grain-size analysis, Atterberg limits determination, natural moisture and density determination, swell/consolidation testing, and soluble sulfates content. The laboratory testing results are included in Appendix B. The laboratory testing results indicate that the silt soils at the site are non-plastic. In addition, these soils were indicated to generally tend to consolidate under loading. The soluble sulfates content of the soils was detennined to be 80 parts-per-million (ppm). Foundation Recommendations Based upon information provided to HBET a spread footing foundation is proposed for the structure. A spread footing foundation is appropriate give the subsurface conditions at the site; however, to provide a uniform bearing stratum, it is recommended that the foundations be constructed above native silt soils, below the topsoil, that have been scarified to a depth of 6 to 9- inches, moisture conditioned, and compacted to a minimum of 95% of the standard Proctor maximum dry density, within ± 2% of the optimum moisture content as determined in accordance with ASTM D698. For the foundation building pad prepared as recommended, a maximum allowable bearing capacity of I ,250 psf may be used. Foundations subject to frost should extend a minimum of 36- inches below the final grade. As discussed previously, the soluble sulfates content of the native soils was determined to be 80 ppm. This concentration represents a negligible degree of potential sulfate attack on concrete exposed to the native soils. Therefore, sulfate resistant cement may not be required for construction at this site. Stemwalls and any retaining walls at the site should be designed to resist lateral earth pressures. For backfill consisting of the native soils, or imported granular, non-fi·ee draining, non-expansive material, we recommend that the walls be designed for an equivalent fluid unit weight of 50 pcf in areas where no surcharge loads are present. Lateral earth pressures should be increased as necessary to reflect any surcharge loading behind the walls. Floor Slab and Exterior Flatwork Recommendations The native silt soils are suitable for support of floor slabs and exterior flatwork. However, it is recommended that floor slabs and exterior flatwork be constructed on native soils that have been prepared in accordance with the Foundation Recommendations section of this report. Drainage Recommendations Grading around the structure should be designed to carry precipitation and runoff away from the structure. It is recommended that the finished ground surface drop at least twelve inches within the first ten feet away from the structure. Downspouts should empty beyond the backfill zone. It is also recommended that landscaping within three feet of the structures include primarily dese1i plants with low water requirements. In addition, it is recommended that irrigation within ten feet of foundations be minimized or controlled with automatic shut off valves. These conclusions and recommendations are valid only for the proposed construction. As discussed previously, only one test pit was conducted at the site. As a result, the precise nature and extent of any subsurface variability may not become evident until construction. Therefore, it is recommended that a representative of HBET observe the foundation excavation prior to foundation placement to verify that the subsurface conditions are consistent with those described herein. As discussed previously, the soluble sulfates content of fue native soils was deterniined to be 80 ppm. This concentration represents a negligible degree of potential sulfate attack on concrete exposed to fue native soils.
