Hms. ~Soils Report GENERAL NOTES: GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS FOR CONSTRUCTION OF COMMERCIAL OR MULTI-FAMILY RESIDENTIAL BUILDINGS Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24 "" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 ffiC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. We were not scheduled to observe the masonry construction or grouting operations. Verbal Communication: The CMU block has a nomimal size of 8" and had been grouted prior to our site visit. A grout sample could not be obtained for testing. Using the Micro Covermeter, we identified vertical reinforcement consisting of #4 rebar spaced at about 48" on- center with an approximate lap length of 32". The vertical reinforcement appeared to be centered with the cell. Bond beam reinforcement was identified as 2 -#5 rebar. The lap length was unable to be determined. Field Technician Reviewed By HEPWORTH-PAWLAK GEOTECHNICAL January31, 2008 Garfield County Engineering Department Attn: Randy Withee 144 East 3nl Street Rifle, Colorado 81650 Job No. 107 0713 Subject: Clarification of Observations and Recommendations, Proposed Maintenance Building, Garfield County Landfill (Anvil Points), 0075 County Road 246A, Garfield County, Colorado Dear Mr. Withee: As requested by Terry Lepke with CMC Group, we are clarifying our recommendations for subgrade preparation below fuotiogs presented in our previous excavation observation report dated December 26, 2007. We previously perfurmed a subsoil study fur design of foundations at the site and presented our findings in a report dated October 3, 2007, Job No. 107 0713. The proposed maintenance building will be supported by a pad rooting and grade beam foundation designed fur an allowable bearing pressure of 1,500 psf as discussed in our previous report. At the time of our site visit on December 20, 2007, we observed natural soils and generally up to about 2 inches ofloose/disturbed soil at the bottom ofthe relatively rough footing pad excavations. The loosened natural soil was due to normal distorbance during excavation. It appeared that some final, fine grading was needed to prepare the subgrade for footing construction. It has been our experience that some depth oflooseldisturbed soils cannot be removed by standard size excavation equipment and these soils are typically removed by hand or moistened and compacted in place. In this case, we recommended in the field to the concrete contractor at the site, to moisten and compact the footing areas prior to placing concrete. This recommendation was also presented in our previous subsoil study dated October 3, 2007. According to Mr. Lepke, the concrete contractor had compacted the rooting areas with a vibratory plate compactor prior to placing concrete. While at the site Garfield County Engineering Department January31, 2008 Page2 on December 27, 2007 to test concrete placement in the fuotings, we observed the subgrade at some fuoting pads that appeared to have been compacted. In general, the intent of moistening and compacting the fuoting areas prior to concrete placement is to provide fum subgrade fur foundation support and reduce the settlement potential of the near surface soils disturbed during excavation. Due to the relatively limited depth ofloose/disturbed soils observed on December 20 and expected remaining fine grading, it did not appear practical to perform nuclear density testing on the thin compacted layer. It is our opinion that the natural soils exposed at the bottom of the excavations are suitable fur support of spread fuotings sized fur the rero1lnnifuded allowable soil bearing pressure of 1,500 psfbased on our field observations on December 20, 2007. The soils are compressible when wetted under load as previnnsly described and there is a risk of differential settlement between the pads particularly in the event of subsurface wetting after construction. Also randomly torque tested a minimum of two bolts per connection for proper tightness at the connections inspected as outlined above. Discovered some bolts that needed some additional tightening. These bolts were tightened, and then the A325 high strength bolts appeared to be sufficiently tightened. Also the high strength bolting appeared to be in conformance with the drawings for bolt size & grade, and the flange & cable bracing was installed. To the best of my knowledge this completes the special inspections of the high strength bolting & steel frame details as outlined in reports 1 & 2. However the steel erection crew was not on site, and no one was available to run the man lifts to access some of the bolting. Another inspection visit would be scheduled at a later date when the steel ·erection crew was on site to run the man lift.
