When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if yon have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the bnilding, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24'"' and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: I. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. If you will read the Colorado State Electrical Board Rules and Regulations that I have pasted below for you. If the owner, EnCana or Williams, full time employees do the electrical work up to the standards of the State electrical board, which is the 2005 National Electric Code then no permits nor inspections are required. If they hire Outpost as a sub-contractor who may hire an Electrical Contractor then YES, it shall be permitted and inspected. And they are not generally opened to the public, (such as Wal-mart) then they can legally do so. NOW, if they hire an electrical contractor to come in to their place of business to do the electrical work, that electrical contractor shall purchase an electrical permit through the State and do the work according to the NEG and shall request it be inspected by the State's Electrical Inspectors. As of my meeting with my two colleges this morning, I believe that is what we felt he State Rules and Regulations and the Colorado Revised State Statues read. I hope this helps. As far as the condition to the Permit issued by Garfield County, I feel it should read exactly as we stated, if done by the Corp. employees and meets the standards of the NEG, not generally open to the public then that would be ok. If they hire it done by licensed outside help then that is another can of worms. Scenario: If I own a business that is wired by my employees and not generally open to the public, and I do the electrical work in conformity with the standards of the National Electric Code, then I do not necessarily need an electrical permit or inspection. If I own a business that is not generally open to the public BUT, I hire a registered electrical contractor to come in and perform the electrical installation, as defmed in statute: (1. 7) "Electrical work" means wiring for, installing, and repairing electrical apparatus and equipment for light, heat, and power., then, I am required to have the contractor obtain an electrical permit, the work is to be inspected, and must conform to the minimum standards of the National Electric Code in effect at that time by the Colorado State Electric Board. 2/20/2008 I hope this has been helpful in understanding the requirements of whether to inspect man-camps or not. I have included and few comments and recommendations regarding the referenced submittal that might help avoid some problems and perhaps assist the County with future management of this and other systems. 1. The design flow paragraph indicates on page 2 indicates food grinding facilities will be available. I strongly recommend that grinders be disallowed as overuse of these facilities can lead to excessive solids accumulation in the septic tanks leading to premature absorption area failure. 2. I assume there will be commercial foodservice in this facility. If so, I strongly recommend that an appropriately sized grease trap be installed on the waste line from the utensil washing facilities to intercept grease before it reaches the main sewer line and septic tanks. Grease can cause substantial problems in pipes and tanks. 3. In conjunction with #2 above, the camp operator should develop a grease management system to provide for proper disposal of grease. If generated in large quantities, then a commercial grease hauler may be needed. If generated in small quantities, then it may be able to be handled as part of the solid waste management program of the site. 4. The site plan shows a building sewer of approximately 660 feet in length with the septic tanks located remote from the camp facilities. Such a long sewer line, if not carefully installed, can be prone to clogs. 5. No mention or depiction of an access road to the septic tanks is included in the plan. Access to septic tanks is imperative to providing adequate and timely inspection and maintenance, particularly if there is a problem. Furthermore, with such an elevation difference and distance from the camp, there is potential for a back up or overflow occurring without notice of the operator for some time. I strongly recommend that the tanks be installed on the pad if possible with an effluent line running from the pad to the absorption area. 6. The tank pump out plan mentioned in the 2nd paragraph of Page 3 is not appropriate. Most agencies recommend pumping when the accumulated solids, both floatable and sellable, reach 25-30% of the tank capacity. A more appropriate approach for maintenance would be to base service needs on actual inspection findings and to pump tanks when solids reach 25-30% capacity. 7. As an additional protection to the absorption area, I would strongly encourage the use of an appropriate effluent filter on the outlet of the third tank. 8. In addition to watertight septic tank requirements stated on page 11, I also encourage that the operator seal tank risers to the tanks and together to preclude infiltration of water. 9. On Page 11, the engineer offers the option for burying the septic tank lids up to 8 inches below grade. Although allowed by regulation, I don't recommend this in order to maintain easy access to tanks for inspection and needed maintenance. 10. The engineer recommends that the absorption area be installed no greater than 48 inches deep. Although this may be allowed by the percolation test depths used, I would strongly recommend that the operator install the system no greater than 36 inches deep to take full advantage of the most aerobic and biologically active soils. 11. Absorption area trenches utilizing Infiltrator Systems Quick 4 units can and should be installed on contours in order to maintain a consistent and shallow depth. Infiltrator Systems manufactures accessory parts to aid in the curving of trenches to follow the contours. 12. I am surprised to see the ISDS being placed so far from the well pad site. This design creates additional site disturbance relatively far from the well pad. Although not addressed in the ISDS Regulations, this design seems contrary to the community desire to minimize site disturbance as much as possible. 12117/2007 Page 2 of2 13. I strongly encourage the operator to meter water usage and/or sewage flow to aid in future design considerations (i.e. more flow data may help justify smaller ISDS in the future). 14. The top of page 17 suggest stripping topsoil 12 inches deep from areas to be disturbed by construction activities. In the ISDS absorption area, the only soil disturbance should be that dug out of the trenches. Topsoil can be segregated, but if the system is put in the top 36 inches, those soils appear to be somewhat uniform so segregation will probably not be needed. 15. As with all ISDS installations, I strongly recommend that the operator or property owner only utilize the services of an excavation contractor that has ISDS Knowledge and installation experience. Contractors without an appropriate level of knowledge and experience can create big problems during installation and after the system is put into use. 16. There is no ISDS management plan included in this design and no mention of what tank abandonment procedures will be followed when the system is no longer needed. Perhaps this will be part of the SUP application. I think that's all for now. The inspection included measurement of the Wheeler Gulch Road asphalt apron width and length and verification that the stop sign was installed per the Manual on Uniform Traffic Control Devices (MUTCD). A site map of the area and subsequent measurements and results are shown in Figure 1, attached. Our findings conclude that the stop sign is compliant with the "Manual on Uniform Traffic Control Devices" 2003 Edition including Revision 1, dated November 2004. The sign measures 30" x 30" meeting MUTCD Seclion 28.03 and is retro-reftective meeting MUTCD Section 2A.08. Sign placement and mounting height also meets MUTCD Sections 2A-16 and 2A-18, respectively. The sign post and mounting meet the requirements of Section 2A-21 and appeared adequate to hold the sign in proper and permanent position and to resist swaying in the wind or displacement by vandalism. The asphalt apron width measurement was 40 ft. at the intersection of Wheeler Gulch Road and CR 215 R-0-W or access. This width continued through Sta 0+50 and gently narrowed or tapered to a width of 30 ft. The asphalt ended at approximately Sta 4+50 where the road surface changed to gravel.
