The following items ax -e required by Garfield County for a final Insuection.
1) A final Electrical Inspection from the Colorado State Electrical Inspector_
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan and
it's discovered that required information has not been provided by the applicant, this will result in the
delay of the permit issuance and in proceeding with building construction. The owner or contractor shall
be required to provide this information before the plan review can proceed. Other plans that are in line
for review may be given attention before the new information may be reviewed after it has been
provided to the Building Department.
TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE
SUBMITTEDFOR ALL APPLICATIONS.
Please review this document to determine if you have enough information to design your project
and provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a
Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during
design. Applicants are required to indicate appropriately and to submit the completed checklist at
time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at Ieast 18"x24" and drawn
to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and
original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed,
wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.

1. Is a site pian included that identifies the location of the proposed structure or addition and distances to
the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Properties with slopes of
30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the
placement of any portion of a structure within 50 ft. of a property line and not within a previously
surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor
and have the surveyor's signature and professional stamp on the drawing. Any structure to be
built within a building envelope of a lot shown on a recorded subdivision plat shall include a
copy of the building envelope as it is shown on the final plat with the proposed structure Iocated
within the envelope.

If any required information is missing delays in issuing the permit are to be expected. Work may not
proceed without the issuance of a permit. If it is determined by the Building Official that additional
information is necessary to review the application and plans to determine minimum compliance with the
adopted codes, the application may be placed behind more recent applications for building permits in the
review process and not reviewed until required information has been provided and the application rotates
again to first position for review, delay in issuance of the permit or delay in proceeding with
construction.

The source of physical and legal water supply for the Vahldiek residence is the Boldt
Ditch (a/k/a Boldt Spring or Boldt Spring Ditch) that emanates from the hillside below the
house site. The use of this water right for this purpose has been discussed with the
Division of Water Resources in late April, 2009 and they are in agreement that it is
appropriate.
The Boldt Ditch was appropriated on 5/23/1887 and adjudicated in Case No. CA -1125
on 6/1/1905. The decreed rate is 1.7 cubic feet per second (cis) and the decreed
beneficial uses are domestic and irrigation. The decreed place of use includes the
proposed house site. The decree states that the source is the Boldt Spring which is
decreed as nontributary to Dry Fork and Roan Creek. The nontributary finding
guarantees that the water right cannot be called out by senior irrigation water rights in
the Roan Creek drainage. This ensures that the water right is a reliable year around
water source for the residence.

said Court, the above entitled matter coming on to be beard by the
Court, and the petitioner appearing in person and by Ed. T. Taylor,
Esq., his attorney, and the respondent. Hugh McKay, appearing in
person and by J. W. Dollison, Esq., his attorney, and it appearing
to the Court that due notice of this proceeding has been served
upon all parties entitled to notice hereof, and the Court having
heard the testimony and the arguments of counsel, doth take the
further consideration ot the case under advisement.
And now on this 10th clay of June, A, D. 1905, come again
the parties hereto by their respective counsel, and the Court having
further and duly considered the same, and being now fully advised
In the premises, doth find:
First: That the petitioner, Edward Boldt Is the owner of the
&M S.W.1, Sec. 28 and the S.E. th S.E.1, Sec. 27 and the N.E.?!.
N.W.14, Sec. 35. T. 7 S., R. 99 W. of the 6th P. M., containing 160
acres, situate in said County in what is now Water District No. 70,
being formerly Water District No. 39; that about 86 acres of said
land is good Irrigable land and subject to practical irrigation and
cultivation, that is capable ot being irrigated by the spring and
water right herein referred to, and in so tar as the flow of the
said waters are aullicleut to irrigate the same.
Second: That there are certain springs known as the Boidt
Springs which arise upon and are situate in said S.E. %, S.E.'4 of
Sec. 27, and that the waters of said springs are conducted through
a small feeder ditch to a reservoir situate upon the same subdivi-
sion of land belonging to said petitioner, and that the said peti-
tioner and his grantors duly appropriated and beneficially' applied
all of the waters of said springs and reservoir for dome
irrigation nttrpose� upon his said land ever since the rd day of
say, A` D. 1887, upon which date the grantor of the petitioner
originally located, appropriated and diverted the said springs, and
tbe said petitioner's priority rights to the waters of said springs
were Initiated upon and are entitled to date from the said 23rd day of
May, A. D. 1887; that the flow of said springs only amounts to
a few inches ranging ordinarily from about 4 to 8 statutory Inches,
but whatever the flow thereof the said petitioner has appropriated
and le entitled to the entire flow thereof for his use on his said
tends as aforesaid; that the said springs are not a feeder or a tribu-
tary to the so-called Dry Fork of Roan Creek. nor to any 1iv!ne
stream of water, but belong to the said lands upon which they
first arise and to the said petitioner, the owner thereof.
That the said appropriation of the said Boldt Spring and water
right is en.itled to be numbered Reservoir No. 1•A, with Reservoir
Priority No. 1 A, in the decrees of this Court for said Nater Dis-
trict No. 70, as of the 23rd day of May, 1887.
That the said reservoir belonging to the said petitioner has a cer-
. twin capacity of about 118,200 cubic feet of water being an average

depth of water of about 6 feet, which is !upplled by the waters of
said springs, and the said petitioner is entitled to use the same
for storage of said waters and for the more economical use thereof
on bis said !arida fnr irrigation and domestic purposes.
Third: That the said petitioner is also the claimant of tha
springs. surface, seepage and flood waters that arise in what is com-
monly called Bold: Gulch situate in and near the north-easterly corner
of Sec. 34 of said township. 7 S., R. 99 W., and which waters are
conducted through a small ditch from said gulch and springs there-
in onto the, lands of the said petitioner, a dlatance of about one-
third of a mile and used by the said petitioner for irrigation and
domesttp purposes; that the flow of waters from said source is very
small, amounting ordinarily to only a few inches, and the
entire clow thereof was appropriated and diverted and first bene-
ficially applied for domestic and irrigation purposes on the said lands
or the petitioner and by his grantor on or about the 23rd day of
May. 1887. and have been ever since heretofore beneficially used and
applied by the said petitioner or his grantors, and' the petitioner's
priority rights to the use of said waters were initiated upon and
date from the said 23rd day of May, A. D. 1887; that the said waters
in said Boldt Gulch are not tributary or a feeder to. or any part
of the source of any 'nhtural stream of water. but belong to the
said petitioner aforesaid; that the said springs and ditch and the
appropriation thereof are entitled to No. 73 BB, with priority No.
114 B. in the decrees of this Court in and for said Water District No.
70.
It is therefore Ordered, Adjudged and Decreed by the Court,
that the said Boldt Springs on the lands of said petitioner be and
the same are hereby numbered Reservoir No. 1 A, with Reservoir
Priority No. 1 A, in tbe said !rater District No. 70, as of the 23rd
day of May, 1887; and that the springs, surface, seepage and other
waters collecting in what Is known as the Boldt Gulch that are cap-
able of being used by said petitioner are hereby given Ditch No.
73 BB, with Priority No. 114 B, in the decrees of this Court for

that there be allowed to flow from both of said sources for irfiga-ee

LIGHT, VENTILATION AND HEATING
R303.1 Habitable rooms.
All habitable rooms shall be provided with aggregate glazing area of not less than 8 percent ofthe floor area of
such rooms.
Natural ventilation shall be through windows, doors, louvers or other approved openings to the outdoor air.
Such openings shall be provided with ready access or shall otherwise be readily controllable by the
building occupants.
The minimum openable area to the outdoors shall be 4 percent of the floor area being ventilated.
Exceptions:
1.
The glazed areas need not be openable where the opening is not required by Section R310 and an approved
mechanical ventilation
system is provided capable of producing 0.35 air change per hour in the room or a whole -house mechanical
ventilation system
is installed capable of supplying outdoor ventilation air of 15 cubic feet per minute (cfm) (7.08 Lis) per
occupant computed on the basis
of two occupants for the first bedroom and one occupant for each additional bedroom.
