(1973) Section 30-28-101 (10) (a)-(d) as amended, and the Subdivision Regulations of Garfield County, Colorado, adopted September 1, 1972, and amended January 2, 1979, Section 1.02.17 (d) and 3 .02.01, the undersigned, Jake Haas, respectfully petitions the Board of County Commissioners of Garfield County, Colorado, to exempt by resolution the division of 73.962 acre tract o f land into one tract of approximately 65 acres and three tracts of approximately 3 acres each, more or less, and wh i ch tract to be subdivided is more particularly described as follows: (See Exhibit A attached hereto and incorporated herein.) from the definitions of "subdivision" and "subdivided land" as the terms are used and defined in C.R.S. (1973) Section 30-28-101 (a)-(d) and the Garfield County Subdivision Regulations, for the reasons stated below: Division is r~quested to p r omote the highest and best use of the land and is consistent with the size use and character of the neighborhood. The proposed division will enhance the saleabili t y, taking into consideration the criteria set forth in Resolution No. 80-65. It formed in eolian materials on alluvium fr om sandstone, shale or b asalt . Elevation ranges from 5,000 to 7,000 feet. Th e averag e annual precipitation is about 14 inch es , the average annual air tempera ture is abo ut 46 d e grees F., and the average frost-fr ee period is about 120 days . Typically, the surface l ayer is brown loam about 4 i nches thick. The subsoil is r eddish brown light clay loam about 24 inches thick. The substratum is pinkish white loam extending t o a d ep th o f more than &J inches. In clud ed with this soil in mapp i ng are small areas of Olney, Kim and Ild e fons o soils which make up 10 to 15 percent of the mapping unit. Th ese soils are f ound on slopes of 1 to 3 per cent. Perm eability of the Potti soil is moderate . Effective rooting depth is 60 inches or more. Available water capacity is high. Surface runoff is s low and the e r os io n ha zard is mod e rate . This soil is us e d mainly f o r irrigat e d c r o ps and hay, and for dryland farming. Alfalfa, smal l gr a ins , and ~r8.ss -l e gume hay are grown . Floodi ng is the usual meth od of applying irrigation water . These soils pipe easily, and irrigation water manage- ment is extremely important in avoiding excessive piping. Cover crops or stubble mulching in dryland farming areas will also help to limit erosion losses. The native vegetation on this s o il i s mainly bluebunch wheat- grass, western wh eat grass, n ee dl eandthread , and big sa gebrush. When the range ~ondition deteriorates, forbs and woody shrubs increase. When the range is in poor condition, undesirable weeds and annual plants are num e r ous . Prope r grazing manag e ment maintains and improves range co ndition. A r e duction in brush im- proves deteriorated range sites. Seed ing is a good pr actice if the range is in poor condition. Suitable plants for seeding are crested wheatgrass, western wheatgrass, and Russian wildrye. For successful seedings, a good practice is to prepare a se e dbed and drill the seed. Wildlife using this soil for habitat include pheasant, mourning dove, cottontail rabbit, some mule d eer, and squirrel. Potts soil has good potential for c ommunity and recreational development.
