As requested, the Terracon representative tested subgrade soil preparation and
structural fill compaction of the Equipment Shelter Addition at the TXP1 Compression
Plant in Garfield County, Colorado on as requested, part-time basis September 26 and
27, 2012. We reviewed our records of fill compaction (attached) in preparation of this
report. In summary, our review of this structure indicates construction in conformance
with our recommendations and the structural drawing number SC -001, Rev.B by
Samuel Engineering. Inc. dated 08/24/12 (their Job Number 12096-01).
