Attor- ney Carter reported that the passage of Amendment 3 makes any pre- annexation agreement void and the ones we have would not be enforceable. Councilman Terrell wanted assurance that the eity will not be obligated to provide sewer service to the area. "Councilman Kuntupis moved to amend the comprehensive plan to permit construction of a Kingdom Hall- in the secondary growth area and to provide water service to them.
