The following action was taken at a regular Rifle City Council meeting held
on November 5, 1980:
"Mr. Jerry Baysinger presented a request on behalf of Kingdom Hall
Jehovahts Witnesses, to amend the Comprehensive Plan to permit city
\^/ater service outside the city limits in secondary growth area. Attor-
ney Carter reported that the passage of Amendment 3 makes any pre-
annexation agreement void and the ones we have would not be enforceable.
Councilman Terrell wanted assurance that the eity will not be obligated
to provide sewer service to the area.
"Councilman Kuntupis moved to amend the comprehensive plan to permit
construction of a Kingdom Hall- in the secondary growth area and to
provide water service to them. Seconded by Councilman Small and on
ro11 call the following vo6ed aye: Ashlock, Samson, Sma1l, Terrell,
Kuntupis, Zastrow, Mitchell. None voted nay.tt

I, the petitioner, Jerry Baysinger, subnrit this letter concerning the method
of sewage disposal. We purpose an Individual System ln the form of a leaching
field and septic tank.
