During the site visit, Pie observed some deficient items and advised the framing contractor and Mr. Lee Macke, BIuSKY Restoration Contractors (BIuSKY) of the necessary corrections. Subsequent to the site visit, Pie coordinated with the both the framing contractor and BIuSKY via email and phone calls to review the repairs and corrections of the deficient issues. Multiple emails, review of photographs of the repairs, and discussions were conducted. This letter represents a summary of the collected data. During Pie's observation, we were asked to review the conditions present on the laundry room walls in the above referenced units where the studs had been notched for plumbing penetrations. It is our understanding that the County Building Inspector has requested that Pie comment on the matter as part of the repairs being conducted at the site. During the observation, Pie was shown the areas in question. These areas included 2 -inch by 6 - inch (2x6) wood framed walls in the laundry rooms of the units. These walls are non -load bearing partition walls. These waIIs and the plumbing present that penetrated the wall sections were all part of the original construction of the building. No repairs as a result of the fire damages to the structure were required on these walls. As such, in accordance with the direction provided to Pie by Mr. Andy Schwaller, Garfield County Building Official, as well as Chapter 34: Existing Structures of the currently adopted 2009 International Building Code (IBC), modification of these walls is not included within the current repair scope of work. Should the County Building Department be in disagreement with this determination, it is the right of Mr. SchwalIer as the Chief Building Official to require that the conditions be modified to meet the current Codes. If this modification is required, Pie requests that a written, or email request, be provided by the same and appropriate recommendations to bring these conditions up to current Codes will be prepared and issued in earnest. Upon review of the information provided that includes photo documentation in emails and telephone correspondence provided by Mr. Macke, it is Pie's determination that the structural aspects of the repairs to the above referenced building have been completed in general compliance with the construction documents, documented authorized revisions, and written directives provided by Pie over the course of the project. It should be noted, that as of the writing of this letter, BIuSKY is in the process of correcting the last remaining item as follows: 1. All architectural, fire separation, and other items specified on the original Construction Documents. It is Pie's understanding that the County Building Department will be observing and verifying the completion of these items. 2. This Ietter is for the compliance certification of the structural aspects of the repairs presented in these documents. This letter represents a determination of compliance with the Engineer of Record's design intent relative to the Construction Rehabilitation Documents provided by Pie. This letter of compliance should serve as satisfaction of the permitting requirements for this aspect of the repairs. The items addressed in the aforementioned plans, and approved revisions, as visually observed by this office, have been completed in compliance with our design intent. The intent of the observation was to ensure that a Ievel of work quality had been conducted as intended by our recommendations. Pie gives Notice to the Property Owner (Owner) and our client that the aforementioned completed work furnished and performed by the Contractor is acceptable, expressly subject to the provisions of the related contract documents and the terms and conditions set forth: A. Said Notice is given with the skill and care ordinarily used by members of the engineering and architectural professions practicing under similar conditions at the same time and in the same IocaIity. B. Said Notice reflects and is an expression of the professional judgment of Pie. C. Said Notice is given as to the best of Pie's knowledge, information, and belief as of the date hereof. D. Said Notice is based entirely on and expressly limited by the scope of services Pie has been employed by the client to perform or furnish during construction of the Project (including observation of the Contractor's work) under Pie's agreement with the client and applies only to facts that are within Pie's knowledge or could reasonably have been ascertained by Pie as a result of carrying out the responsibilities specifically assigned to Pie under Pie's agreement with the client. The determinations and results described in this report are based on information available at the time of the observation and preparation of this report. Should additional information or unknown conditions be uncovered or made available, Pie Consulting & Engineering retains the right to revise and supplement this report accordingly. In addition, this report is a general summary of writings, recordings, photographs, and other information, which is available for review and placed within the job file. To the extent assumptions were made relating to the contents of this report, not all such assumptions are stated within this report or in our job file. A description of such assumptions can only be identified if specific questions are directed at discrete issues because many of such assumptions are incorporated in Pie Consulting & Engineering's experience, training, education, and judgment. As we discussed, my research over the weekend indicates that the highest R -value achievable for installation of mineral or rock wool insulation in the existing 2x4 stud walls in Building D of the Willow Ridge Apartments is approximately R-15 (Roxul ComfortBatt R15; Thermafiber FS -15). I double-checked the Thermafiber products, and the R-16.8 I mentioned is only achievable with a minimum of 4 -inches of clear space —we only have 3.5 -inches of clear space at Willow Ridge. Based on our conversation, it is my understanding that substitution of a mineral/rock wool insulation with an insulating value of R-15 is acceptable for the reconstruction at Willow Ridge Building D. This insulation will allow BluSky to achieve the required fire resistance ratings called out in Pie's repair plans dated December 7, 2012.
