The State does not have the resources to conduct design reviews on swimming pools and the State defers to the county in case the county has a program to do reviews. In the absence of any reviewing authority we ask that the pool be designed following the Colorado Swimming Pool and Mineral Bath Regulations and also newer national codes and guidance such as from the Center for Disease Control and the National Standards Institute. After the construction the pool must be operated according to the Colorado Swimming Pool and Mineral Bath regulations. Please be aware that I may only speak to the Colorado Swimming Pool and Mineral Bath Regulations and there may be other regulations and codes that apply. In your message you had stated that your organization does not require a plan review for a semi-public pool and that we needed to follow the guidelines provided by the state along with requirements Garfield County may have. I would like to take a letter with me when I apply for the permit that describes that if possible so there is no confusion. Thank you for communicating that information to me and sorry I did not get back to you earlier as I have been out of the country the past few weeks. If you have any questions please let me know.
