AGREEMENT FOR PAYMENT FORM

GARFIELD COUNTy (hereinafter coUNTY) and Gilstrap lnternatinal, LLC (hereinafter
APPLICANT) agree as follows'
j. APPLICANT has submitted to COUNTY an application for Subdivision Sketch Plan
(hereinafter, THE PROJECT).
2. APPLICANT understands and agrees that Garfield County Resolution No. 98-09, as
amended, establishes a fee schedule for each type of subdivision or land use review applications'
and the gurdelines for the administration of the fee structure.
3. APPLICANT and COUNTY agree that because of the size, nature or scope of the
proposed project, it is not possible at this time to ascertain the full extent of the costs involved in
processing th-e application. APPLICANT agrees to make payment of the Base Fee, established for
ine pnOlECT, and to thereafter permit additional costs to be billed to APPLICANT- APPLICANT
agrees to make additional payments upon notification by the COUNW when they are necessary as
costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the
consideration of an application or additionat COUNW staff time or expense not covered by the Base
Fee. lf actual recorded costs exceed the initial Base Fee, APPLICANT shall pay additional billings to
COUNTy to reimburse the COUNTY for the processing of the PROJECT mentioned above.

SKETCH PLAN
PROJECT DESCRIPTION
The Sketch Plan application is to sub divide Lot 1 of the Hunt Exemption to create a total of four lots of
three to four acres in size. The property rs acces sed by is located on the west

has been drilled and tested on the site under well permit # 057695 and West Divide Contract #
960351NVH#|(c). Since this well was not put in use prior to its expiration date, an application was
filed prior to the expiration date with the Colorado Division of Water Resources to extend the
expiration of this well permit and change the name of the owner of the well permit. Based on the
reiults of the pump test of the exiting well, (sustained yield of 15 gpm) it is anticipated that additional
wells on the property will be capable of serving individual residences. There are irrigation water rights
associated *itt, it " property which will be divided amongst the lots. These water rights are derived
from the Silt pump Canal which is located just north of the property and cuts across the northeast
corner ofthe parcel.
Wastewater disposal will be achieved through individual sewage disposal systems. A complete Soils
and Foundation investigation has been prepared for the site by CTl/Thompson. Inc., including
percolation tests. This report indicates that a high water table can be anticipated throughout the site
and that State regulationswill require individual sewage disposal systems to be designed by a licensed
professional engineer.
This very gently sloping site has historically been used for irrigated pasture although the soils on the
site are noi of good igricultural quality. A shallow drainage channel cuts across the mid area of the
site in a north-south direction. This drainage collects irrigation water from the site which has resulted
in some small areas of wetland type vegetation in the bottom of the southerly end of this channel.
Development if the property should not have any impact on these areas. A small stock pond, feed by
irrigation water, is located mid-site just east of the drainage channel. Another small drainage swale is
locited just offthe east boundary of the property. There may be shallow flooding associated with
these drainages which will be evaluated prior to preliminary plan submission.
The CTl/Thompson soils report, mentioned above, provides full design recommendations for
residential construction at the site which will require special considerations due primarily to the high
water table. Additionally the CTL report found radiation measurements at the site to be "consistent
with normal background radiation in the region and are not a cause for concern." The complete
CTllThompson report will be provided with the preliminary plan application.
There are no live streams or large water bodies near the site that could be impacted by the
development.
Excel Energy and Quest provide power and phone service to the area. Natural gas and cable TV are
not available in the near vicinity.
