The owner of the proposed development is Cinderbetts, represented by Duane Stewart.
The proposed subdivision is located west of the town of Glenwood Springs, the southerly
75.0 feet of Lot 6, Block l, Mel-Ray Subdivision, County of Garfield, State of Colorado.
The zoning of the lot is Commercialilimited (C/L). The lot is .24353 acres, more or less.
A total of l0 off-street parking spaces will be provided.
WATER SUPPLY
The City of Glenwood Springs will supply water to the apartment building and a
commitment letter is attached.
SEWAGE DISPOSAL
West Glenwood Sanitation District will treat the sewage from the apartment building and
a commitment letter is attached.
SHALLOW UTILITIES
Glenwood Electric will provide electricity; KN Energy will provide natural gas; Qwest
will provide telephone services; AT&T Broadband will provide cable service.
Preliminary discussions have indicated that adequate capacity is available to service this
site. It is anticipated that electric, telephone and cable will share a common utility trench.
SOIL TYPES
According to HP Geotech, the predominant soil type is very stiff sandy clay overlying
Colorado River gravel alluvium. Please see the attached letter for further information.
RADIATION HAZARDS
The only potential for radiation in the area is from radon gas. Testing for the presence of
radon gas can be done during construction. Please see the attached letter from HP
Geotech for further information.

VEGETATION AND WILDIFE
N/A: This project is located in a developed subdivision, on a lot that currently has a
single-family residence on it, which is scheduled for removal.
ACCESS TO LOT
The access to the residential lot will be off County Road 133 (Mel Ray) via US Highway
6 or Donegan Road. These roads are not included in Garfield County's Off-Site Roadway
Impact Fee Area.
PHASING AND NSTRUCTION
The project construction will not be phased. The construction access will be from County
Road 133 (Mel Ray Road) via US Highway 6. The construction operations will be
restricted to property boundaries.
TRAFFIC INFORMATION
An Average Daily Traffic (ADT) of 58 vehicles was calculated using the most current
Institute of Transportation Engineers Trip Generation Manual. This figure was reached
using the following equation:

The ADT was reached assuming an average of 9.57 vehicles leaving/arriving at the
apartment building per unit per weekday, with six units. Please see the attached page
from the Institute of Transportation Engineers Trip Generation Manual.
GRADING AND DRAINAGE
Several improvements are proposed for the grading and drainage of this site.
Improvements proposed include: curb and gutter, drainage swales, a valley pan, and a
drywell.
No specific off-site drainage is directed to the property. The property is part of a large
alluvial fan, which is diffused over the entire Western Hills Subdivision. The City of
Glenwood Springs has recently completed drainage improvements to Mel Ray Road
specifically they have inverted the crown of the road creating a drainage channel that runs
down the center of the road which catches a majority of the off-site basin outside this
property. Please see the attached Drainage Study for further information.

As requested, we are providing a statemeot of geologic conditiors and radiation potential at the
subject site. We previously conducted a geotechnical srudy for tbe developmert and presented
thc findings in a report dated August 31, 2001, Job. No. LOl57g.
Geologic Conditions: The project site is located on a gcntly sloping alluvial fan terrace about
50 feet above the Colorado River. Uphill ftom the site are steeper sloping debris fan deposits
(Kirl6am & Others, 1995).
The site is mapped as being poteutielly impacted by debris flow floodiug (Lincoln-DeVore,
1978). The flooding potential appears to be relatively low and should be mamgeable with
drainage and grading normally provided with land dcvelopmenr. The project civil engineer
should design thc gradirig plan. The alluvial fau soils consist of very stiff sandy clay overlying
Colorado River gravel atluvium at a depth of about 19 fect. The testing pcrformed on samples
of the clay taken from the site indicate 0 low expansion potential whea wetted. The
recommcodations to limit heave poteotid of the clays are preseuted in the "Foundatiotrs' and
"Floor Slab' sections of our previous report.
Radiatlon Potentlal: The project is uot locatcd in an area where geologic deposits are
expected to have uusually high concentrations of radioactive minerals. However, there is a

Dear Mr. Stewart:
As requested, we have conducted a subsoil srudy for the proposed building at the
subject site.
Subsurface conditions encountered in the exploratory borings drilled in the proposed
building area below the topsoil consist of very stiff sandy clay overlying medium dense
clayey sand and gravel at about 19 feet depth. Dense gravel alluvium was encountered

26 feetdepth. Groundwater was encountered in the borings between 24 and25
feet below the ground surface. The upper soils were generally moist.
The proposed apartmenr building can be founded on spread footings placed on the
naruial iubsoils and designed for an allowable bearing pressure of 2,500 psf. The
foorings should also be designed for a minimum dead load of 800 psf to limit the
potential for heave if the bearing soils become wetted.
The report which follows describes our exploration, summarizes our findings, and
presenrs our recommendations. It is important that we provide consultation during
iesign, and field services during construction to review and monitor the implementation
of the geotechnical recommendations.

This report presents the results of a subsoil study for a proposed apartment
building to be locatedat24l Mel Ray Road, Garfield County, Colorado. The project
site is shown on Fig. 1. The purpose of the srudy was to develop recommendations for
the foundarion design. The study was conducted in accordance with our agreement for
geotechnical engineering services to Stewart Custom Builders dated August 10, 2001.
A field exploration program consisting of exploratory borings was conducted to
obtain information on subsurface conditions. Samples of the subsoils obtained during
the field explorarion were tested in the laboratory to determine their classification,
compressibility or swell and other engineering characteristics. The results of the field
exploration and laboratory testing were analyzed to develop recommendations for
foundation types, depths and allowable pressures for the proposed building foundation.
This report summarizes the data obtained during this srudy and presents our
conclusions, design recommendations and other geotechnical engineering considerations
based on the proposed construction and the subsoil conditions encountered.
PROPOSED CONSTRUCTION
The proposed apartment building will be a 3 story structure and have six units.
Ground floor will be slab-on-grade or above crawlspace. Grading for the structure is
assumed to be relatively minor with cut depths between about 2 to 4 feet. We assume
relarively light foundation loadings, typical of the proposed rype of construction.
If building loadings, location or grading plans change significantly from those
described above, we should be notified to re-evaluate the recorlmendations contained in
this report.

SITE COI{DITIONS
The site was occupied by a double wide trailer with fenced side and backyards at
the time of our field work. There was lawn and scattered trees surrounding most of the
trailer. The driveway was along the south side from Mel Ray Road. The properry is
relatively flat with a gentle slope down to the south and about 5 feet of elevation
difference.
FIELD EXPLORATION
The field exploration for the project was conducted on August 22,2001. Two
exploratory borings were drilled at the locations shown on Fig. 1 to evaluate the
subsurface conditions. Drilling access was not possible to the backside of the properry
due to the fenced yards. The borings were advanced with 4 inch diameter continuous
flight augers powered by a truck-mounted Longyear BK-5lHD drill rig. The borings
were logged by a representative of Hepworth-Pawlak Geotechnical, Inc.
Samples of the subsoils were taken with 13le inch and 2 inch I.D. spoon
samplers. The samplers were driven into the subsoils at various depths with blows
from a 140 pound hammer falling 30 inches. This test is similar to the standard
penetration test described by ASTM Method D-1586. The penetration resistance values
are an indication of the relative density or consistency of the subsoils. Depths at which
the samples were taken and the penetration resistance values are shown on the Logs of
Exploratory Borings, Fig.2. The samples were returned to our laboratory for review
by the project engineer and testing.
ST.TBSURFACE CONDITIONS
Graphic logs of the subsurface conditions encountered at the site are shown on
Fig.2. The subsoils consist of abour lt/z feet of topsoil overlying very stiff sandy clay
to a depth of about 19 feet where medium dense clayey sand and gravel was

encountered. Dense slightly silty sandy gravel alluvium with cobbles and boulders was
encountered at a depth of about 26 feet.
Laboratory resting performed on samples obtained from the borings included
narural moisrure content and density, and unconfined compressive strength. Results of
swell-consolidation testing performed on relatively undisrurbed drive samples of the
clays, presented on Figs. 4 - 5, indicate low compressibility when loaded under
existing moisrure conditions and a minor to low expansion potential when wetted.
The laboratory testing is summarized in Table I.
Free water was encountered at a depth of about 24 to 25 feet. The upper soils
were generally moist.
FOUN'DATION BEARING CONDITIONS
The upper clays are very stiff and can support lightly loaded spread footings.
There could be some potential for heave if the bearing soils become wetted.
Precautions should be taken to limit the effects of potential heave to foundations and
floor slabs.
DESIGN RECOMMENDATIONS
FOUNDATIONS
Considering the subsoil conditions encountered in the exploratory borings and
the narure of the proposed construction, we recornmend the building be founded with
spread footings bearing on the narural clay soils.
The design and construction criteria presented below should be observed for a
spread footing foundation system.
1) Footings placed on the undisrurbed narural clay soils should be designed
for an allowable soil bearing pressure of 2,500 psf. The footings should
also be designed to impose a minimum dead load of 800 psf. Based on
experience, we expect movement of footings designed and constructed as

discussed in this section will be about 1 inch or less. There could be
some additional movement if rhe bearing soils become wetred.
2) The footings should have a minimum width of 16 inches for conrinuous
walls and l8 inches for isolated pads.
3) Exterior footings and footings beneath unheated areas should be provided
with adequare soil cover above their bearing elevation for frost
protection. Placement of foundations at least 36 inches below exrerior
grade is rypically used in this area.
4) Continuous foundation walls should be reinforced top and bottom to span
an unsupported length of at least 12 feet and help limit the effects fo
some differential movement. Foundation walls acting as retaining
structures should also be designed to resist a lateral earth pressure
corresponding to an equivalent fluid unit weight of 55 pcf.
5) AII existing fill, debris from the existing development topsoil and any
loose or disrurbed soils should be removed and the fooring bearing level
extended down to the stiff narural clay soils.
6) A representative of the geotechnical engineer should observe all footing
excavations prior to concrete placement to evaluate bearing conditions.
FLOOR SLABS
The upper clay soils possess an expansion potential and there could be some slab
heave if the subgrade soils become wetted. Slab-on-grade construcrion can be used
provided precautions are taken to limit the effects of potential heave and the risk of
some distress is understood by the building owners. Crawlspace and strucrural slab
should be considered to avoid potential slab heave problems. To reduce the effects of
some differential movement, floor slabs should be separated from all bearing walls and
columns with expansion joints which allow unrestrained vertical movemenr. Floor slab
control joints should be used to reduce damage due to shrinkage cracking. The
requirements for joint spacing and slab reinforcemenr should be established by the
designer based on experience and the intended slab use. A slip joint should be provided

ar rhe bottom of non-load bearing interior walls so that potential heave of the slab is not
transmitted to the upper structure.
Fill materials for support of floor slabs should be compacted to at least 95% of
maximum standard Proctor density at a moisrure content near optimum. Required fill
should consist of the imported granular soil (similar to road base).
SURFACE DRq,INAGE
The following drainage precautions should be observed during construction and
maintained at all times after the building has been completed:
l) Inundation of the foundation excavations and underslab areas should be
avoided during construction.
2) Exterior backfill should be adjusted to near optimum moisrure and
compacted ro at least 95% of the maximum standard Proctor density in
pavement and slab areas and to at least 90% of the maximum standard
Proctor density in landscape areas.
3) The ground surface surrounding the exterior of the building should be
sloped ro drain away from the foundation in all directions. We
recommend a minimum slope of 6 inches in the first 10 feet in unpaved
areas and a minimum slope of 3 inches in the first 10 feet in paved areas.
4) Roof downspouts and drains should discharge well beyond the limits of
all backfill.
5) Landscaping which requires regular heavy irrigation should be located at
least 5 feet from foundation walls.
LIMITATIONS
This study has been conducted in accordance with generally accepted
geotechnical engineering principles and practices in this area at this time. We make no
warranry either expressed or implied. The conclusions and recommendations submitted
in this report are based upon the data obtained from the exploratory borings drilled at

the locarions indicated on Fig. 1, the proposed type of construction and our experience
in the area. Our findines include interpolation and extrapolation of the subsurface
conditions identified at the exploratory borings and variations in the subsurface
conditions may not become evident until excavation is performed. If conditions
encountered during construction appear different from those described in this report, we
should be notified so that re-evaluation of the recommendations may be made.
This report has been prepared for the exclusive use by our client for design
purposes. We are not responsible for technical interpretations by others of our
information. As the project evolves, we should provide continued consultation and field
services during construction to review and monitor the implementation of our
recommendations, and to verify that the recommendations have been appropriately
interpreted. Significant design changes may require additional analysis or modifications
to the recofllmendations presented herein. We recommend on-site observation of
excavations and foundation bearing strata and testing of strucrural fill by a
representative of the geotechnical engineer.

Introduction
The proposed property improvement is located at24l Mel Ray Road in Garfield County,
Colorado. This project proposes the construction of a six-unit apartment building on an
existing lot. See the enclosed Vicinity Map for site location.
Hvdrology
The hydrologic methods used for this study are outlined in the Soil Conservation Service
(SCS) publication "Procedures for Determining Peak Flows in Colorado" (1980). Peak
on-site flows in this area will be derived primarily from rainfall becaurse the site is below
8000 feet in elevation. Because of this, the storm drainage system should be adequate to
handle on-site spring snowmelt runoff. This site does not fall within a Federal Emergency
Management Agency (FEMA) Flood Insurance Rate Map boundary.
Drainage Plan
The drainage basin for this study was taken as the surveyed area. Stewart Custom
Builders provided the proposed planimetrics. All storm water runoff fi'om the proposed
building, foundation, and paved parking areas will be captured and directed into the
proposed drywell. The detention volume required is based on the volume needed to lower
the peak from the 100-year runoff under proposed conditions to match the 100-year
runoff from the basin's natural conditions. The general storm water runoff patterns are
shown on the enclosed Grading and Drainage PIan, along with the general location of the
proposed drywell. Despite the drywell size being based on the 100-year storm, acceptable
overflow paths should be provided. Overlot grading shall ensure that dlrainage is directed
awayfromthebuildinginalldirections.E-5o9i-@shouldbefollowed
during construction to insure that adjacent sites are not fmpacted from sedimentation.t/)

No specific off-site drainage is directed to the property. The property is part of a large
alluvial fan, which is diffused over the entire Western Hills Subdivision. Drainage
improvements have been made to Mel Ray Road including inverting the crown of the
road creating a drainage channel that runs down the center of the road.
Summary
Drainage for 241Mel Ray Road has been designed to mitigate the expected impacts of
storm water runoffas outlined by the City of Glenwood Springs drainage regulations.

241Mel Ray Road Preliminary Plan Subdivision
On February 18, 1999, the Planning Commission adopted a policy (see attached sheet)
that the Planning Department will not accept supplemental information after staff has
rendered a determination of completion on an application. On February 7 ,2002 the
applicant of 241Mel Ray Road Preliminary Plan submitted a new design for the
proposed multi-family units. As the changes reflected in the new design have modified
and expanded the building footprint and increased the square footage of the overall units,
Planning Staff is recommending a continuance of this application to the next regularly
scheduled Planning Commission meeting on March 13,2002. This continuance is
necessary for Staffto review the new design and also to resend the application out to
appropriate review agencies, whose comments may be modified as a result of the new
intentions of the applicant.

Dear Kim:
Atthe request of Garfield County, Resource Engineering, lnc. (RESOURCE) has reviewed
the revised Preliminary Plan Submittal for the proposed six-plex building at241 Mel Rey
Road near Glenwood Springs. The updated submittal has a new building configuration
which increases the impervious area on the lot by approximately 75 square feet. This is an
approximate 1o/o increase in the impervious area which would result in approximately a
O.7o/o increase in the storm water flows. This is an insignificant change that would not
materially affect the drainage design, however, the five comments listed in our January 16,
2002 letter remain for the updated submittal.

Thank you for the land-use submittal. At your request and in accordance to
Senate Bill 35 (1972) the Colorado Geological Survey has completed a geologichazard
review of the above-mentioned development. Included in the submittal from your office
was a subsoils investigation by HP Geotech and Drainage Study by High Country
Engineering. A three-story apartment building is proposed for the location.
The CGS has reviewed the application documents and reports, and concurs with
their site assessments, specifically the geologic and soils conditions, and foundation
design recommendations. We reiterate that surface drainage is very important and the
recommendations on Page 5 of the HP Geotech Subsoil Study should not be dismissed as
unimportant. Wetting and saturation of the subsoils may result in adverse settlement in
the future. Provided the developer, and his builder and landscape consultant, adheres to
the plans submitted, and the recommendations of the geotechnical consultant are
complied with, the CGS has no concerns with the development as intended. If you have

At the request of Garfierd county, Resource Engineering, rnc. (RESOURCE) hasreviewed the preliminary plan submittal for the proposed six-plex building at 241 MelRey Road near Glenwood Springs. our review focused on drainage issues, however wealso revieured other technical issues presented in the submitta!. Based on our reviewwe offer the following comments.
1. The proposed project will change the drainage pattern to the adjacent property
from a widely dispersed flow to a single point source discharge. The Applicant
must demonstrate that the concentrated single point source of runoff does not
adversely affect the adjacent property.
2. The erosion and sediment control measures for construction should be shown
on the grading plan with appropriate details.
3' The adjacent uphill property contributes offsite drainage flow onto the subjectproperty. Since the drainage plan concentrates flow to one area, the offsite
drainage should be included in the overall drainage analysis.
4. The SCS soils map indicates that the soils are from the Atencio-Azeltine group.
These soils are classified as hydrologic group B. The curve numbers for the dirt
road and landscape areas shourd be reduced accordingry
5' Based on the geotechnical investigation, the dry well will likely need to be 20to 25 feet in depth. The proposed location of the dry well is immediately
acijacent to tlte property line. Co:rstruction of the dry well at this location doesnot appear feasible without impacting the adjacent property.

Thank you for the referral for the above referenced item. Attached please find comments from
Robin Millyard, the City's Public Works Director.
I have also enclosed a copy of Sec. 080.040.030, regarding the City's policy on water line
extension as addressed in the Glenwood Springs Municipal Code. We understand that the
subject properly is currently being served with City water via a 314 in. water tap. The application
indicates this service is to be enlarged to a 4 in. tap. The change in use will require the paymeut
of rvater improvement fees as outlined in Mr. Millyard's memo.
In addition to system improvement fees, Section 080.040.030.C.1. of the Code requires an
applicant to obtain the approval of City Council to enlarge water lines or any appurtenances.
Sec. 080.040.030.C.2. provides details on the information that is required from the applicant.
Additionally, please be aware that the applicant will need to enter into a pre-annexation
agreement with the City of Glenwood Springs. For more information on the pre-annexation

SUBJECT: COMMENTS ON THE PROPOSED 6-PLEX AT 241MEL RAY ROAD
It was not clear to me if these were to be rental units, or individually sold. If they are to be
separately owned, now or in the future, provisions should be incorporated for individual services
and meters, for water and electric, unless a homeowners association would be responsible for the
utility bills.
The existing water service originates from a 314" tap. The plans call for this line to be up sized
to 4". Section 080.060.020.A of the Municipal Code provides a schedule for calculating
residential EQR's for multi-unit structures. A 6-plex equates to 3.5 EQR. The existing use will
be credited for one (l) EQR, for a single family structure, therefore a Water System
Improvement Fee equivalent to 2.5 EQR would be assessed. Extending the per EQR fee for
2002 of $3,693.64, a total of $9,234.10 would be due to the City of Glenwood Springs at the
issuance of the building permit.
The existing 314" water service will need to be abandoned, at the main. The new 4" service will
need to be installed as a "hot tap," that is, while the main is energized. The new service shall be
placed over the old tap, and the City will shut the main down long enough to allow the contractor
to remove the 314" saddle and install the new 4" tapping saddle. The contractor shall install a 4"
gate valve at the tapping tee, secured with megalug connections. The discharge side of the new
4" gate valve will become the point of private responsibility for maintenance and ownership of
the new 4" service.
Coordinate the new service installation with the Water Department prior to commencing any

of the City. Nothing in this Subeection shrll !6 construed to apply to any licensed electrical or
plumbing confrctor while performing usual and ordinary services in accordance with recoguized
grtstoms and standards.
It shall be unlanful for auy City water customer to toowingly keep and maintain awillst meter or
rEmote readout which is underestimating the quantity of water delivered to the customer.

reeair. The escape of water from the premises upon which water is being utilized shall be prima facie wi&nce of

B. Watsr Shortases. Whenerrcr the City Manager finds that the water available to the City or to users
is insrfficient in quantity or quality to prwide unlimitedusage to all consumers, he is authorized and empowered to
ration and limit the usage of water for other than in-house domestic usage for such periods of time and under such
restrictions as lre deems necessary. Notice of the rationing and of the natre of the restrictions shall be pblished as
sq)n as practicable in the official newspaper of the City, and the rationing and limitation of usage 5hell lscoms
efrective on the day following the prblication of notice in the officiat n€ryspaper of the City. However. if the City
ldanager finds that the quantity or quality of the City warer is srch that an acute shortage exists and impairs the ability
