and the County Surveyor has signed the Final Plat in tt/ylar form, it will be scheduled at
the next BOCC meeting to be placed on the consent agenda with a request to
authorize the Chairman of the BOCC to sign the plat.
Once the Final Plat is signed, it is then recorded by the County Clerk in the Clerk and
Recorder's Office for a fee of $11 for the first sheet and $10 for each additional sheet
thereafter. This fee shall be paid by the applicant. This act of recording the signed Final
Plat represents the completion of the Garfield County Subdivision Process.
Please refer to the specific language in the Final Plat portion (Section 5:00) of the
Subdivision Regulations for specific timelines and additional responsibilities required of
the applicant to complete the Final Plat process.

three steps including Sketch Plan Review, Preliminary Plan Review,
and Final Plat Review.
GARFIELD COUNTY BUILDING AND PLANNING DEPARTMEI\T
AGREEMENT FOR PA}MENT FORM

GARFIELD COUNTY (hereinafter COIINTY) and
(hereinafter APPLICANT) agree as follows:
1. APPLICANT has submitted to COLINTY an application for at/T\
-(hereinafter, THE PROJECT)
2. APPLICANT understands and agrees that Garfield County Resolution No. 98-09, as amended,
establishes a fee schedule for each type of subdivision or land use review applications, and the guidelines for the
administration of the fee structure.
3. APPLICANT and COLTNTY agree that because of the size, nature or scope of the proposed
project, it is not possible at this time to ascertain the fulI extent of the costs involved in processing the
application. APPLICANT agrees to make payment of the Base Fee, established for the PROJECT, and to
thereafter permit additional costs to be billed to APPLICANT. APPLICANT agrees to make additional
payments upon notification by the COLINTY when they are necessary as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the consideration of an
application or additional COIINTY staff time or expense not covered by the Base Fee. If actual recorded costs
exceed the initial Base Fee, APPLICANT shall pay additional billings to COLTNTY to reimburse the COLTNTY
for the processing of the PROJECT mentioned above. APPLICANT acknowledges that all billing shall be paid
prior to the final consideration by the COUNTY of any land use permit, zoning amendment, or subdivision plan.

Proposal Request: The Applicants are proposing to jointly apply to subdivide their separately
held real estate; 2 - 39+ acre lots in the original Grass Mesa Ranch, south of Rifle, Colorado.
Jody Daniels owns Parcel 2A to the north which is 39.93 acres - (proposed lots 4, 5, 6, 7) and
Greg Hasenberg owns Parcel 2 to the south which is measured at 39.89 acres - (proposed lots
1,2,3\; totaling 79.82 ac.
As seen in Figure I the design suggests subdividing the area into seven (7) total lots;
six (6) lots at approximately 10.1 */- acres in size (Lots 2 - 7), and
one (l) lot of 18.9 aues (Lot 1).
Proposed Lot #3 curently has an existing single family dwelling unit, built in 1999, as seen in
Picture I which was taken from the south boundary line of proposed Lot 4 looking southeast
toward proposed Lot 3. The view in Picture 2 shows Lots 4 and 5 looking north taken from
the same spot. This clearly demonstrates there is a potentially adequate amount of area for the
proposed lots allowing for suitable and responsible building sites. Similar area exists on all of
the proposed lots.

These moderately sloping to hilly soils are on alluvial fans and sides of mesas' Elevation
ranges from O,5ir0 to a,6OO feei. The soils formed in reworked alluvium derived from
basalt and sandstone. The average annual precipitation is about 15 inches' the average
annual air temperature is about ++ degrees F, and th" ur"rug" frost-free period is about 100
days.

This broadly defined unit consists of exposed sandstone and shale bedrock and stony oils
that are shallow to moderately deep ovei sandstone and shale and stony basaltic alluvium'
Areas of this complex or"u, throughout the surve-y area' The soils and outcrops are
moderatelysteeptoverysteep.Sloperangesfrom15toT0percent.
68 - Vale silt loam,3 to 6 percent slopes. This deep, well drained' g-"111y sloping soil is
on mesas, telraces, and alluvial fans. Elevation rangesfrom 5,000 to7'ZOO feet' This soil
formed in calcareous eolian material. The average annual precipitation is about 14 inches,
the average annual air temperature is about 48 digfees F, and the average frost-free period
is about 120 daYs.
D. Statement assessing tlrc impact of the proposed subdivision on the lakes' streams and
topograPlry of the site;
There is little impact anticipated on lakes and streams as there are no aquatic systems of
these types on oi immediaiely uJiut.n to th9 property' Two natural^ drainage features
traverse both parcels from the south of Parcel 2 fo the north of Parcel 2A' As shown most

This feature does not experience water movement the majority of the year, only during

At this time there is no evidence of any radiation on the lots proposed for subdivision'

It is clear from a cursory investigation ofthe sketch plan, and as noted earlier in this report,
that all lots will have access to Quick Silver Way uitrictr connects to Grass Mesa Road and
ultimately CR 319. picture 5 shows the existing Quick Silver Way which terminates at
the first electrical transmission pole just to the rig-ht of center of the picture. At that point
access through a new .ur"*"ri for Lots 4-7 will be established as seen extending to the
left edge of the picture; between the parcels

This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of
the permit does not assure the applicant that no injury wilt occur to another vested water right or preclude
another owner of a vested water right from seeking relief in a civil court action.
The construction of this well shall be in compliance with the Water Well Construction Rules 2 CcR 402-2,
unless approval of a variance has been granted by the State Board of Examiners of Water Well Construction
and Pump lnstallation Contractors in accordance with Rule 18.
Approved pursuant to CRS 37-92-6o2(3){b)(ll)(A) as the onty wetl on a tract of land of 40 acres described as
the NE %, NW T+, Sec.27,Twp.6 S, Rng. 93 W, 6th P.M., Garfield County'
The use of ground water from this well is limited to fire protection, ordinary household purposes inside up to
3 single tamlly dwellings, the irrigation of not more than one acre of home gardens and lawns, and the watering
of domestic animals.
The maximum pumping rate shall not exceed 15 GPM.
The return flow from the use of the well must be through an individual waste water disposal system of the
non-evaporative type where the water is returned to the same stream system in which the well is located.
This well shall be constructed not more than 200 feet from the location specified on this permit.
Monitoring hote notice MH-35477, was acknowledged for construction of a monitoring and observation hole
for this applicant, in this yn, yn, on 1/19/99.
