RELATIONSH]P TO THE COMPREHE}'ISIVE PLAN: The proper:ty is Iocated in District C-Rural Areas/Minol Envir:onmental Constraints. The Comprehensive Plan encourages fanm and ranch land to remain in active use and nesidential development to occur near urban areas. II. DESCRIPTION OF THE PROPOSAL: A. Site Description: The site slopes moderately to the north. The vegetation consists of grasses and some cedar tlrees. B. Pnoject Desc:ription: The pnoposal is to divide 63.9 acnes into 9 lots and 1 tract. The prop"oty r"= prurlously divided by exemption into two lots (5 acres and 58.9 acres). The 58.9 acre.parcel is proposed to be redivided into 9 lots. ]II. MAJOR CONCERNS AND ISSUES: A. Arrschool- bus easement'r is noted on the westenn edge of lots B and 9. The deveJ-oper. should. addness the purposes of the easement and constluction of impnovements. B. The light-of-way for County Road 331 should be noted on subsequent plats. C. parcel 1 access directly onto County Road 326. The County Road Supervison must appnove of the driveway location prion to submittal- of the Preliminary Pl-at. D. The subdivision road should be named. E. The subdivision road should inte:rsect County Road 331 at a right ang1e. The point of intensect]on does not appear to have good sight distances due to the curvatune of the noad and gnade. The County Road Supervisor should approve this l-ocation prioi: to going to the Board of County Commissioners. F. The subdivision ::oad divides Par:cel 8. AlI of the a:rea south of the subdivision noad shotild be included in Parcel 7. G. The subdivision road system is essentially a long cul-de-sac- The centet: of the souther turn around in approximately 1400 feet from the inte::section with County Road 331. The nonthenn turn around is appnoximately 1030 feet fnom 331-. This sont of road system typicalty presents problems for fir:e protection. The developer shou.l-d address these .orr.Lrrr= with the fire depantment. An alter:native may be the construction of two shopter roads coming off of County Road 331, North: South: EaSt: West: A/R/RD A/R/RD A/R/RD A/R/RD Page 6 to appropriately spaced with adequate sight distances. H. The soils map and tables of soils suitability required pen section 4.01.01 B-2 of the subdit,ri"io., regulations have not been submitted. These should be submitted pnior to review by the Boar:d of County Commissioners. It is anticipated that the proposed large lots will have an acceptable building site. A note should be placed on subsequent ptats staling engineer:ed sewage disposal systems may be required I. The standard county right-of-way width is 60 feet' J. The County Road Supervisor wilf determine the road surface finish p::ion to submittal of the P::Ltiminary PIat. Chip and seal- has been requir:ed in the past if the develope:: proposes public roads, county maintaj.ned. K. The devel-oper will be nequi::ed to p::ovide fine pnotection facilities per the subdivision r:egulations. A fire proteetion plan should be prepared by the applicant and appr"oved by the fine distr"ict pnior to submittal of the Pre.l-iminany Plat. The meeting with the Planning Conrnission was extensive and complete, that pa:tinent facti, matters and issues were submitted and that inte::ested par:ties wene hea::d at the meeting. V. PLANNING COMM]SSION The planning Commission necommended approval- of the Sketch Plan on July L4r 7982 with conditions A thr:ough M, above, with the exp:ress understaridr'-ng that the Planning Commission has serious r.esenvations about the precedent which may be set by approval.
