PROJECT DESCRIPT]ON: This pa::cel is a request to subdivide a 10.10 acre patlcel into 46 single family lots and allowing approximately a 1/70 acr:e parcel forr a park site. That if the Conestoga project continues processing through the city of Rifle, the coloroso subdivision be referred to the city for review. Rifle City Planner: stated that the Conestoga project is officially withdnawn consequently, this condition is negated. 8. ' That a pr.ovision for access be made to the east to provide a secondary access to the adjoining Conestoga (John Powers) property. Applicant is pnoposing to dedicate a triangul-a:: section of prope::ty in the south east cornen of the pnoposal to al-Iow for future access into John Power:s proPerty. He asked Mr. Coloroso for the proof of publication and the return reeeipts. Mr. Col-oroso submitted the certified return mail receipts, however, had not neceived the pr"oof of publication yet from the newspaper. Mr^. Mannino stated that the proof of pubtication submittal- would be a condition of appr.oval. He then went on to briefly review the proposal. He noted that since the fast rilnning commission hearing for Cororoso, Rifle had promised to servce the Coloroso Subdivision water, if something could not be worked out with Rifle MetroPolitan District. He listed the conditions of the sketch plan and the mitigations by the developer since sketch plan approval. Al-lan Bowles asked Mn. Mannino what he had in mind for the improvements to County Road 320? It is oui understanding that the proposed Coloroso Subdivision may choose the City as its water source. Our fites contain little infornation concerning the Cityrs water supply, although we find we previously requested information in a letter dated OctoUer 1979 when we were reviewing the Horizons West subdivision. Apparently, there was no information provided as a result of this earlier request. W-e-wou1d like the county to request that the City furnish the information we need to conduct the subdivision review. We would require the following information to review the adequacy of the water supply available from the City: 1. A surnnary of water rights owned or controlled by the City. 2. The yield of these rights, especially in a dry year. 3. The present demand on the system and the anticipated denand due to cornmitments for service entered into by the City. 4. A map of the service area. We will be happy to review the Coloroso proposal on the basis of the City of Rifle water supply ence we obtain the above information. Since it lies in the northhalf of section 20, R 93w, T5s, you will find a copy of the soil charac-teristics and a copy of the soil survey map attached. The area mapped. 10D and X33BC has fewer problems than the other soilsin the area. We recommend an on-site investigation by a qualified soilsengineer before constrrrction. This area is subject to intense thunderstorms during the summer months.A11 drainage ways should be left open or adequate drainage should beinstalled. Water would be supplied by the Rifle Viltage South MetropolitanDistrict. We recently reviewed information concerning the District for the Countryside Subdivision review. The District is supplied by junior we1ls, one of which was decreed inWater Court Case No. W-1310 in March 1973. Very recent information submitted by the District's consulting engineer indicates the District has engaged anattorney for the purpose of preparing a plan for augmentation and that theDistrict is negotiating the purchase of water from Reudi Reservoir from the West Divide Water Conservancy District. A plan for augmentation would protectthe District from having the use of their water supply curtailed in case acall would be placed on the river by a senior water right holder. At thistime, we would not expect periods of extended administration on the ColoradoRlver except during a drought. From the information presented, it appearsthe District is pursuing a lega1ly reliable water suppfy. Since the applicants are currently preparing a plan for augmentation and we do not know the details of the plan at this tirne, we do not feel we can recommend approval at this time.
