PROJECT DESCRIPT]ON:
This pa::cel is a request to subdivide a 10.10 acre patlcel into 46 single family
lots and allowing approximately a 1/70 acr:e parcel forr a park site. The avel?age

paul Mannino reviewed the request for" a subdivision of 10:10 acres into 46 single
family 1ots, located within Rifl-e Village South. He asked Mr. Coloroso for the proof
of publication and the return reeeipts.
Mr. Col-oroso submitted the certified return mail receipts, however, had not neceived
the pr"oof of publication yet from the newspaper.
Mr^. Mannino stated that the proof of pubtication submittal- would be a condition of
appr.oval. He then went on to briefly review the proposal. He noted that since the fast
rilnning commission hearing for Cororoso, Rifle had promised to servce the Coloroso Subdivision
water, if something could not be worked out with Rifle MetroPolitan District. He listed
the conditions of the sketch plan and the mitigations by the developer since sketch plan
approval.
Al-lan Bowles asked Mn. Mannino what he had in mind for the improvements to County Road
320?
Mr. Mannino replied that.Mr. Bowlby, the County Road Supe::visor woufd have to addness

We have received additional infornation concerning the Rifle Village
South Metro District. The District owns seven shares of the Loesch and
Crann Ditch Company (Last Chance Ditch) and has filed a proposed plan for
augmentation in the Water Court.
We would have no objection to approval of the above referenced sub-
divisions conditioned upon approval of the augmentation plan by the Water
Court.

pursuant to your request, we have reviewed infornation transmitted with
a letter from Mari< A. Herrnundstad dated May 6, L982 concerning the Rifle
Village South Metro District. Of primary interest was information indicating
the Dlstrict has purchased or contiacted for various water rights and has
conducted tor. prlliminary engineering analysis in preparation for a proposed
plan for augrentation. tire miterial presented does not include a detailed
Lngineering analysis of the water rights and the historic consumptive use of
th6se rights. Aproposed augnentation plan has apparently not been drafted
or filed with the Water Court.
This office cannot recommend a conditional approval until the proposed
augnentation plan is filed. Please let us know if you have any questions'

Dear Mr. Mannino:
Pursuant to your telephone request to Keith Kepler of this office, we have
reviewed our files to deternine if we had sufficient infonnation concerning the
water supply for the City of Rifle to enable us to conduct a subdivision review.
It is oui understanding that the proposed Coloroso Subdivision may choose the
City as its water source. Our fites contain little infornation concerning the
Cityrs water supply, although we find we previously requested information in a
letter dated OctoUer 1979 when we were reviewing the Horizons West subdivision.
Apparently, there was no information provided as a result of this earlier request.
W-e-wou1d like the county to request that the City furnish the information we need
to conduct the subdivision review. We would require the following information
to review the adequacy of the water supply available from the City:
1. A surnnary of water rights owned or controlled by the City.
2. The yield of these rights, especially in a dry year.
3. The present demand on the system and the anticipated denand
due to cornmitments for service entered into by the City.
4. A map of the service area.
We will be happy to review the Coloroso proposal on the basis of the City
of Rifle water supply ence we obtain the above information. Until that tine,
we must reconmend that action upon the proposal be held in abeyance.

Because this proposal is at the Preliminary PIat stage of review

procesded until it was found to be complete.

Pauf Mannino drafted referral- l-etter and sent pac-
kets to al-f concerned neferral agencies.
Paul Mannino sent corl'espondence to Tink Garel rn-
forming him that his client was tentatively scheduled
before the P.l-anning Commission on May 10, 1,982-
Garfield County Planning Commission made a motion
to amend their" by-laws effectively changing
hearings from the second and fourth Mondays to the
first and second Wednesdays (this wou-Id effect the
hearing date schedule for Coforoso Subdivision).
Mr. Coforoso acknowledged being on the Planning Com-
mission agenda for Y'ay 72, 1982 while in attendance
of that night's commission meeting.
Paul Mannino phoned Tink Garel concerning proiect and
asked if Public Notice had been published and adjoining
property owners notified. Gar:e1 indicated he believed
his applicant was being treated unfairly because,
to his knowledge, the county has neven had a public
hearing before the Planning Commission, concenning
a preliminary plat in the past. Mannino quoted the
negulation giving section numbers and indicated that
the soonest abaitable Planning Commission meeting in
which the applicant coufd meet the publication notices

applicant to try to nesolve the water question with
the Division of Waten Resources prion to the heaning
of June 3, 1982.
Colo::oso phoned the Planning Department (Dennis

a resubdivision of a parcel of land in block 8, Rifle Village
South Subdivjsion and recommend approval on the cond'ition that
Rifle Village South Metropolitan District carry out any expansion
of their sewage treatment facility needed to accommodate the
sewage from this subdivision.

The Coloroso subdivision lies on a bluff of fine silt and sand above theColorado River which is currently undergoing severe erosion. personnel fromour office have 'inspected this site on two 5ccasions, and we have serious concernsregarding the long-term stability of this area. Piping failure and erosion orsettlement of the fjll, which is to be placed in thb eiisting gullys, coulddamage or destroy structures. A geologic report should be prdpired for thisproject to demonstrate the feasibilit, of piacing structures north of Shot GunDrive, and to detai]_possible erosion-control melsures for the proposed fillingof,several.large gu11eys. Until a geologic report discussing if,ur. concernsand.detailing appropriate mitigation neaiures is prepared and-submitted for ourreview, we cannot recommend ap[roval of this propbsai.

This subdivlslon plans to connect to the existing Rifle Village SouthMetropolitan Di-strictrs water and wastewater systems. Rifle Villagesouth has shown dilegence recently in planning for upgrades of boththeir ldater and wastevater systems. With their current planning effortsand financial capabilities, I believe they ean provide adequate capacityin their systems to meet the growth increases. currently, a site appli-cation for expansion of the wastewater treatment facility is in thefinal stages of approval with the colorado Department of Health, andengineering desi-gn work is being done to expand the water system.
one polnt of controversy does exist, however. The city of Rifle andRifle vlllage south both have the resources and want to serve waterto development on the south side of the ri-ver. To my knowledge thiscontroversy has not been settled, but r dontt feel that it directlyaffects this subdivision.

The Bookcliff Soil Conservation District Board has reviewed the Pre-liminary Plan for the Coloroso Subdivision. Since it lies in the northhalf of section 20, R 93w, T5s, you will find a copy of the soil charac-teristics and a copy of the soil survey map attached.
The area mapped. 10D and X33BC has fewer problems than the other soilsin the area. We recommend an on-site investigation by a qualified soilsengineer before constrrrction.
This area is subject to intense thunderstorms during the summer months.A11 drainage ways should be left open or adequate drainage should beinstalled.
Areas that are cleared for constn-rction should be reseecled if they aregoing to be left bare for an extended time.

Dear Mr. Mannino:
We have received preliminary plat information for the Coloroso Subdivision(46 lots). Water would be supplied by the Rifle Viltage South MetropolitanDistrict. We recently reviewed information concerning the District for the
Countryside Subdivision review.
The District is supplied by junior we1ls, one of which was decreed inWater Court Case No. W-1310 in March 1973. Very recent information submitted
by the District's consulting engineer indicates the District has engaged anattorney for the purpose of preparing a plan for augmentation and that theDistrict is negotiating the purchase of water from Reudi Reservoir from the
West Divide Water Conservancy District. A plan for augmentation would protectthe District from having the use of their water supply curtailed in case acall would be placed on the river by a senior water right holder. At thistime, we would not expect periods of extended administration on the ColoradoRlver except during a drought. From the information presented, it appearsthe District is pursuing a lega1ly reliable water suppfy.
Since the applicants are currently preparing a plan for augmentation
and we do not know the details of the plan at this tirne, we do not feel we
can recommend approval at this time. We would ask to review this proposalagain once the District has filed an augmentation plan with the Water Court.
