RE: Specifications and Installation Recommendations for Temporary Construction site Onsite Wastewater and Potable Water Service Management Systems for the Linde Process Plants, Inc. Job Trailers near Parachute, Garfield County, CO SE Job No. 12204.01 Dear Gentleman: This letter report presents our findings in regard to recommendations for the specifications and installation of managed temporary Septic and Potable water systems for the above referenced Site. Our design recomrnendarions are based on current knowledge of the site conditions, reported usage, management options and project information provided by others for use in supporting your application to Garfield County. Our recommendations are feasible with respect to current conditions, water usage, setback issues and maintenance considerations. Our recommendations are in accordance with Garfield County and the State of Colorado Regulations for small temporary non transient water and sewer systems. Conclusions We have reviewed the existing site conditions and the project usage criteria. We understand that currently the project is limited to the establishment of two double wide construction site/office trailers facilities to support the employees constructing the Plant. The temporary units are projected to be in use for approximately 2 years only and will provide space for up to I4 employees a day, working a single shift. The two mobile units will each have a single `/x bath restroom with 4 small offices and a meeting room. No kitchen, laundry, shower or shop facility will be included in either unit. Based on our findings we believe that the installation of septic holding and potable water storage tanks are the most feasible option to serve the temporary units during the limited operation period. The water and sewer systems will need to be managed by a contract service provider on at Least a weekly schedule to fill the water tank and pump the sewage holding tank, The 3000 gallon capacity Sewage holding tank shall be equipped with a 75 % capacity warning alarm. The 2600 gallon water storage tank will be equipped with a constant pressure variable speed distribution pump to deliver consistent flow and pressure to the two plumbed units. 'floe sewage holding and water storage systems will consist of buried concrete tanks located in the temporary parking area for the two units. The tanks will be one piece water tight vessels and will have traffic rated tank fids, access risers and Iids. The installation will be performed by qualified installers and the tanks will be managed by a contract service provider. Design Criteria The average flow from the temporary construction office trailers is based on the maximum projected populations utilizing the facilities on a daily basis. The design flow is estimated to be less than 225 gallons per day with a peak design flow less than 330 gallons per day. We assume that the offir . facility will have a daily employee population 502 Main Street • Suite A3 • Carbondale, CO 81623 • (970) 704-0311 • Fax (9701 704-0313 1 SOPRIS ENGINEERING • LLC civil consultants Phil Vaughan & Steve Lightwine Linde Process Plants SE Job No. 12204.01 October 10, 2012 Page 2 of up to 14 persons and up to 2 transient employee/visitors on a given day. The proposed systems are designed to provide a balance of estimated storage volumes for water and sewage that will require weekly maintenance based on reasonable single septic truck pumping capacity and water truck delivery capacities. The design flow is calculated in accordance with minimum State ISDS standards based on a peaking factor of 150%. The design flows are based on standard water usage for commercial uses per types of facilities and employee populations pursuant to Table 1 of the State Guidelines. Typical average water uses include the following: a. Office per employee = 15 gpd b. Offsite worker for check in/out (assume % of total per day) = 5 gpd Based on these projections the design flow is calculated to be 345 gpd. The design flow are tabulated below. System Facility Usage Capita Use Design Flow Rate OWS System facilities Facility Description Type Employltrans Max. 12 -hours per day # !capita Usage gpolcap Avg QA gpd Peaking Factor # Design QD gpd Linde Williams 2 Temp Construction site trailers office facilities 14 15 210 1.5 315 Transient visitor 2 5 20 1.5 30 Facility -Total 16 i 230 345 The calculated peak daily flow is 345 gallon however the actual usage at these two job trailers is assumed to be 200 gpd over an average week. The average week is assumed to include 5 to 6 days with an estimated weekly storage volume of 1200 gallons for sewage and water. Therefore an 2600 gallon cistern with variable speed pump and a 3000 gallon septic tank with a 75% capacity alarm system is feasible for this 2 year temporary system. Base on the limited site space both water and sewer tanks will need to be placed under the gravel drive parking areas. The tanks shall have traffic rated tank lids and risers with iron ring and covers. The fill line shall be a steel pipe riser with a threaded cap housed in a protective iron valve box. An appropriate potable water distribution pump system will be installed and maintained in the Cistern for this application by the contracted service provider. The water system will maintain a minimum 20 psi pressure at the two trailer's service connections and will deliver a minimum 20-30 gpm. Positive surface drainage away from the tank access risers and lids shall be maintained. OWS Operation and Maintenance The engineered system shall be inspected on a regular basis and be properly maintained. The system and responsibility for service, repair and maintenance of the system will remain with the facility owner through a contracted service provider. The service provider will provide regularly scheduled and on demand service to maintain the systems operational components, deliver potable water and pump sewage from the holding tank. The water usage and septic pumping frequency and quantities shall be recorded and documented by the service provider and maintained on file with both the service provider and the project manager on site. Phil Vaughan & Steve Lightwine Linde Process Plants SE Job No. 12204.01 October 10, 2012 Page 3 Construction and Inspections Prior to construction of the permitted system the engineer should be contacted by the contractor and owner to provide adequate time to discuss the system components, installation issues, coordination with the service provider and schedule inspection site visits based on construction progress. County Regulations require that the engineers of record perform site inspections of the permitted system during construction and provide "As -Built" documentation of the installed system to the County after construction is complete. General Notes 1) All materials and installation practices shall conform to the County Individual Sewage Disposal Regulations and applicable water distribution regulations. 2) All sewer lines and distribution lines in the system shall be Schedule 40 or SDR -26 PVC unless specified otherwise on the plans and shall be watertight. 3) The water distribution system piping shall be HDPE SDR -9, Class 200 "Pure Core" tubing. 4) Each unit shall have a two-way clean out on the sewer lines adjacent to the structures. 5) The contractor shall ensure that the concrete tanks are watertight and installed per the manufactures recommendations. 6) The water distribution pump systems shall be specified and installed per AW\VA, building code and other applicable standards. Along the same lines as the septic and water, the county agreed to have this requirement removed from the permit. Also Section 1103.2.6 exempts construction trailers from this requirement. The code compliant stairs and landings are still park of the design. Have a good Thanksgiving if i do not talk to you between now and then. Andy EDWAR❑ MEILHALL, JR. CHRJSTOPHER L. As represented by Williams, the contractor trailer, the subject of the above permit, is nothing more than that as indicated, specifically a trailer utilized to manage the TXP project utilizing bottled water and port -a -johns for a time period of Iess than 18 months. Additionally, the public will not have access to this trailer or the other future planned (3) trailers ("Additional Trailers") to be located within the Property and will not house or be used as permanent work force stations. b. It is Williams understanding that the ramp and stairs presently designed for the trailer - which presently satisfy standards under the Americans With Disabilities Act - will be removed from the permitted drawings and that, as such, can be replaced with a standard access system satisfying the County's rise, run and railing requirements. c. It is also my understanding that prior to our meeting, the planned drawings for water and waste water storage system facilities have been removed from the approved drawings. 13ALCOMB & GREEN, P.C. ATTORNEYS AT LAW Andy SchwaIler November 19, 2012 RE: Permit No. BLCO-10-12-2668 Page 2 d. It is our understanding that upon locating this trailer and the Additional Trailers, Williams will call for an inspection from your department for the purposes of inspecting how each trailer is attached to the property, the adequacy of the stairway/access to the same, and the electrical integrity of the wiring system (which electrical inspection will follow that standard inspection performed by the State of Colorado). If the County's review of these limited areas meet with its approval, it our understanding that your office will issue what is termed as a "Certificate of Completion" and no further inspections will be required. I hope the above sets forth our discussions accurately. Should you have any questions or concerns regarding any of the above, please feel free to contact me at your convenience.
