The following items are required by Garfield County for a final inspection:
1. A fmal Electrical Inspection from the Colorado State Electrical Inspector
2. Permanent address assigned by Garfield County Building Department posted where
readily visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-
absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and
refrigerator, all necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on
balconies or decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed.
This causes delays because other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building
Department.
Please review this document to determine if you have enough information to design
your project and provide adequate information to facilitate a plan review. If you do not,
it may be helpful to obtain a book titled "Dwelling Construction under the Uniform
Building Code". This book Is available to you through this department at our cost. Also,
please consider using a design professional for assistance in your design and a
construction professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist
prior to and during design. Applicants are required to indicate appropriately and to submit
the completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24"
and drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides
with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish
grade line. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing,
insulation, sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per
square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload
of 15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met
or your plans will be retumed.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition
and distances to the property lines from each comer of the proposed structure(s)
prepared by a licensed surveyor and has the surveyors signature and professional
stamp on the drawing? Properties with slopes of 30% or greater must be shown on the
site plan. NOTE: 106.3.1 (7.) Any site plan for the placement of any portion of a
structure within 50 ft. of a property line and not within a previously surveyed building
envelope on a subdivision final plat shall be prepared by a licensed surveyor and have
the surveyors signature and professional stamp on the drawing. Any structure to be
built within a building envelope of a lot shown on a recorded subdivision plat, shall
include a copy of the building envelope as it is shown on the final plat with the proposed
structure located within the envelope.

Balancing Airflow
Balancitg the airflow verifies that the Fresh Air Ventilation
System is delivering the intended airflow and energy
perforans. Use the Airflow Balancing instructors in the
Installation section to check and balance the airflow.
Controls
Remote Override Switch Functions OWOff Control
If continuous ventilaticn is not required, an on/of control can
be used to activate the ventilate when tis switched to
Standby. Controls that can be used fa this fustian include
dehu sic i dale, liners, wad awidhee and the ventilate function
d the Perfect Climate Comfort Center". If moisture control in
bathroom is a primary ruction d the system, a deMmidisfat
can be used to mach the ventilator from a Low or Standby

The Petted Climate Contort Center" can automatically
control the vonilebr by using the progarrmed tines or
manual antral it by pressing the Ventilate button on the

Digital Fan Timer
The radiator cabals are unnmatble with the DipW Fan
Toner. intone than one time is activated, each ruts
independently with the ventilator rumig at high speed until all
timers have timed out. Up to fair timers can be installed in a
system. For complete instructions on the operation of the
Digital Fan Timer, refer to Me instructions padred with the
tine.
Moisture Control
When a building is new, there is excess moisture in the wood,
plaster, cement and other construction materials. When the
new building is occupied, the activities of tis occupants also
increase the moisture level. Thera can also be high levels of
fonnsldetyde and other chemicals that were used in the
building materials. Running the ventilation system on high
speed provides optimum indoor air pollutant reduction. High
speed also provides maximum moisture removal when the
outside air contains less moisture than the inside air.
(Typically during add weather conditions.)
Operating Damper Frost Control
Some models have an electronically -controlled damper host
control mechanism. When the outside temperature drops
below 27•F (-3'C), the defrost firer is activated. At the end of
the 17 minute nm cyder when the are can experience some
rnrrihS find buildup, the timer activates a m obr-&iven
damper door that simultaneously opens the defrost port and
doses of the supply a poo. On the HR205, exhaust a is
used for defrost At the end of the 4.5 minute defrost cyds, the

When Installing this Product...
1. Read these instructions carefutiy. Failure to follow these

Unpacking Fresh Air Ventilation System
Check that a1 the components are included. The Fresh Air
Ventilation System is shipped assembled. The carton contains
the following:
• Fresh Air Ventilation System.
• Vibration isolation straps (4).
• Drain fittings (2) and T fitting (1).
• Literature package.
Except for time mounting hardware and drain fittings, the
ventilator is ready for instalation. Wiring, drain comectons
and during are required to compete the installation.
Mounting
Suspended from Floor Joists
1. Mount the four vibration isolation straps (provided) to
the aide of the ventilate using the mounting acmes
located on the cabinet. See Fig. 2 and 3.
2. Securely fasten the other ends of the straps to the floor
bids with wide -head nails (not supplied), making sue
the unit is level. The straps are designed to reduce
noise, resonance or harmonics; therefore, using the fur
length of the strap between the ventilator and the floor
Iasb is reiaane ded.
NOTE: Removing door and core reduces the weight of
the ventilator, malting tl easier to fm into place.
Floor Mounting
The mounting hardware induced is not needed for floor
mounting.
1. Use 2 x 4 in. rood pieces to diad a tome b support the
ventilator along the bottom edge. The frame must odd
the ventilate at least 10 in. up from the floor to allow
deaace fa the drain tine.
2. Set the frame back approimrhalely 2 in. him the front -
edge to avoid interference watt the hinged door.
3. Place the ventilator on the frame. Secure the venblata
to the trance usig screws and a stip of wood or metal;
screw into the side was of the ventilator within 1 in. of
the bottoms.

On April 15, 2005, I inspected the basement level of Dave Skinner residence at 16706
Highway 82 in Carbondale for building code compliance. This letter should serve as my
official observation of the exposed aspects of the basement finish.
The exterior stair leading to the basement meets the code requirements for rise and run and
handrail and guardrail per the 2003 IRC. The Tight and ventilation requirements for the
main space appear to meets the code requirements per the 2003 IRC, although 1 would defer
to the electrician and mechanical subcontractors for exact specifications of the installed
lighting and air exchanging systems. There is a bar space at the south end of the main space
with refrigerator and microwave oven in this area. There is a game room in the "ell" of the
main space with another stair that leads to the main level of the house. The interior stair
meets the code requirements for rise and run and handrail and guardrail per the 2003 IRC.
There is a Mechanical Room and Laundry Room north of the Game Room and 1 again, I
will defer to the subcontractors who installed the systems for code compliance. All
dimensions in the Bathroom meet all IRC codes.
The eastern bedroom is 43.5" to the egress window sill. The egress window has a clear
opening dimensions of 30.5"(W) x 32.5"(H). The west bedroom has an adjusted sill height
of 35"; a 10" tall step has been added to adjust the maximum sill height to meet the 44"
requirement. The egress window has a clear opening dimensions of 29"(W) x 33"(H).
There are adequate smoke detectors in both bedrooms and the main space, hard wiring was
not verified — please refer to the electrical subcontractor. All clearances on the wood stove
meet IRC code requirements for non-combustible finishes.
