The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Mw, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

Notes: If you have answered "No" on any of the questions, you may be required to provide this
information at the request of the Building Official prior to beginning the plan review process.
Delays in issuing the permit are to be expected. Work may not proceed without the issuance of a
permit. If it is determined by the Building Official that additional information is necessary to review
the application and plans to determine minimum compliance with the adopted codes, the application
may be placed behind more recent applications for building permits in the review process and not
reviewed until required information has been provided and the application rotates again to first

Dear Rich,
We have a permit application that's been in the w ' .. here since early December. It is for a
single family dwelling on lot SD -8, 1108 gle Way. Our records indicate that we
requested a letter from the architect to ertify that the dwelling would be built to 2003 IRC
code rather than 1997 UBC and that we requested a letter of approval from the Aspen Glen
Design Review Committee. Those are the only items holding up approval of this permit but
we do not have them yet. If you could follow up on those, we'd like to get this permit issued.

Dear Mr. McCoI Doh,
This letter shall serve as notice that SD -8 and SD -9 have received final approval and may
proceed with plan review for a building permit with the Garfield County Building
Department. This Tetter also summarizes the DRC meting of4/22/04 as well as the DRC
meeting 3/3/05.
Architect John Muir made a presentation to the Aspen Glen I)esign Review Committee
(DRC) of the Alta model proposed for construction on April 22.2004. 'fhose plans were
reviewed and approved for construction. Receipt of the Design Review I'ae for this model
o1' home. and the Construction Road Access Fee for this specific home is hereby
acknowledged. Thank you. Notes on the meeting and on the specifics of architecture and
landscape Ibllow.
Architecturally, the building height nods to be shown on the plans, details arc needed
on the placement and type of exterior Tight fixtures, and the pattern and/or color for
the driveway specified. Please refer to the Aspen Glen Design Guidelines for specific
information regarding heights. driveway surfaces and lightning.
In terms of landscape, a revised landscape plan is required. More detail needs to be
shown. including the size, species (from the approved list in the Guidelines), location
and number of all plantings, along with the existing and proposed finish grading on
the site.
In general terms regarding the Sundance: project. the Design Review Committee
determined the following:
The SI 0.0(X) builders bend deposit will he transferred from the original model
constructed on Aspen Glen Lot SD -1 to apply to these homes on SD -8 and Lot SL) -9.
This process will continue as other homes are completed and begun. Design Review

Fees have been paid for all three models of homes. If the model is changed, a new
design is proposed or a significant change to an approval model then a Design
Review Fee will be requited at the time of DRC review. Construction Road Access
Fees arc due for each home prior to excavation for foundations. However, a CRAP
fix has been received for I.oLs SD -8, SD -9 and SI) -23. 'therefore, the lbunh home
and subsequent homes in Sundance shall bc required to pay a CRAY.
The ponds upon the jobsitc will be fenced to control debris from construction. Each
lot under construction will bc fenced in similar manner. Sanitary facilities and
dumpstcr; should be located upon thc lot under construction. and as much as possible
the job trailer indicated to be on site should remain on thc lot under construction. Re -
vegetation of disturbed sites and dust control measures may be required during the
construction of the project.
Pcr the discussions at the 4/22/04 I)RC meeting. materials variations will be allowed
as the designs for the three models are worked through. Colors, landscaping. and
grading and drainage am to he reviewed by thc DRC for each home at the DRC final -
review. Again, only the CRAF will be required.
At the March 3.2005 DRC nutting. Mr. Muir presented a detailed landscape plan of the
entire Sundance project. That landscape plan was approved by the DRC pending a
revision to the western entry, and detailed plans for the two islands and east entry.
Three inspections need to occur during construction ofyour home. These will
ultimately be your responsibility and bear upon release of thc Builder's Completion
Deposit. Please contact the URC Administrator at (970) 963-3362, upon completion of
the foundation and dry -in phases of construction and for your final on-site review by the
DRC. Derails of these procedures arc contained in thc Design Review application packet.
Failure to call for any of these inspections could result in $1000 per violation held by
the Homeowners Association from the return of your Builder's Completion Deposit.
All inspection+ arc performed by the Committee the 1st and 3rd Thursday of each month.
It will be necessary for your builder to arrange reviews in accordance with the
DRC's scheduled session.& Wcit.-Norris representative Rich Crory was given a sct of the
current guidelines and construction rules and regulations on this date.
Please keep in mind that a copy of your approved plans are kept on file for periodic
review by the Design Review Committee to assure compliance with your approved plans.
Any anticipated changes from your approved plans must be submitted to. reviewed by
and receive approval from the Design Review Committee prior to making any changes.
