The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at last 18"i 24"" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be retumed. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: I. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. If there are any questions regarding this permit, please contact Mike Smith at (970) 248-7231. 2. A Notice to Proceed, CDOT Form 1265 is required before beginning the construction of the access or any activity within the highway right-of-way. All submittals, documents, plans and other items that must be completed, shall be submitted and approved before a Notice to Proceed will be issued. Contact the Department (or local issuing authority) for the Notice to Proceed. 3. The following items are required before a Notice to Proceed will be issued: (a) Construction Plans Stamped by a Colorado Registered Professional Engineer. (b) Certificate of Insurance Liability as per Section 2.3(11)(h) of the Access Code. (c) Traffic Control Plan 4. The Permittee shall refer to all additional standard requirements on the back of this permit and any enclosed additional terms, conditions, exhibits and noted attachments. 5. Upon completion of the access, the applicant shall notify the Access Manager by certified mail within 10 days at: Colorado Department of Transportation Mike Smith Region 3 - Access Manager 606 South 9'" Street Grand Junction, Colorado 81501 6. This Permit is issued in accordance with the State Highway Access Code (2 CCR 601-1), and is based in part upon the information submitted by the Permittee. This permit is only for the use and purpose stated in the Application and Permit. Any changes hi traffic volumes or type, drainage, or other operational aspects may render this permit void, requiring a new permit to be applied for based upon existing and anticipated future conditions. 7. This permitted access is only for the use and purpose stated in the Application and Permit. 8. Nothing in this permit shall prohibit the chief engineer from exercising the right granted in CRS 43-3-102 including but not limited to restricting left band turns by construction of physical medial separations. 9. Water, sanitary, sewer, gas, electrical, communication, landscaping, and telephone installations will require individual additional permits. 10. The Permittee is responsible for obtaining any necessary additional federal, state and/or City/County permits or clearances required for construction of the arnest Approval of this access permit does not constitute verification of this action by the Permittee. 11. Any work within State Highway right-of-way shall begin after 8:30 A.M. and all work and equipment shall be off the highway BEFORE 3:30 P.M. each day. 12. No highway lane closures or one-way traffic will be allowed. 13. No work will be allowed at night, Saturdays, Sundays and legal holidays without prior authorization from the Department. The Department may also restrict work within the State Highway right-of-way during adverse weather conditions. 14. It is the responsibility of the Permittee to prevent all livestock from entering the State Highway right-of-way at this access location. Any livestock that does enter the highway right-of-way shall be the sole responsibility of the Permittee. 15. In the event the landscaping becomes unsightly or considered to be a traffic hazard, The Department may require that it be removed promptly by the Permittee and at no cost to the Department. 16. Landscaping shall not obstruct sight distance at any State Highway access point. 17. A fully executed complete copy of this permit must be on the job site with the contractor at all times during the construction. Failure to comply with this or any other construction requirement may result in the immediate suspension of work by order of the department inspector or the issuing authority. Survey markers or monuments found in state highway right-of-way must be preserved in their original positions. Notify the Department at (970) 248-7220 immediately upon damage to or discovery of any such markers or monuments at the work site. Any survey markers or monuments disturbed during the execution of this permit shall be repaired and/or replaced immediately at the expense of the Permittee. 19. It shall be the responsibility of the Permittee to verify the location of the existing utilities and notify all utility owners or operators of any work tat might involve utilities within the State Highway right-of-way. Any work necessary to protect existing permitted utilities, such as an encasement will be the responsibility of the Permittee. Any damage or disruption to any utilities during the construction shall be the Permittee's responsibility and shall be repaired or replaced at no cost to the Department 20. Any damage to any present highway facilities including traffic control devices shall be repaired immediately at no cost to the Department and prior to continuing other work. Any mud or other material tracked or otherwise deposited on the roadway shall be removed daily or as ordered by the Department inspector. 21. Areas of roadway and/or right-of-way disturbed during this installation shall be restored to their original conditions, to insure proper strength, drainage and erosion control. 22. Any incomplete construction activity on the State Highway that must be left overnight, shall be barricaded and signed in accordance with the Manual on Uniform Traffic Control Devices and other applicable standards. 23. Open cuts, which are 6 inches in depth, within 30 feet of the edge of the State Highway traveled way, will not be left open at night, on weekends, or on holidays. 24. No more than 6 feet of trench areas shall be opened at any one time. Open trenches and other excavations within the State Highway right-of-way shall be backfilled and/or paved before 3:30 P.M. of each working day or be protected in accordance with the M.U.T.C.D. 25. The area around the new work shall be well graded to drain, top soiled, fertilized, mulched and re-seeded in accordance with the Department standard specifications. 26. When it is necessary to remove any highway right-of-way fence, the posts on either side of the access entrance shall be securely braced with approved end posts and in conformance with the Department's M-607-1 standard, before the fence is cut, to prevent slacking of the remaining fence. A water supply of 10,000 —15,000 gallons would be reasonable to supply the proposed automatic fire sprinkler system in the short term. There are problems however with using the water stored in the 10 -inch main and the well pump supply in the calculations for reasons which I will outline. As the Cattle Creek Commercial Center continues to develop in the future, past Building B, G and H, a water supply must be provided that meets the requirement of International Fire Code — Appendix B, adopted by Garfield County. Hopefully this can be coordinated with the needs of the proposed Bair Chase development and be serviced by the Roaring Fork Water and Sanitation District. I would like to start by clarifying the water supply calculations contained in the proposal. I understand by your phone message that you have also discovered the error in the calculations. 1 gallon of water is equal to 0.134 cubic feet. Conversely, 1 cubic foot equals 7.48 gallons of water. 15,000 gallons of water is equal to 2005.2 cubic feet of water. In a 21,000 square building 2005.2 cubic feet of water equates to a depth of 1.15 inches. The majority of the water supply contained in the 10 -inch water main may not be available for effective use by the automatic sprinkler system. Depending upon design, ESFR sprinklers require a minimum pressure of 15 to 50 pounds per square inch (psi) of pressure to operate as designed. For argument sake, we will assume 15 psi (1(25) heads are used, equaling a minimum 34.5 feet of head to operate an individual sprinkler head. In Building H, sprinkler heads may be installed up to an elevation above the floor of approximately 30 feet. Total head requirements for these operating sprinkler heads would be 64.5 feet plus any additional pressure needed to overcome friction loss in the sprinlder system. Underwriters Laboratories Inc. has conducted full-scale fire tests utilizing 15 -psi K-25 heads. Eight tests were conducted with various ceiling and storage heights. Three tests were conducted with ceiling heights of 30 feet and storage heights of 20-25 feet, similar to Building H. During two of the tests, six sprinkler heads operated. Operation of six heads would require a minimum flow rate of 600 gallons per minute. A 10,000 -gallon water supply would operate six heads for approximately 17 minutes. This would be close to the expected response and setup time for fire apparatus. This however would be complicated by the fact that any additional water would have to be provided from alternate sources. Due to these complicating factors and lack of long duration water supply, a monitored automatic smoke detection system must be provided to help provide early fire department notification. Although the well pump is capable of producing more than 100 gallons per minute (enough to operated one head), the quantity available at an adequate operating pressure has not been established. The manufacturer should be able to provide pump performance data for the well pump. I would like to review the performance data so that we can get and idea of how the system would perform up until the time a water storage tank is installed. The following are of the minimum requirements that would be acceptable for Building H, consistent with the International Fire Code Table 2306.2. Installation of an ESFR sprinkler system would be in lieu of the heat and smoke venting, and area separation requirements of Table 2306.2: 1. Provide an ESFR sprinkler system installed in accordance with NFPA 13, 2002 edition and State of Colorado regulations with the exception of the temporary water supply. The system shall be hydraulically calculated using a storage tank elevation compatible with the existing Roaring Fork Water and Sanitation District water system. The temporary tank shall be installed in an approved location consistent with the hydraulically calculated requirements of the sprinkler system. 2. Flush water mains prior to connection of sprinkler system in accordance with NFPA 25, Standard for the Installation of Private Fire Service Mains and Their Appurtenances 3. Install a temporary water storage tank with a minimum capacity of 10,000 gallons. The tank shall be installed during the summer of 2006 with security provided for performance. 4. Provide a monitored automatic smoke detection system for the building. 5. Provide performance data for the existing well pump. Using a new innovation in sprinkler technology that allows sprinklers to operate at lower pressures. the new ESFR-25 sprinkler, which operates at 15 versus 50 psi, is expected to improve the level of fire protection in many storage facilities. UL has investigated and Listed the new Gnnnell model ESFR-25 Specific Application Early Suppression Fast Response (ESFR) sprinkler. This sprinkler has a discharge coefficient of K=25 and incorporates the same early suppression and quick response characteristics of Listed K14 ESFR sprinklers, but with a lower operating pressure. In some instances, the lower operating pressure may also eliminate the need for a fire pump. This sprinkler is fitted with nominal one -inch inlet threads as compared to nominal 3/4 -inch inlet threads on large -orifice and K14 ESFR-type sprinklers. The ESFR-25 sprinkler was subjected to an exhaustive series of eight large-scale fire tests in the Large—scale Fire Tesrjaclhrx at UL's testing station in Northbrook, III. Storage heights ranged from 20 to 40 feet; ceiling heights from 30 to 45 feet; and clearances between the sprinkler and the top of the commodity varied from 5 to 15 feet. The ESFR-25 sprinkler is the first to be tested and Listed by UL for the protection of rack storage of Group A plastics up to 40 feet high in a 45 -foot high building. The fire test results are presented below. In preparation for each fire test, ESFR-25 sprinklers were installed on a 10 by 10 -foot spacing with the sprinkler deflectors positioned 18 inches below the ceiling. The l8 -inch distance was chosen to help facilitate the installation of sprinkler system piping below ceiling supports and obstructions. Three different ignition locations were selected for these tests - one ignition directly under one sprinkler, another with the ignition positioned between two sprinklers and a third with the ignition centered between four sprinklers. Standard Group A plastic commodity was used as the test fuel in each fire test. This commodity consists of single-wall corrugated fiberboard cartons measuring 21 inches in width, length and height, containing 125 crystalline, 16 -ounce polystyrene plastic cups arranged in five layers of 25. Eight cartons of cups are then placed in a two -by -two array on a 42 -by -42 by five -inch high two-way hardwood pallet The number of plastic cups required for each large- scale fire test ranged from 128,000 for the 20 -foot high to 256,000 for the 40 -foot high test arrangement. For ignition, four standard cellulose/cotton igniters were positioned in the center six-inch transverse flue space, in between the upright rack supports. These upright rack supports interfere with the development of the fire plume as the hot gases rise up toward the ceiling to activate the sprinklers. Then, once a sprinkler operates, the rack uprights obstruct the water discharged from the ceiling -mounted sprinklers into the flue space.
