MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and
expedite the issuance of a permit it is important that complete information be provided.
Adequate and complete information will prevent delays in the plan review process.
Reviewing a plan and the discovery that required information has not been provided by the
applicant may result in the delay of the permit issuance and in proceeding with building
construction. The owner or contractor may be required to provide this information before
the plan review may proceed. This causes delays because other plans that are in line for
review may be given attention before the new information may be reviewed after it has
been provided to the Building Department.
Please review this document to determine if you have enough information to design
your project and provide adequate information to facilitate a plan review. If you do
not, it may be helpful to obtain a book titled "Dwelling Construction Under the
Uniform Building Code". This book is available to you through this department at
our cost. Also, please consider using a design professional for assistance in your
design and a construction professional for construction of your project.

Inspections will be made from Battlement Mesa to West Glenwood in the
mornings and from Glenwood Springs to Carbondale, in the afternoon. All
inspections must be called in by 3:30 p.m. the day before. Failure to give
twenty-four (24) hour notice for inspections will delay your inspection one (1)
day. Inspections are to be called in to 384-5003.

WATER FOUNTAINS AND WATER COOLERS:
At least 50 percent of drinking fountains, but not less than one,
provided on every floor shall be accessible. -- UBC Sec 1105.4.1
Accessible units must comply with the following:
1) Spout is to be within 36 inches of the floor. -- Sec. 4.15.2.1
2) Spout arranged for parallel approach shall be located 3 inches
maximum from the front edge. Spouts of cantilevered units with
knee and toe clearances shall be located 15 inches minimum from
the vertical support and 5 inches maximum from the front edge.

1) A 60 inch diameter unobstructed turning space is required in

PENETRATIONS OF FIRERESISTIVE ASSEMBLIES

Through penetrations:

Dear Andy:
Per you letter dated December 7, 2004, I want to respond to your comments regarding the permit
application for the property referenced above:
1. I will be happy to meet an inspector at the property at any time to verify the building
location to the property lines as regards to allowable yard increases.
2. We concur that the Loft area is required to have 2 exists per Sec. 1004.2.3.2, and we will
construct an additional stairway which will exit to the corridor on the North side of the building,
per the enclosed plans. Regarding the existing stairway, section 1004.2.2 provides for an
exception to the requirement that both exists directly access the outside or a corridor providing
direct access to an exit. Exception 4 should apply to the existing stairway exit, as the stairway
provides "...direct access through an adjoining room, which in turn provides access to an exit..."
As this room has 9 direct exits, it appears this exit will comply as built.
3. Proper signage and safeguards will be in place in the Container Paint Area prior to the
final inspection.
4. Regarding accessibility, we will remove the striker lock sets and put push plates and
spring hinges on the entrance to the men's and women's locker rooms. Additionally, we will
remove the second door to the front entrance to comply with the code.
5. Please see the revised plans for fire designs for occupancy separations and area
separations.

Dear Roland,
In follow up to your letter of December 7, 2004 we have the following comments:
A site visit would be required to verify the available yard area increases. Based
on the site plan submitted an area increase of 25% was figured into the initial
allowable area increase. Assuming the loft area is a 2nd floor and a 100% increase
in allowable area is correct, the building is code compliant with regards to area.
We will need to verify yard sizes to substantiate the 100% increase.
The Loft area is required to have 2 exits as per Sec. 1004.2.3.2. The required
access to exits from this area will need to be directly to an exit or to a corridor that
provides direct access to an exit. Please see the requirements for these exits as
outlined in Sec 1004 of the 97 UBC and make the needed corrections to the plans.
We concur with the proposed change in occupancy rating for the Container Paint
Area. Proper signage and safe guards would need to be in place prior to the final
inspection.
Regarding accessibility, it would appear from the submitted drawings that the
access to both the men's and women's locker rooms do not meet the requirements
of Sec 4.13.6 Maneuvering Clearance at Doors of the CABO/ANSI A117.1-1992.
This same section applies to the 2 doors in series at the front entrance which are
not to code.
Please submit the approved and tested fire designs for occupancy separations and
area separation for the walls and floor assemblies involved. These involve the
separations outlined in your letter and also the occupancy separations between the
B occupancy and S occupancies. Also revised plans will need to be submitted to
include all changes to the original set of drawings for the permit application.

Dear Andy:
In response to your letter dated November 15, 2004, I would like to offer the following
information. I am responding to your numbered comments in sequence.
1 & 2. It appears that you did not take into account the yard distances from the property
lines, which would allow for area increases. Taking into account that all yards are in excess of
40 feet, the building is in compliance with the 100% area increases allowed.
The total area of the B1 and S3 uses in the building is 15,996
Please note that the plan has an error on sheet A2.1 as the container paint area and welding bay
are incorrectly labeled as to dimensions. The measurement of these areas as built is 38'6" X
50"6", or a total of 1,944 square feet.
3. The paint room should be classified as F-1, as the latex paint use (MSDS
attached) is neither flammable nor combustible. This was the opinion we received after
contacting the ICC and meeting with Bill Gavette. The latex paint is the only paint used in the
building and signs posted in the area confirm this is the only product in use.
We will place an additional layer of 5/8 drywall on each side of these areas creating a 2 -hour
separation. The 10 X 10 overhead door has a 3 hour rating, spec sheet attached. We will
replace the 1 hour walk door to the area with a 1 '/z hour door.
4. All doors meet the required occupancy separation. (when the door referenced above is
installed)
5. Access to the building is compliant with the sections 1103 and 1104 as regards to the
physically disabled.
6. Loft floor framing design is shown on page S2.2.
7. Since the spray room is classified F-1, an automatic fire extinguishing system is not
required.
8. Addressed below in responses to letter from Bill Gavette.
9. The two exit doors to the outside in the welding bay (11-4) will be reversed to swing out,
if necessary. Since the H-4 area is less than 1,000 square feet and there is one exit door that
swings out into the spray mom, can we leave the other two doors (which are not required by
code) swinging in?
Below are the responses to Bill Gavette's letter dated November 5, 2004.
1. Floor areas are in compliance per 1&2 above.
2. Not applicable due to non flammable paint.
3. Not applicable, as spray area is F-1, not H-2.
4. A 2 -hour separation will be constructed between the F -1/H-4 and S-3 occupancies per
response #3 above.
5. To the best of our knowledge, no hazardous material is stored in the building.
6. To the best of our knowledge, no flammable or combustible liquids are stored in the
building.
Spray Room (F-1)
1. No automatic fire extinguishing system required in F-1.
2. Ventilation system is in place ,sized at 7 air changes per hour.
3,4&5. Not applicable due to non flammable material.
6. Duct filters will be cleaned on a regular basis.
7. Although not required in F-1, all wiring and equipment in the spray room is explosion
proof.
8. Portable fire extinguishers are provided in the area.
9. Not applicable as no flammable or combustible liquids stored in the room.
Welding Bay (1-1-4)
1. Ventilation is in compliance with UBC 1202.2.3 (1,600 cfm exhaust fan and hood
system)
2. Compressed gasses will be handled in accordance UFC Article 74.

Please see attached print out and referenced code sections. I tried to adjust the type of
construction to see if greater allowable areas for mixed use occupancy could be obtained.
Regardless of type V -N or type II -N, the areas were over what is allowed. Other changes
to the design are required. Also included with this letter are the requirements received
from the Carbondale Fire Districts review. Their requirements will be included as
conditions to the permit.

RE: Waste Management Facility, Cattle Creek Commercial Center
I have reviewed the drawings for the Waste Management facility for compliance with the fire
and life safety requirements of the Uniform Fire Code and the Uniform Building Code, 1997
editions. The review has based on use of the building with the following occupancies:

General
1. 1t appears that the allowable floor area for the mixed occupancies is exceeded. (UBC
504.3)
2. Spray application of any quantity of flammable or combustible liquids shall be conducted
as set forth in the Fire Code. (UBC Table 3D, footnote 9)
3. Spraying Rooms shall be designed to accommodate spraying operations complying with
the Building Code requirements for a Group H, Division 2 Occupancy. (UFC Section
220)
4. A 2 -hour separation is required between a H-2 and a S-3 Occupancy. A l -hour
separation is required between a 11-2 and a 1-1-3 occupancy. (UBC Table 3B)
5. Hazardous material shall be stored, used and handled in accordance with UFC Article 80.
(UBC 307.1.1)
6. Storage and use and handling of flammable and combustible liquids shall be in
accordance with UFC Section 4502.7 and UFC Article 79. (UBC Section 304.8)

1. Spray booths and spray rooms shall be protected by an approved automatic fire -
extinguishing system. (UFC Section 4502.8.1, UBC Section 9042.6.1)
2. Provide ventilation in accordance with UBC 1202.2.3
3. Duct material and termination points shall be in accordance with UFC Section 4502.5.5.
4. Clearance between ducts and combustible construction shall be in accordance with UFC
Section 4502.5.6.
5. The ventilation system shall provide air intake ducts extended to pick up flammable
vapor within 6 inches of the floor. (UFC Section 4502.5.7)
6. Clean-out openings in the ducts are required at appropriate intervals. (Section 4502.5.9)
7. Electrical wiring and equipment shall be in accordance with Section 4502.4.3.
8. Portable fire extinguishers shall be provided in accordance with Section 4502.8.2
9. Storage and use and handling of flammable and combustible liquids shall be in
accordance with UFC Section 4502.7 and UFC Article 79.
Welding Bay (11-4)
1. Provide ventilation in accordance with UBC 1202.2.3
2. Compressed gases shall be in accordance with UFC Article 74. (UBC Section 411)

Per your request during your site visit on October 6, 2004, enclosed are plans of the interior build
out, with occupancy classifications noted, and a site plan of the area.
Exits from the office area and shop appear to be visible enough as to not require lightning, as all
exterior doors have 1/2 lite glass inserts. Additionally, none of these areas are public, and only
used by Waste Management personnel.
Tom Zancanella is preparing the documentation on the truck wash and evaporative pond, and
will forward copies to you when completed. Waste Management has applied for a state permit
for the fuel tank and will forward a copy to you upon receipt.

Dear Steve:
Regarding your letter conceming Cattle Creek Building #3, building permit No. 8238, and
Certificate of Occupancy No. 4902, the interior walls and bathrooms were included in and
completed under this original building permit. This property is currently leased to Waste
Management, and they have relocated from their Red Canyon facility which has the same
zoning. This is not a waste transfer station.
The majority of the building is an area for inside truck storage, especially on cold nights. The
building and outside area required extensive electrical work, including venting outlets, exterior
truck plug ins, a fuel island, and area lighting.
Waste Management has possession of the property. If you would like access, please call Roland
Parker at by office 927-4038 ext.4. We will be happy to make arrangements with the tenant to
show you the building.

Building Code as adopted by Garfield County zoning resolution of 1978, to perform that work without a building

10-7-04 met with Wayne Rudd, Roland Parker, and Tim Holliday at
Wayne's building, 0062 CR 113. Building was finaled as warehouse,
storage building. They have added bathrooms, office space, paint booth, and
repair/storage garage facilities inside the building and fuel dispensing, Truck
Island, and washing facilities on the exterior of the building.
Wayne said he would get as built plans, site plan and documentation of the
fuel and wash facilities to us ASAP. He will do permit application at that
time also. Did not issue stop -work -order.
