The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

SINGLE FAMILY DWELLING CONSTRUCTION
including
NEW CONSTRUCTION
ADDITIONS
ALTERATIONS
and
MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the followingchecklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floorjoists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation; an 80 M.P.H.
windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
I . Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by
a licensed surveyor and has the surveyors signature and professional stamp on the
drawing? Properties with slopes of 30% or greater must be shown on the site plan.
NOTE: 1063.1 (7.) Any site plan for the placement of any portion of a structure within
50 ft. of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyors
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat, shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the /nvelope.

Projects or Landscaping Construction within the time constraints noted in Conditions 2. & 3. On Page
6 of this Application will result in a Notice and Opportunity for a Hearing before the BMSA Board of
Directors. If I/We are found in violation of these Conditions at the Hearing it will result in a fine to the
Owner of not less than 5500.00 per month for each full month in excess of the allotted completion time
frame.

Development, Parcels 2-6 and 2-6, Battlement Mesa, Garfield County,
Colorado", dated September 16, 2002.
Dear Mr. Penny:
As requested, a representative of Yeh and Associates, Inc. observed backhoe test pits at
the subject site on December 4, 2004 to investigate near surface conditions in order to
provide recommendations for shallow foundation design and construction. The findings
of our Investigation and recommendations for construction of residences on the subject
lots are presented In this letter. A preliminary geotechnical report was conducted by HP
Geotech In 2002, as referenced above. Yeh and Associates, Inc. work was done In
accordance with our agreement for geotechnlcal engineering services for Grace Homes,
Inc. dated November 6, 2004.
Based on conversations with the client, single-family residences are planned on these
lots. We anticipate the foundations will consist of a concrete mat with thickened edges.
Basements are not planned for these residences. The lots are rough graded and curb
and gutter Is installed. Streets were not paved at the time of our Investigation. Based on
site observations, the lots are near construction grade and fill placement should be
negligible.
We observed three test pits located betwee 33/34 and 44/45. The soils
exposed in the pit consisted of native silty to sandy clay to the maximum explored depth
of approximately 4 feet. Results of swell -consolidation testing performed on three
samples of the clay indicate the soils have low to moderate compressibility (-0.4 to -3.9
percent) when wetted under an applied pressure of 500 psi. A sieve analysis tests
indicated that the native soils consist of approximately 66 to 89 percent low to moderate
plasticity silt and clay, 12 to 22 percent sand, and 0 to 22 percent gravel. Atterberg Limit
test results indicate liquid limits of 26 to 64 percent, plasticity indices of 3 to 23 percent.
The native clay classifies as CL or CH by the Unified Soil Classification System.
Groundwater was not encountered in the excavations and the soils were slightly moist to
moist

Based on our investigation, spread footings or a mat foundation constructed on the
undisturbed natural soils can be designed for an allowable soil pressure of 1,500 psf for
the above referenced lots. Soils encountered near anticipated foundation level exhibited
compression during laboratory testing. Increases in moisture content due to irrigation or
other sources could cause hydro -collapse of the subsoils resulting in foundation
settlement. Care should be taken to provide drainage away from the residence.
Recommendations for surface drainage are presented In the referenced report. Loose,
disturbed soils encountered at foundation level should be removed and the foundation
should be extended to undisturbed soils. Other design and construction
recommendations presented in the above referenced geotechnical report should be
followed.
This study was conducted in accordance with generally accepted geotechnical
engineering practices in this area at the time the Investigation was performed for use by
the client for design and construction purposes. The recommendations submitted in this
letter are based on our observations of the subsoils encountered In the test pits and
laboratory test results. This study is based on the assumption that sobs at other
portions of the lot are similar to the conditions encountered In the pits to the depths
excavated. The risk of foundation movement may be greater than indicated In this report
because of possible variations In the subsurface conditions. Expansive soils may occur
n this site. If expansive clays are encountered In building areas, they may need to be
removed or the footings designed with a minimum dead load pressure to reduce
foundation and slab -on -grade movements. If the conditions encountered in foundation
excavations vary from what is described In this report, we should be notified to re-
evaluate our recommendations. We recommend on-site observation of excavations and
foundation bearing strata by a representative of the geotechnical engineer.

SUBJECT: Valley View Subdivision, Phase B - Water Meter Yokes
It has been brought to our attention that the water meter yokes in Valley View Village, Phase B
have been installed too low in the meter pits. The Battlement Mesa Metropolitan District's
Standards require the water meter yokes to be from 12 -inches to 1 8 -inches below the meter pit
cover.
The project cannot be approved until all meter yokes have been brought to the proper grade that
will require reexcavation of the meter pits and replacement of the yokes. Yoke extensions will
not be allowed. In the interim, if a building permit is requested for a lot, the District will not
allow a tap connection until the water meter yoke for said lot is raised to District Standards.
Please schedule the Contractor to raise the yokes.

A question arose as to whether the fills placed on the above referenced Tots were
suitable for the slab foundations designed so I was asked to examine these lots. Based
upon bearing capacity tests and an examination of the fills for organic materials. I have

sufficient to support the loads from the foundation that we designed.
