The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building:
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

Plans to be included for a Building Permit, must be on drafting paper at least
18"x24" and drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan. elevations all
sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including
the finish grade line. A section showing in detail, from the bottom of the footing to the
top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists. wall
studs and spacing, insulation, sheeting. house -rap, (which is required), siding or any
approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound
per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B,
windload of 15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must
be met or your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or
addition and distances to the property lines from each corner of the proposed
structure(s) prepared by a licensed surveyor and has the surveyors signature and
professional stamp on the drawing? Properties with slopes of 30% or greater must

Building Envelope:
Spectrally selective windows: The specified windows are spectrally selective Low -E2 units in vinyl
frames. The'glass coating allows transmission of most of the visible light (unlike tinted windows), while
cutting ultraviolet light transmittance by approximately 90%. Therefore, they reduce cooling load from
solar gain, increase comfort, and reduce UV damage to fumishings. Furthermore, the coated glazing has
superior insulating properties compared to clear glass.
Infiltration/air flow retarder (a.k.a. air barrier): The envelope is tightened to a target based on the
surface area of the house (including floor slab). The Building America target is 2.5 square inches of
equivalent leakage area per 100 square feet of envelope area.
The airtightness of these test houses will be measured with a blower door test The targets are shown in
the table below, in CFM 50 (cubic feet per minute at a test pressure of 50 Pascals) and in ACH 50 (air
changes per hour at 50 Pascals). Note that ACH 50 is not the same as natural air changes per hour
(nACH).

Mechanical Systems:
High Efficiency Heating and Cooling Systems: Installing high efficiency heating and cooling equipment
is critical to achieving high Energy Star scores. For these homes, we have specked a 90+% AFUE
sealed combustion fumace, 0.62 EF power vented hot water heater, and 12 SEER A/C as an option.
Duct system: The ductwork system will be located within the conditioned space, with the aim of
eliminating duct leakage to the exterior. The ducts should be tested for tightness in the completed house
with a duct blaster test. The goal is a CFM 25 (cubic feet per minute at 25 Pascals test pressure) equal to
5% of the high-speed air handler nominal flow, at 400 CFM per ton. For instance, a 3 -ton unit has a
nominal 1200 CFM flow, with a 60 CFM 25 goal. The requirement is for duct leakage to the outside, not
total duct leakage.
Pressure Relief (Transfer grilles): In order to prevent pressurization of bedrooms and depressurization
of the main space when doors are closed, pressure relief measures such as jump ducts and transfer
grilles are specified. The typical one -inch door undercut does not provide an adequate return path for the
supply air, and can result in discomfort and stagnation in closed bedrooms.
Another option for retum air from individual bedrooms is to use jump ducts to return air to the air handler.
Jump ducts through the vented attic are the preferred pressure relief in this design. Jump ducts are the
higher -cost but better -performing method; high -low transfer grilles in the wall are lower in cost, but have
lower sound -attenuation properties.
Your HVAC contractor should size transfer jump ducts based on room supply flows (CFM) and the
transfer grille sizing chart (enclosed). The chart shows the relationship between the supply airflow and the
required free area to relieve the pressure (to the 3 Pa criteria).

Supply Ventilation system: A supply -only ventilation system is specified. An outside air duct is run from
the outside to the retum side of the air handler. The running air handler pulls outside air into the return
system. A flow regulator or adjustable damper provides fixed outside air supply quantities independent of
air handler blower speed, and the HVAC system provides circulation and tempering. In addition to the
flow regulator, an electrically operated damper will be installed to prevent excess ventilation during peak
load usage. This damper will automatically close the fresh air duct to prevent outside air from diluting the
conditioned air too much. This unit should be available through most HVAC contractors.
Continuous running of the air handler in order to draw ventilation air is not recommended. A fan cycling
system controller is suggested, to run air handler periodically, it operates the fan only after a selected
amount of time following last operation. Furthermore, this system reduces stagnation in the house by
providing mixing of house air and controls the electrically operated damper to prevent over mixing. There
are several different fan cycling systems available, for example Aprilaire has a Ventilation Control System
BSC recommends setting the ventilation level to a rate of 7.5 CFM per person. This will result in flows of
30-38 CFM continuous average. Note that this will not be equal to the flow through the fresh air supply
duct, since it is set up to run intermittently. The duct size and AirCycler duty cycle should be set up so that
the net average is 30-38 CFM. Mechanical ventilation results in a slight energy penalty; however, it is
necessary for acceptable indoor air quality.

at the end of this report.

Manual J Room Load Calculations
To review the individual room flows for the homes, it is necessary to perform separate calculations that
take into account specific loads generated in each room. Manual J is a common method for determining
these loads, and in particular Building Science uses RHVAC for this purpose. As well as the takeoff of
building areas, volumes, and insulating characteristics, the following assumptions were made:
The following building attributes were used; many of them are in the standard Manual J building
component list. When non-standard components are used, an explanation follows. This is meant as an
example; modify these components to suit your building.
• Doors: 11N (Door Metal Polystyrene Core): A standard input; if a different type of door is being
used, it should be updated. However, it will have a minor effect on heating & cooling loads.
• Walls: 12F (Wall R-21 +''A" OSB / Ply): A standard input.
• Garage Walls: 12F (Partition R-21 +'/:" OSB / Ply): Another standard component. RHVAC calls
for manually inputting a modified summer and winter temperature differences, as opposed to the
indoor/outdoor temperature difference of 19° F/72° F. The temperatures of 30° F and 50° F
(respectively) were used here (i.e., garages are hotter than outside in the summer, and warmer
than outside in the winter). However, I would defer to a local engineer if they have a better idea of
typical temperatures and conditions in garages.
• Ceiling: 16CR-38 (Ceiling R-38 Insulation) at flat ceilings: Standard components
• Foundation Walls: Basement: 15B, (Wall 8" or 12" Block + R-8), and Crawlspace: 15A (Wall
8/12" Block + R-11), Standard components.
• Basement: Basement Floor 6' or More Below Grade (21A): Standard component; this accounts
for heat lost through the sub -grade basement slab and the crawl space floor. Note that the floor
above the basement is not insulated; it is between two portions of conditioned space, so is not
considered a heat loss/gain component.
• Floor: 20P (Floor Over Exterior, Carpet + R-30): Standard component
• Windows: Double Pane Low E Vinyl: Non-standard component: these high performance windows
have whole -unit characteristics averaging at U=0.33 (insulating value); SHGC=0.33 (solar heat
gain coefficient). Custom inputs are required for these windows, to ensure that the characteristics
are correct.
• People load: Occupants are added proportional to bedrooms: it is the number of bedrooms
multiplied by two. People loads are considered 300 Btu/hr sensible, 230 Btu/hr latent. As an
example, a three-bedroom house would have 6 people; distributed with 2 in the master bedroom,
2 in the living room, and 2 in the dining room or nook. A four-bedroom house would have 8
people: 2, 3, and 3, in the rooms as above.
• Equipment Toad: Kitchen loads are simulated with the addition of 1200 Btu/hr sensible load.
Dryer and mechanical equipment loading is added to the laundry room, at 600 Btu/hr sensible.
• Lighting Load: Heat gain due to lights is not typically explicitly counted in Manual J; the load is
low enough that it falls within the estimates of a typical load calculation. In addition, high lighting
loads are typically not coincident with peak cooling loads (i.e., summer afternoons). However, if
there will be significant, high -cycle lighting loads, they should be accounted for. For instance, a
model that has many can lights that are on 24 hours a day will require more cooling.
• Ductwork load: With the ductwork within the conditioned space, ductwork losses go to zero.

• Infiltration: The Building America Program requires an airtightness standard of 2.5 square inches
• of leakage area per 100 sf of envelope, as verified by a blower door test.
In Manual J, infiltration is measured as an ACH (air changes per hour) number. Instead of
specifying based on Table 5 (Infiltration Evaluation—"Best", "Average," and "Poor"), we are
specifying 0.1 ACH, both winter and summer. This is roughly equivalent to operating infiltration in
houses with measured Building America tightness; this has been verified with tracer gas field
measurements with multiple climates and construction types.
• Ventilation: Ventilation load is calculated by taking the target flow (7.5 CFM per person) and
doubling it, both winter and summer. This is done to reflect worst-case intermittent loading from
to the supply -only system with the AirCycler controller. Therefore, a 3 bedroom house should be
run at 80 CFM (2 people in master bedroom plus 2 bedrooms), a 4 bedroom house at 100 CFM.
Note that the combination of our infiltration and ventilation specifications is a conservative
estimate. It has the ventilation system running at maximum airflow, plus infiltration occurring. The
supply -only system would put the house under positive pressure, so under typical conditions, air
change would occur only through the ventilation system.
• Latent Load: Note that latent load is specifically calculated from the people load and
ventilation/infiltration loads. The old "30% latent load" rule of thumb is an overestimate, especially
in a dry climate such as Glenwood Springs. Furthermore, this estimate is not very logical—
increasing the number of windows would raise the latent load in the calculations, which does not
reflect what is really going on. The lack of a latent load in CO (note the latent loads are negative)
allows applying half of the additional latent capacity to satisfy the sensible load.
From these characteristics, the load calculations are as follows for the floor plans evaluated:
