MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor maybe required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been.provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. if you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.

Plans to be included for a Building Permit, must be on drafting paper at Least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?,
Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 106.3.1
(7.) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision
final plat shall be prepared by a licensed surveyor and have the surveyors signature and
professional stamp on the drawing. Any structure to be built within a building envelope
of a lot shown on a recorded subdivision plat, shall include a copy of the building
envelope as it is shown on the final plat with the proposed structure located within the
envelope.

Delays in issuing the permit are to be expected. Work may not proceed without the issuance of a
permit. If it is determined by the Building Official that additional information is necessary to review

I hope this finds you well and prospering!
Our addition was built and completed in 1999. Enclosed please find a copy of an
engineer's report and the electrical permit. You have all the other papers in your office
already: 2 sets of plans 18"x24", and the original of both the electrical permit and
engineer's report, as well as the questionnaire thing I had to f ll out.
My husband and I are trying to get it permitted and obtain a Certificate of Occupancy.
I am concerned about the time factor as neither my husband nor I are in perfect health. I
was concerned that at some point one of us would have to do this alone.
We would be so appreciative if there was any way possible that we could get the Plan
Review and permit quickly. We know it is asking a lot.
We would be so grateful for anything you can do to speed things along. Please let us
know if there is anything we need to do.

On August 26, 2004 I inspected the 16 foot by 33 foot addition to your home which was done
approximately 6 years ago. This inspection was at your request.
Due to the completed nature of the house it was not possible to make an on sight inspection
without destroying portions of the house. Mr. Williams provided some of the information as
well as photos.
The interior dry walls did not show any distress of differential settling. This would be evident by
cracks radiating from the corners of the windows and doors.
Information on the foundation, as well as photos, were provided by Mr. Williams. Namely the
width of the footer of 16 inches and 3 feet in depth. Using this information the soil pressure is
1347 pound per square foot. This is based on the existing dead load and the 40 pounds per
square foot snow load required by Garfield County.
The floor joists are 2''x6" on 16 inch centers and are 3 to 4 inches above the old patio and the
concrete slab poured with the foundation. Mr. Williams advised that the floor joists were
supported at mid span, which was verified by being able to see the floor joists from the crawl
space access. With out the mid point support, the floor joists would need to be 2"x8" on 16 inch
centers. With the support at mid span the floor joists could have been 2"x4" on 16 inch centers.
The headers over the windows and doors on the ends of the addition were calculated to require
one 2"x8". Mr. Williams advises that the headers consist of two 2"x12". It is evident that the
headers are more than adequate.
From my experience, which is around Battlement Mesa, the allowable soil pressure ranges from
1,000 pounds per square foot to 2,500 pounds per square foot. The allowable soil pressure for
the William's residence is not known but may be available from the original building permit.
The 1347 pounds per square foot is probably in a safe range, however, if a snowstorm exceeds 3
