The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

(C.O.) IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE

MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of
15 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the Location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? SIopes of 30%
or more on properties must be show on site plan. NOTE: 106.3.1 (7.) Any site plan for
the placement of any portion of a structure within 50 ft. of a property line and not within
a previously surveyed building envelope on a subdivision final plat shall be prepared by a
licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final with the proposed structure located within the envelope.

structure that was recently damaged by a fire. The intent of the observation was to
discuss the proposed replacement project.
The existing one story building is approximately 15 to 20 years old and is
constructed of poured concrete foundations, concrete masonry block walls and
prefabricated wood roof trusses. The North portion of the building was the location
of the fire and the damaged roof trusses had already been removed. The South
portion of the building is an Office space and is separated from the North space with
a CMU wall. No damage was reported in the Southern area of the building. There
are areas of smoke stains visible on the interior of some of the CMU walls in the
North area. The existing CMU wall is cracked on each side of the West Door
opening. The crack appears to have been caused by fire and the resulting
movements and demolition of the damaged roof. No other cracking was observed in
the existing West wall of the Southern portion of the building. Bracing was in place
for the unsupported CMU walls.
The demolition Contractor was in the process of removing the masonry wall above
the Main Door on the West wall. The damaged area between the cracks will be
removed and replaced, including the steel and CMU lintel over the door. The
existing CMU bond beam on the top of the wall will also be replaced if it is found to
be damaged.
1 was told that a Masonry Design/Build Contractor experienced with evaluation and
repair of fire damaged CMU buildings had been hired to reconstruct the damaged
portions of the building. A General Contractor had also been hired to provide the
reconstructed roof and complete the building.
The New Roof Trusses shall be designed for a Top Chord Live Load of 40 PSF, a
Top Chord Dead Load of 15 PSF, a Bottom Chord Dead Load of 10 PSF, and a 1.0
Duration Load Factor. The profile and dimensions of the trusses shall match the
previous trusses and shall be field verified. Shop drawings shall be prepared and
submitted for approval. Truss hold downs (H2.5 minimum) shall be installed at each
truss bearing. Bracing and additional framing shall be installed as recommended by
the truss manufacturer.
The existing top of the CMU wall shall be repaired and replaced to match the existing
conditions. A 2 x 6 (minimum) x continuous redwood sill plate with '/z"%%C x 8" *i
anchor bolts @ 32" O.C. shall be installed. If existing anchor bolts are missing or
damaged, new '/z"%%C x 8" epoxy grouted bolts shall be drilled and installed.
Pressure treated wood may be used for the sill plate if the wood type is non-
corrosive to metal attachment plates and anchor bolts, or if non -corrosive finishes
are provided on the metal plates and bolts.
The existing CMU walls shall be reviewed and evaluated for damage by a
Design/Build Masonry Contractor qualified in reconstruction of fire damaged CMU
buildings. Any areas of cracked, damaged, or bumed block shall be removed and
replaced. Vertical reinforcing bar shall be replaced if found to be missing or
damaged. New #5 rebars shall be drilled and epoxy grouted 8" (minimum) into the
existing cells. Horizontal bond beams shall be installed at 4'-0 on center full height of
the reconstructed wall. Bond beams shall be reinforced with (2) #5 x continuous
(minimum). Hook bars shall be added to make bars continuous around comers.
Horizontal joint reinforcing shall be installed @ 16" O.C. full height. The Lintel over
the Main West Door shall be replaced with a structural lintel provided by the
Design/build Contractor.
In conclusion, the existing structure was damaged by a fire. The roof framing will be
completely replaced as noted above. The CMU walls appear to have been partially
damaged. The CMU will be evaluated by a qualified Design/Build Contractor and
areas that are found to be damaged will be removed. Replacement of CMU will be
as indicated above. All structural conditions are assumed and are to be field verified
by the Contractor prior to construction.
