CONDITIONS:
1. All installation must comply with all requirements of the Colorado State Board of Health Individual Sewage Disposal Systems Chapter
25, Article 10 C.R.S. 1973, Revised 1984.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements. Con-
nection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a violation or a
requirement of the permit and cause for both legal action and revocation of the permit.
3. Any person who constructs, alters, or installs an individual sewage disposal system in a manner which involves a knowing and material
variation from the terms or specifications contained in the application of permit commits a Class 1. Petty Offense ($500.00 fine —6
months in jail or both).

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of
15 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. NOTE: 106.3.1 (7.) Any site plan for
the placement of any portion of a structure within 50 ft. of a property line and not within
a previously surveyed building envelope on a subdivision final plat shall be prepared by a
licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the finalyJat with the proposed structure located within the envelope.

RE: Special Use Permit request for Industrial Support Facilities which includes Warehouse
Facilities /Staging Areas and Storage Areas in the Resource Lands (Gentle Slopes /Lower
Valley Floor) zone district
Dear Douglas and Beverly,
As you are aware, on Monday, June 7, 2004, the Board of County Commissioners approved your
request for a Special Use Permit with the following conditions:
1) That all representations of the applicant, either within the application or stated at the hearing
before the Board of County Commissioners, shall be considered conditions of approval.
2) All lighting installed at the property shall be directed downward and inward towards the
interior of the site.
3) The Applicant shall incorporate a bathroom into the building plans for the main warehouse
building. In addition, the Applicant shall obtain an Individual Septic Disposal System (ISDS)
permit to handle the wastewater generated from the bathroom uses as well as water generated
from the well.
4) The Applicant shall construct an eight -foot sight -obscuring fence to enclose a portion of the
site as shown on the site plan and approved by the Board. The Applicant shall obtain a
building permit for all fencing over 6 feet in height.
5) The Applicant shall construct a 2,500 gallon water storage tank in conjunction with the
commercial well which shall store water to be used in the event of a fire at the facility and to
prevent the spread of a wild land fire event. This water tank can serve as water supply for
purposes at the main shop building as well as for fire protection. It shall be of a design that
has been approved by the Grand Valley Fire Protection District that allows them proper
access. The Applicant shall also consult with the County Building Department to determine if
the tank design requires a building permit.
6) No welding or cutting (open flame) operations shall occur inside the main building.
7) The Applicant intends to have three diesel fuel tanks (one 1,000 gallon, and two 500 gallon
tanks) on the property. These tanks shall be constructed in the location as proposed on the
site plan. Further, the Applicant shall present the Planning Staff with a "spill control and
secondary containment system" plan that has been approved by the Grand Valley Fire
Protection District. The Applicant shall post "No Smoking" signs in the storage and
dispensing area and shall locate at least one 201b ABC Dry Chemical Fire Extinguisher within
50 feet of the tanks.
8) That the Applicant obtains all necessary building permits and inspections consistent with the
adopted rules and regulations of Garfield County for all development within the proposed
area.
9) If any further expansion of the use is attempted / requested, the Applicant shall readdress the
proposal and obtain the necessary approvals from the Board of County Commissioners.
10) That all noise generated from the property shall not exceed the accepted maximum levels set
forth in the Colorado Revised Statutes.
11) In the event the proposed use is discontinued / terminated, the Applicant shall rehabilitate the
disturbed areas by reseeding with a dry land pasture mix, and spraying and mowing of noxious
weeds to the satisfaction of the County Vegetation Manager.
12) It appears that an adequate legal water supply for the proposed use can be obtained with a
proper permit from the state. No Special Use permit shall be issued until a commercial well
permit has been issued to the property and presented to the Building and Planning
Department.
As I noted after the hearing, I will send you a Resolution of approval for your Special Use Permit that
will also contain these conditions of approval. The purpose of the Resolution is to memorialize the
action taken by the Board regarding your request which will be a recorded document located in the
County Clerk and Recorder's Office. Once you have satisfies all the conditions, this office will issue
your Special Use Permit.
Please note, Section 9.01.05 of the Zoning Resolution of 1978, as amended refers to the "Expiration"
of Special Use Permits in the following way: "A permit shall be valid for a period of one hundred
twenty (120) days from the date of issuance thereof unless construction or use has commenced
thereunder; and if construction or use has not commenced within this specified period, the permit
shall expire. The County Commissioners may extend the expiration date of any permit."

WHEREAS, the Board of County Commissioners of Garfield County, Colorado,
received a Special Use Permit (SUP) request for a "an Industrial Support Facility which
includes Warehouse / Staging Facilities" submitted by Douglas and Beverly Teter to 1)
construct a 60' x 80' building to store tools, materials, and shop supplies, 2) park and
store a variety of large machinery and heavy trucks (2 tandem axle gravel trucks, 2 winch
trucks, 2 backhoes, 4 trailers, 1 trencher, 5 roustabout crew trucks, and 6 80bbl vac/ water
trucks.) provide support service to gas and oil companies during well drilling operations
followed by on-going maintenance at the drill sites; and
WHEREAS, the subject property contains approximately 35 acres, is located in
the SE 1/4 of the NW '''44, the NE '% of the SW '% , the SE '/4 of the SW '/4 and Lot 2 of
Section 25 in Township 6 South, Range 95 West of the 6ih PM and is practically located
off of State Highway 6, just west of the I-70 Interchange at Rulison, Colorado in the
Resource Lands (Gentle Slopes / Lower Valley Floor) zone district; and

WHEREAS, the Board of County Commissioners opened a public hearing on the
5th day of April, 2004 and continued the public hearing to June 7'h, 2004 upon the
question of whether the above-described SUP should be granted or denied, during which
hearing the public and interested persons were given the opportunity to express their
opinions regarding the issuance of said SUP; and
WHEREAS, the Board of' County Commissioners closed the public hearing on the
7th day of June, 2004 to make a final decision; and
WHEREAS, the Board of County Commissioners on the basis of substantial
competent evidence produced at the aforementioned hearing, has made the following
determination of facts:
1. That proper publication, public notice, and posting was provided as required by law
for the hearings before the Board of County Commissioners.
2. That the public hearing before Board of County Commissioners was extensive and
complete; all pertinent facts, matters and issues were submitted; and that all interested
parties were heard at those hearings.
3. The proposed special use permit conforms to Sections 3.10.04, 5.03, and 5.03.07 and
5.03.08 of the Garfield County Zoning Resolution of 1978, as amended.
4. The proposed use is in the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Garfield County, Colorado, that based on determination of facts set
forth above, the SUP request for an "Industrial Support Facility which includes
Warehouse / Staging Facilities" is approved with the following conditions:

1 have spoken with Mrs- Beverly Teter since 1 kke reviewed this project and now have a clearer
picture as to what the int* of this special use permit is for. The Caand Valley Fire Protection
District therefore submits the folowiiw fire protection plan requirements.
o It was first assumed that the site was to be where the current operations are
located, i c. next to the river However, it is now clear that the location is north of
1-70 and west of the Rrdison interchange. It assured that the Type of
Constructs will be "Type V -N and therefore will require a miwr.nn fire flow of'
1,750 Am or a duration of 2 hours. The total stored water supply for this facility,
as requi by the UFC is therefore 210,000 salons of water. The District realizes
that this ty is not for continuous habitation and the intended use is for a
relatively risk function, and therefore will not require the total required water
supply

I am working on a plan review and got a copy of your recommendations that where part of the SUP for this property. I ended up
calling the repair garage an H-4 to allow open flames for welding in the shop. The area is less than 3000 s.f.. As per Sec
904.2.6.2 a sprinkler system is not required. My thoughts are that in the dead of winter with the wind blowing, they will be
welding inside. As long as they follow Articles 29 and 49, do you have any concems with this approach?
