Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. 1 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 1063.1 (7.) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. A tenant has advised us that this work was accomplished, without a building permit, in the recent past. It is a violation of Colorado Revised Statutes 30-28-205 & 210, Uniform Building Code as adopted by Garfield County zoning resolution of 1978, to perform this work without a permit. In a subsequent telephone conversation with your department, he was told that it would be helpful if he arranged to have an architect go and look at the situation and provide a written report on what was constructed. Casey is an acquaintance of mine and he called and asked if I would help him with this. I visited the site on June 4th and made the following observations: 1. The addition appears to be well constructed, plumb and level to the eye and with no visible cracks in the interior drywall or exterior stucco finish. 2. There is a portion of the addition that has an inaccessible crawlspace that is not ventilated. I recommend this be ventilated. 3. Casey described the structural components but since they have been covered up it is impossible to verify this information. 4. 1 am not qualified to inspect the electrical work and recommend a licensed electrician review the project. 5. The building element to be zeviewedis a recent kitchen addition to the south Roof fronting fs-reported as 2 x 8 sloped rafters, spaced 20 -inches on center, spanning 6'-6" from wall to ridge. The ridge beam is a 31 /r x 101/2" CluLan, spanning 123". The titchest floor is observed as 2 x 8 joists spaced 16-inches,12'-3". Note that these joists span north/ south from the previous foundation new foundation, only at the excavated portion of the kitchen crawlspace. The rest of the kitchen floor area appears to be placed on flinch tall sleepers aver a concrete slab. It is assumed that this concrete slab was once an exterior slab on grade patio. The foundation is observed as 8-inclhQ4tJ blodcoa canasta spread footings. Chepkirtg the footing width at one point by measuring the lip at the crawlspace, finds an approximate 12 -inch footing width, assumed to be typical everywhere. foundation depth is about 36 -mnemes below joists. The floor joists also meet code stress criteria, with a design deflection greater than this office recommends. However, this design deflection does meet code requiaeatents, and is acceptable. The wood sleepers that support the kitchen floor to the concrete slab are observed as riot pressure treated material.. The code intent for wood against concrete to be presipre treated, is to avoid future wood rot where an increased chance of water conditions exist If no water conditions actor at that area, the concern for future wood rot is removed. During my observation visit, conditions below the kitchen addition_ were found to be very dry. Existing ventilation was noted at this crawl/Tam. page 2 of 2 Recommendations The following steps are recommended: 1) Take steps to assure continued dry conditions remain at the kitchen througharawbA a tor -the auvhsp�conditions p�� y 2) Assure continued ventilation of the aawlspacs by keeping the tents open and enblocked. My initial 1-28-05 report regarding my 12-1-04 visit is to be used in conjunction with this report. No warranty or guarantee is expressed or implied in this report with respect to the structural components or the integrity of the building. No structural reports or construction documents have been provided for review. This report is limited to observed construction concerns only. Our services do not include determining the presence, prevention, or the possibility of mold or other biological contaminants to develop. Refer to prior report for description of building construction. The kitchen roof rafters were reported as 2x8 spaced 20 -inches on center, spanning 6'-6". The kitchen roof ridge was indicated as 31/8" x 101/2" QuLam, spanning 12'-3". A section of finish ceiling has now been opened for view of the roof framing, and this system is now verified. I had the opportunity to review construction photos on this visit. From this review concrete footings are observed as approximately 14 -inches wide, with longitudinal reinforcing steel and vertical dowels. Concrete masonry walls are also observed with vertical reinforcing spaced 32 -inches on center. With respect to building insulation, a wall opening and a ceiling opening was provided for view on this visit. The ceiling was observed to be filled with 8 -inch batt insulation. The CMU wall was observed to have cores filled with perlight loose insulation, plus 2 -inch batt insulation over the inside face. Refer to the conclusion section of my prior report for load and material criteria, and expected performance. The CMU walls with observed reinforcing are also considered as acceptable. The observed footings will result in soil pressures below 1000 psf. While no information is available for these soil capacities, this pressure is considered low and typically acceptable. This area is expected to be on river gravels, with a much higher capacity. For new construction in this area, this office would assume a soil capacity of 2000 to 3000 psf. This office does not provide geotechnical values. Note that it is standard practice for the engineering profession to allow for selected observations to be representative of complete systems. The engineer shall not be liable for any performance concerns arising from any deviation from that system, where not observed. Recommendations Follow the recommendations of my prior report. As concluded in the prior report, with attention to the items discussed herein and to normal maintenance, it is reasonable to assume that this structure can be expected to continue to perform with -out concern.
