As you will recall, on Wednesday, October 10, 2007, the Planning Commission unanimously approved the request to construct a 600,000 gallon water tank (also referred to as a public structure I utility) for the Town of Silt's water storage needs pursuant to C.R.S. § 30-28-110. This approval was provided with one condition as follows: 1. That the Town of Silt shall be required to negotiate a proper easement through Lot 7 of the Sunrise Subdivision and make improvements adequate to convey released water from the tanks so as to not adversely impact Lot 7. Additionally, the Town of Silt shall be required to work with the Connty Road and Bridge Department such that any released water does not adversely affect the Connty road system. When revi,ewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building constmction. The owner or contractor shall be required to provide this infonnation before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall stnds and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be retnrned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the. proposed structnre, additisms or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed stmcture prepared by a licensed surveyor and has the surveyors signatnre and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signatnre and professional stamp on the drawing. Any stru.cture to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. I spoke with Jeff Kerr earlier today and also left a voicemail tor you before that. In response to my question about what regulations we need to comply with, Jeff stated 2003 IBC Section 105 requires permits and as only tanks < 5000 gal are excluded, we need a building permit. Also, CRS 30-28-110 (below) requires Planning Commission approval. Please respond to the following: • Are there specific sections of the GarCo code we need to comply with? • Can this email serve as our request to be on the agenda tor the next PC mtg? For what it's worth, Asian Construction has obtained a GarCo Grading Permit for the excavation work associated with this tank and they will be complete within the next few weeks. Their portion (which excludes the tank) will have cost over $300,000. Given the project status and fast approaching winter conditions, it is extremely important for us to be heard sooner rather than later. We conducted this investigation to evaluate the site and subsurface conditions below the proposed tank and in the area of the proposed excavation in order to develop geotechnical engineering recommendations for the proposed construction. Our report was prepared from data developed from our field exploration, laboratory testing, site observations, engineering analysis, and our engineering experience. The recommendations contained in the report were developed based on the currently planned construction. We should be informed if construction plans change so that we can provide geotechnical engineering input and check that our recommendations are appropriate. SITE CONDITIONS The proposed location for the new water tank is east of the existing 150,000 gallon water tank in the Water Tank Common Area of the Sunrise Subdivision in Silt, Colorado. The existing water tank is located on a bench cut into the northwest side of the topographic knob. The new tank is proposed east of the existing tank. Natural slope grades are about 20 to 50 percent up to the south and east in the area of the new tank. Slopes outside of the excavation for the new tank are about 15 to 20 percent and rise to an elevation about 34 feet above the existing tank (see Figure 1). An existing cut slope adjacent to the existing tank is about 50 percent (2 to 1, horizontal to vertical). The site is vegetated with juniper and pinion trees and native grasses and shrubs. PROPOSED CONSTRUCTION We understand that the water tank will be a steel structure with a capacity of about 600,000 gallons. The tank diameter will be about 66 feet and the height will be about 30 feet. The base of the tank is planned near elevation 5860 feet. The tank will TOWN OF SILT SUNRISE WATER TANK PROJECT NO. We expect a ring footing foundation for the tank. The tank will not be buried after construction is completed and an access road will be constructed around the tank. SUBSURFACE CONDITIONS Subsurface conditions were investigated by drilling four exploratory borings (TH-1 through TH-4). Borings were drilled at the approximate locations shown on Figure 1 with 4-inch diameter, solid-stem auger and a track-mounted drill rig. Drilling operations were directed by our laboratory/field manager who logged the soils encountered in the borings and obtained samples for testing in our laboratory. Graphic logs of the soils found in our exploratory borings are shown on Figure 2. Our exploratory borings encountered nil to 3 inches of clayey sand "topsoil" over 2 to 4 feet of weathered sandstone and sand or sandy clay underlain by sandstone bedrock. Some interbedded claystone was encountered in the sandstone. Observations during drilling and results of field penetration resistance tests indicated the clays were medium stiff, the weathered sandstone and sand were medium dense, and the sandstone and claystone were hard to very hard. Practical auger refusal occurred in our borings TH-2 and TH-3 at depths of 18 and 10 feet, respectively, in the sandstone. Borings were backfilled immediately after exploratory drilling or left open to allow for future measurements of water levels. Ground water was not present in TH-1 when checked 6 days after drilling. Observation of a sandstone outcropping west of the existing tank indicate the bedding dips down about 18 degrees to the southwest at about 60 degrees west of magnetic south. The USGS Geological Map of the Silt Quadrangle (Shroba and Scott, 2001) indicates the sandstone dips between 12 and 18 degrees down to the southwest in the area. Two samples of the sandstone tested had 28 and 37 percent silt and clay sized particles (passing the No. 200 sieve). One sample of the claystone had 66 percent silt and clay sized particles. Reports\GS04930 125 R1.doc compression when wetted under a load of 1,000 psf. Our laboratory test results are summarized on Table I. EARTHWORK Excavations Excavation for the water tank will be predominantly in the sandstone bedrock. The sandstone will likely be encountered within 2 to 3 feet ofthe ground surface in the area of the water tank. Excavations that extend into the sandstone bedrock will likely require pneumatic hammer attachments or blasting. The clays, sands, and weathered sandstone will classify as Type B or Type C soils based on Occupation Safety and Health Administration (OSHA) standards governing excavations. The sandstone bedrock will likely classify as stable rock, except in areas where a high degree offracturing and/or unfavorable bedding planes result in a Type A classification. Temporary slopes should be no steeper than 1 to 1 (horizontal to vertical) in Type B soils and 1.5 to 1 (horizontal to vertical) in Type C soils according to OSHA requirements. Based on the currently anticipated construction, excavations for the tank will not penetrate the free ground water table. We recommend sloping excavations to gravity discharges. Permanent Slopes Excavations for the water tank will require cuts into the natural slope of about 20 feet. Based on our limited observation of one bedrock outcropping, and geologic mapping strike and dip is generally favorable for the proposed excavation stability to the south and southeast of the proposed tank. Cut slopes into the hillside directly east of the water tank may exhibit minor wasting of the sandstone where the strike and dip is unfavorable. Performance of these slopes would likely be improved by TOWN OF SILT SUNRISE WATER TANK PROJECT NO. G$04930·125 S:\GS04930.000\125\2. Rcports\GS04930 125 R1.doc 3 reducing the cut slope to 1 to 1 (horizontal to vertical) or flatter. In our opinion, permanent cuts can be constructed without retention, provided erosion protection is present and final cut slopes are no steeper than shown in TABLE A below. TABLE A Maximum Slope Inclination for Final Cut Slopes Overburden Soils or Weathered Sandstone Sandstone 2 to 1 0.5 to 1 Cut slopes that are steeper than recommended will likely require slope retention. Bedrock conditions will need to be evaluated during construction. Slopes in overburden soils and weathered sandstone should be re-vegetated as soon as possible after excavation. Limiting the amount of moisture introduced to the access road subgrade materials is important to reduce rutting and to achieve good performance of the tank foundation. The ground surface adjacent to the roads should be graded to provide for rapid runoff of surface water away from the roads. We recommend constructing a drainage ditch on the uphill side of the access road to direct runoff Structural Fill Structural fill may be used in a gravel filled steel ring foundation system. We expect that excavation of the sandstone at the tank location will result in a rough surface. Structural fill may be required as a leveling course. It may be feasible to use the broken-down sandstone free of particles larger than 4 inches as structural fill. Alternatively, an AASHTO Class 6 aggregate base course or similar soil can be imported for use as structural fill. Structural fill should be placed in loose lifts of 10 inches thick or less, moisture-treated to within 2 percent of optimum moisture-content TOWN OF SILT SUNRISE WATER TANK PROJECT NO. Water required to increase the structural fill soil moisture content to the specified moisture content should be uniformly mixed into the fill soil prior to compaction. The actual thickness of fill lift that can be properly compacted will depend on the type of compaction equipment. In order for the procedure to perform properly, close control of structural fill placement to specifications is required. Our representative should observe placement and check compaction and moisture content of the structural fill. Backfill Proper placement and compaction of backfill adjacent to foundations is important to reduce infiltration of surface water. The on-site soils can be used as backfill, provided they are free of rocks larger than 6 inches in diameter, organics and debris. Backfill soil should be placed in loose lifts of 10 inches thick or less, moisture-treated to within 2 percent of optimum moisture content and compacted to at least 95 percent of standard Proctor (ASTM D 698) maximum dry density. We recommend that density and moisture content of backfill be checked during placement. The top 1 to 2 feet of backfill should consist of a clay soil to limit infiltration and wetting of the bedrock at the foundation elevation. FOUNDATION We understand that the steel water tank will be constructed on a reinforced concrete ring footing or a gravel filled steel ring foundation system. The tank load would likely be distributed over the entire tank footprint. We expect a total load of about 2,000 psf or less. The footing should be supported on the undisturbed sandstone bedrock. Our representative should observe the completed foundation excavation to confirm that the sandstone is exposed and suitable for support of the designed footings. If necessary, a leveling course of densely-compacted, structural fill can be used. Recommendations in the Structural Fill section should be followed for the leveling course. Our experience indicates that a footing designed as recommended will experience total differential movement of less than 1 inch. The TOWN OF SILT SUNRISE WATER TANK PROJECT NO. The foundation should be supported by the undisturbed, sandstone bedrock or densely compacted, structural fill. Bedrock and structural fill loosened during the forming process for the footings should be removed or re-compacted prior to placing concrete 2. The footing should be designed for a maximum soil bearing pressure of 4,000 psf. 3. The footing should have a minimum width of at least 16 inches. 4. The footing should be well reinforced to span undisclosed loose soil pockets. We recommend reinforcement sufficient to span an unsupported distance of at least 10 feet. 5. The soils under the footing should be protected from freezing. We recommend the bottom of footing be constructed at a depth of at least 36 inches below finished exterior grades. The Silt building department should be consulted to verify the required frost protection depth. SURFACE DRAINAGE Limiting the amount of moisture introduced to the subsoils will be critical to performance of the structure. The ground surface surrounding the exterior of the tank should be sloped to convey surface water away from the structure. We recommend providing a slope of at least 6 inches in the first 5 feet away from the tank. Backfill adjacent to the foundation should be placed and compacted as described in the Backfill section. LIMITATIONS Our exploratory borings were located to obtain a reasonably accurate picture of the subsurface. THE FIRST SAMPLE WAS FROM UNITED PAVING IN RIFLE AND CONTAINED 48 PERCENT PLUS 3/41NCH ROCK. THE SECOND SAMPLE WAS FROM SILT SAND AND GRAVEL. THE SAMPLE CONTAINED 41 PERCENT PLUS 3/4 INCH ROCK. BOTH SAMPLES ARE SUITABLE AS STRUCTURAL FILL FOR THIS PROJECT. HOWEVER, IN PLACE DENSITY TESTING CAN NOT BE PERFORMED DUE TO THE LARGE PERCENTAGE OF PLUS 3/4 INCH ROCK. WE RECOMMEND REMOVAL OF THE SILTY CLAY SOIL ALONG THE NORTH EDGE OF THE PLANNED TANK AND THE ADJACENT DRIVE. A ring wall footing doweled into the sandstone bedrock may have a width of 12 inches. A friction factor of 0.4 may be used to calculate sliding resistance between the sandstone bedrock and concrete. A passive earth pressure of 300 pcf may be assumed in compacted backfill that will not be excavated in the future. As allowed by Section 1805.2.1 of the 2003 International Building Code, the foundation may be erected on solid rock (the sandstone) as an alternative to providing 36 inches offrost protection depth. We recommend providing at least 18 inches of depth. Backfill placed adjacent to the foundation should be placed and compacted as described in our report. In addition backfill should consist of a clay soil to prevent surface water infiltration and potential freezing of water between the foundation and the sandstone.
