I. RELATIONSHIP TO TI{E COMPREHENSIVE PLAN
The subject property is located in District C - Rural Areas Minor Environmental
Constraints as shown on the Garheld County Comprehensive Plan Management
Districts Map.
II.DESCRIPTION OF TIIE PROPOSAL

A. Site Descrintion: The property is bound on the south by Riverbend Drive, and
on the north by County Road 335. Porl.ions of the Riverbend Subdivision
border the property on the west, south, and east. Adjacent densities of the
Riverbend project range from 0.4 1o2.0 acldu. Access to the site is provided via
County Road 335, as well as Riverbend Avenue. A vicinity mapind site plan
are attached. The applicant's cover letter is shown on pug"'-l'?--.
The property gently slopes from north to south, with elevations ranging from
5,840 feet on a knoll at the north end, to approximately 5,640 feet near the

southern property line. Theproperty includes asingle-family house that appears
to sit on Lot 3 of the proposed subdivision.
The applicants are proposing to split the 12.40 acre parcel into three parcels of
approximately 3.53, 4.45 and 4.42 acres in size. Central water is proposed for
all three parcels from the Riverbend Water Association. Lot 3 would be served
by central sewer from the Association, and Lots I anrJZ would use ISDS.
III. STAFT? COMMEN'IS
Soils/Tonography: Based on Soil Conservation Service (SCS) profiles, the site
may have signihcant constraints for ISDS. Depending on site-specific
percolation tests, it may be advisable to tie-in all lots to the Riverbend sewer
system. Slopes should not present serious constraints to development of single-
family units on the site.
Roads/Access: Lots I and 2 would access the site from via an "access easentent"
from County Road 335. A 30 toot ROW is consistent with County standards
forsemi-primitive access(Lot 3 would utilize Riverbend Drive). Thiseasement
will have to be improved to County road standards, which would require it to
be a publicly dedicated road, not an "easement" as depicted on the site plan.
Fire Protection: The Burning Mountains Fire Protection pistrict has reviewed
the project, and is requesting no conditions (see pug" l? \.

l. Division of Water Resources: The Division has noted that insufficient
information has been submitted to the State, and has requested additional
submittals. Staff suggests that all these materials be submitted at Preliminary
Pian lsee lerter on pug"slo,Zf.
Colorado Delartment of Health. CDOH suggests that all lots be
connected to the adjacent Riverbend central sewer syslem, particularly
in light of pending expansion proposals (see page e e ).
F The Sketch Plan process is purely informational. Completion of the Sketch Plan
process does not constitute approval of the proposed plan.
The Sketch Plan comments shall be valid for a period not to exceed one (1) year
from the date of the Planning Commission review. lf a Preliminary Plan for the
proposed subdivision is not presented to the Garfield County Planning
Commission within this period, the applicant shall submit an updated Sketch
Plan application to the Planning Division for review and comparison with the
original application.

Dear Dave:
We have received the subject sketch plan and have the following comments:
This project is inrmediately adjacent to Riverbend Subdivision. Ihe project proposes to utilize
onsite Individual Sewage Disposal Systerns for wastewater disposal. We have received and are
currently evaluating a proposal fiom Steve Boat to upgrade and expand the wastewater trentment
presently serving Riverbend Subdivision. Mr. Boat has expressed his willingness to allow others to
utilize his wastewater treatment plant in ordcr " to serve everyone's best interests."
We strongly recorunend that these lots be required to tie into the Riverbend wastewater treatment
facility.
