As requested, we reviewed the referenced report by HP Geotech.

Based on our review, the tensioning elongations of the post -tensioning cables were all reported to be
measured within the variances noted on the plans for each cable with the exception of two cable elongations
that appear to be appreciably out of expected allowances: cables A and B. The comparison for the
elongations for these cables appear to have been based on the original issue of the plans, dated November 24,
2014. The plans were reissued on January 15, 2015, correcting the expected elongations for these two cables.
All of the reported cable lengths are in general conformance with the elongations required in the reissued
plans.
The scope of our review is limited to the items listed above.
