The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL MI THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Estates, County Road 100, Carbondale, Colorado
Dear Mr. Weinberg:
As requested, we met with you, Janet Lightfoot, Greg Register, Tom Zancanella, Steve
Thompson and Greg Motz with Sunlcing, Leslie Hope and Tom Carter of High Country
Engineering and Steve Vasilakis of M&M Construction. The purpose of the meeting was
to discuss options regarding construction with the high groundwater at the site.
Tom Zancanella stated that cut off trenches and other large area dewatering methods
would be impractical at this site due to the vast amount of water that would need to be
drained or pumped in order to lower the current shallow water table a few feet. Leslie
Hope stated that within the next couple of weeks the irrigation water diversion ditches
would be completed which may help reduce the surface inigaiion water impacts within
the building areas.
We recommend slab -on -grade be used for the main floor construction. The slabs should
be elevated to at least 2 feet. above expected high groundwater level which is probably
close to the ground surface. Below grade areas such as basements and crawlspaces should
be avoided. Building areas should be excavated down to the alluvial gravels and
backfilled to design footing/slab subgrade with compacted minus 4 inch sand and gravel
or screened rock wrapped in filter fabric. Temporary dewatering of the excavation may
be possible by pumping from sumps excavated just outside the building area. The volume
of water that would need to be pumped out of a single home excavation to lower the water
table a few feet is not known. Footings bearing on the natural gravel or compacted
structural fill can be designed for a soil bearing pressure of 3,000 psf.
We recommended to Steve Thompson during the field reconnaissance that it may be
feasible to place the residences on monolithic, thickened slabs bearing on the natural
gravel or upper fine-grained soil. There would be a risk of long term settlement in the
deeper clay soil areas but much of the excavation and backfill below groundwater level
could be avoided. The slabs could be conventionally reinforced or post -tensioned. We

expect the edges would be turned down to about 18 inches below grade and rigid foam
insulation could be placed on the outside of the slabs for frost protection. The monolithic
slabs should be designed for a maximum soil bearing pressure of 1,404 psf. The
unconfined compressive strength of the upper fine-grained soils at the site is estimated to
be about 1,000 psf. The plasticity index of the clay soils was measured to be 17%.
