In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include afloor lan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finishgrade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H.
windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 106.3.1
(7.) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision
final plat shall be prepared by a licensed surveyor and have the surveyors signature and
professional stamp on the drawing. Any structure to be built within a building envelope
of a lot shown on a recorded subdivision plat, shall include a copy of the building
envelope as it is shown on the final plat with the proposed structure located within the

At your request, a limited structural inspection of the above property was performed on
October 1, 2004. The report that follows has been prepared based on that inspection. The
inspection was performed by and report written by Suzanne M. Kupelian, P.E. For your
interest, a copy of Ms. Kupelian's resume is attached.
You requested that we inspect the work that had been done at the above address pursuant
to our recommendations of July 23, 2004, namely:
• Support for a small balcony in the master suite overlooking the living area
• Support for the loft roof by the balcony
• Support for the loft roof by the bathroom
• Support for the loft roof at the rear of the house by the stairwell
• Support over the new patio door being installed in the loft
• Adequacy of foundation support
This written report is the complete response to your request for an inspection of this
property and should be read in full. It supersedes any discussions that may have
occurred during the inspection. If you have any questions about this report or our
inspection, please call our office immediately for clarification.
INTRODUCTION
This report is based on an examination of the exterior of the roof, the visible framing, the
interior of the existing house, the foundation walls and perimeter and interior footings. This
report is based on visible evidence available during a diligent inspection of all reasonably
accessible areas. No surface materials were removed, no destructive testing undertaken,
nor furnishings moved. This report is not an exhaustive technical evaluation. Such an
evaluation would cost many times more.
Owning any building involves some risk. Even the most comprehensive inspection cannot
be expected to reveal every condition you may consider relevant to
ownership. Further, without disassembling the building, not everything can be
known- As Professional Engineers, it is our responsibility to evaluate available
evidence relevant to the purpose of this inspection. We are not, however,
responsible for conditions that could not be seen or were not within the scope

of our service at the time of the inspection. Attached are the actual inspection field notes
which contain additional information. These should be considered part of the overall
evaluation and report.
This inspection was performed in conformance with the standards of practice of the National
Academy of Building Inspection Engineers.
A copy of the pre -inspection agreement associated with this inspection has been included
for your reference.
DESCRIPTION
The existing house is a one-story log home with a master suite in a loft at the rear of the
house. Roof surfacing consists of wood shakes. There is a full basement under this
building.
OBSERVATIONS AND RECOMMENDATIONS
The work discussed in our communication dated July 23, 2004 had been completed and
the remodeling contractor, Darryl Hampton, requested that we inspect the completed
work.
Balcony Support
A 4 x 6 beam could be attached using bolts and hangers at one end and resting on a
bearing wall at the other end. The construction was adequate.
Support for Loft Roof Near Balcony
A roof support was required adjacent to the balcony. A 6 x 6 post had been installed to rest
over a first floor bearing wall at the left side of the balcony, and on the rafter at the right side.
This post was not lag bolted, as was originally recommended, since, when the drywall was
removed to expose the structure, there were no structural members immediately adjacent to
the post. A plywood shear wall was used to brace this post, and the rafter was notched as
recommended to accommodate the lower end of the rafter. We consider this to be
adequate support.
Support for Loft Roof Near Bathroom
At the time of the inspection, there was still a 4 x 4 wood post supporting the ridge pole of
the roof over the loft. Mr. Israel asked if this post could be removed. This will require
additional analysis. (see section entitled "General Information", below.)

Support for the loft roof at stairwell
At the time of this inspection, the drywall had been removed to expose the structural details
of the wall/roof connection in this area. When this area was exposed, it was clear that the
rafter in question could be modified to rest on top of the built-up log. The loft wall over the
stairwell was extended upward to accommodate the new ceiling height in the loft. These
modifications appear to be structurally adequate.
The previously noted "orphaned" rafter visible above the top of the stair was still stable,
and exposure of this part of the wall, occasioned by removal of the drywall, confirmed our
previous opinion that this area was structurally stable. Bracing was not deemed
necessary in this area of the loft, the roof rafters rest on the top of the wall.
Patio Door Lintel
A steel lintel was installed to support the roof structure over the patio door that is being
installed in the loft, as per our recommendations.
Foundation Adequacy
As was previously noted, it appears that some of the additional weight of the remodel will
be carried by the bearing wall in the basement, but most of the weight of the remodel will
be carried by the exterior walls and their foundations, which appear to be adequate to the
task. Bracing appears to be sufficient.
General Information
Please be aware that no computations have been performed at this time, partially
because that is beyond the scope of the investigation, and partially because we do not
consider that this would be cost-effective. We do, however, as previously noted, feel that
computations are in order to determine if removing the ridgepole support post beneath the
splice in the ridge pole is advisable. Results of this investigation will be provided at a later
date
CONCLUSION
The recommendations made at our previous inspection have been adequately addressed,
and we judge the building renovations to be structurally sound. The one item still being
investigated is the possibility of removing the support beneath the splice in the ridge pole
at the top of the stairs. The support post remains in place pending receipt of results of this
investigation.

Please be advised that building permits expire, per Uniform Building Code, section 106.4.4 and Internauonal
Code Section 105.5. "Every permit issued by the building official under the provisions of this code shall
expire by limitation and become null and void if the building or work authorized by such permit is not
commenced within 180 days from the date of such permit, or if the building or work authorized by such
permit is suspended or abandoned at any time after the work has commenced for a period of 180 days.
Before such work can be recommenced, a new permit shall first be obtained to do so. and the fee therefore
shall be one half the amount required for a new permit for such work, provided no changes have been made
or will be made in the original plans and specifications for such work, and provided further that such
suspension or abandonment has not exceeded one year. In order to renew action on a permit after expiration,
the permittee shall pay a new full permit fee."

permitted work.
If you have not responded within thirty days from the receipt of this notice the permit will be dosed
and a permanent notation will be placed in the property records at the County Clerk and Recorders
