Well Water Quality Report 08.27.2015David Pesnichak From: Sara Dunn <sarad@balcombgreen.com> Sent: Thursday, August 27, 2015 4:58 PM To: David Pesnichak Cc: Tom Hartert Subject: Condition of Approval #6 Attachments: Memo to B&G.PDF; Intermountain Environmental Services.doc; Trojan UV Max Brochure.pdf David, Pursuant to Condition of Approval #6 for the Eastbank, LLC Minor Subdivision approval, Eastbank, LLC engaged the services of Wright Water Engineers, Inc., a recognized expert in water quality, to perform additional water quality testing for the well on Lot 2 (existing well) and the well on Lot 3 (newly constructed well) for coliforms. I have attached a memorandum from Jonathan Kelly which summarizes the testing protocol, the test results and Wright Water Engineers' recommendations regarding the proposed methodology for a treatment system to mitigate the coliform condition that is present in both wells. Following the recommendations of Wright Water Engineers, Eastbank, LLC contacted Pinnacle Water Inc. in Carbondale to design a continuous disinfection treatment system. I have attached the proposal from Pinnacle Water which identifies multiple disinfection system alternatives that are installed within the distribution system for the well — not within the wells themselves. I understand from my conversation with Bob Donnelly at Pinnacle Water that the UV systems are preferred in instances where a single building is being served by the well and there are not extended distribution pipes, such as exist on Lot 2. In contrast, the chlorine metering system would be preferable for multiple dwellings and extended service lines. Therefore, Eastbank, LLC is proceeding with the installation of a UV treatment system for the well on Lot 2. It is worth noting, that the tenant on Lot 2 has not used, and is not currently using the well for potable purposes. However, Eastbank, LLC is going to proceed with installing the continuous disinfection system in order to bring the Lot 2 well up to primary drinking water standards. The Lot 3 well is not currently in use and does not have a pump installed; however, a similar treatment system will be a required component of any development of the Lot 3 well for future end point users. Please confirm that the enclosed results and proposed treatment system methodology are acceptable to the County Staff and County Engineer and satisfy condition No. 6 of the Minor Subdivision Approval. I am available if the County Staff or County Engineer have any questions. Please feel free to contact me. Sara 9kf. Via Email From: Wright Water Engineers, Inc. Jonathan Kelly, P.E. Date: August 27, 2015 Re: Eastbank, LLC Well Testing Wright Water Engineers, Inc. (WWE) was asked by Eastbank, LLC to perform follow-up testing on the wells located on Lot 2 (existing commercial) and Lot 3 (recently drilled) of the Eastbank, LLC minor subdivision due to prior water quality tests indicating the presence of total coliform and the absence of E. coli. The Lot 3 well was pumped at 20 gpm for one hour prior to our collection of the well sample at the well head, similarly the Lot 2 well was pumped at 20 gpm for 1.5 hours prior to our collection of the well sample at the well head. Both of the collected samples were sampled for total coliform and E. coli; total coliform was present at both wells and E. coli was absent in both samples. Additionally, a sample was taken inside the building located on Lot 2. In this test total coliform was present and E. coli was absent. The results of WWE's follow-up testing on the two wells are attached. Total coliform bacteria are prolific in nature as they occur in plant material and soil, as well as in fecal matter of warm blooded animals and humans. Their presence does not necessarily indicate fecal contamination. The total coliform test is considered an indicator test, since the presence of bacteria in this group indicates the possibility, but not the certainty, that other enteric pathogens associated with fecal coliforms may also be present. E. coli is a subset of fecal coliforms, which is a subset of total coliforms. The negative test for E. coli indicates that the coliforms present likely originate in the soil or other plant matter and are not the result of fecal or surface contamination of the groundwater. However, there are other species of fecal coliforms other than E. coli that can also be pathogenic. A properly disinfected well and distribution system, or designed and operated disinfection treatment system, such as with chlorination or ultraviolet (UV) radiation, can effectively treat the well water and inactivate the total coliforms to an acceptable risk level for a drinking water supply. Upon installation of a disinfection treatment system, WWE recommends that routine testing be performed within the building located on Lot 2 to confirm its efficacy.
