A final Electrical Inspection from the Colorado State Electrical Inspector, 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. Total Valuation �Asf 747,751 GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS for SINGLE FAMILY DWELLING CONSTRUCTION including NEW CONSTRUCTION ADDITIONS ALTERATIONS and MOVED BUILDINGS • In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information bas- not been provided by the applicant may result in the delay of the perp it issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a hook titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit 1 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with - decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists; wall studs and spacing, insulation, sheeting, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of I5 pounds per square foot, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 106.3.1 (7.) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Dear Mr. Yerian: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation to evaluate the soils exposed for foundation support and conducted percolation testing at the subject site on May 21, 2004. The findings of our observations, testing and recommendations for the foundation design are presented in this report. The services were performed in accordance with our agreement for professional engineering services to Daybreak Construction, dated May 17, 2004. The proposed residence will be a single story wood frame structure over a walkout basement level. The attached garage and basement floors will be slab -on -grade. Excavation Observations: At the time of our visit to the site, the foundation excavation had been cut in two main levels from 1 to 61/2 feet below the adjacent ground surface. The soils exposed in the bottom of the excavation consisted of stiff, sandy silty clay. Results of swell -consolidation testing performed on a sample of the clay taken from the site, shown on Figure i, indicate the soils have low to moderate compressibiiiiy under conditions of loading and wetting. No free water was encountered in the excavation and the soils were slightly moist. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 1,500 psf should be adequate for support of the proposed residence. The exposed soils tend to compress when wetted under load and there could be some post -construction settlement of the foundation if the bearing soils become wet. The amount of settlement would depend on the depth and extent of subsurface wetting. Footings should be a minimum width of 18 inches for continuous walls and 2 feet for columns. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the basement walls and prevent wetting of the lower level. An impervious membrane, such as 20 mil PVC should be provided below the drain gravel in a trough shape and attached to the foundation wall with mastic to prevent wetting of the bearing soils. Structural fill placed within floor slab areas can consist of the on-site soils compacted to at least 95% of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. Irrigation sprinkler heads and landscaping which requires regular heavy irrigation, such as sod, should be located at least 5 feet from foundation walls. Percolation Testing: Percolation tests were conducted on May 21, 2004 to evaluate the feasibility of an infiltration septic disposal system at the site. One profile pit and three percolation holes were dug at the locations shown on Figure 2. The test holes (nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow backhoe pits and were soaked with water one day prior to testing. The soils exposed in the percolation holes are similar to those exposed in the profile pit and consist of about 'A foot of topsoil overlying stiff, sandy silty clay to the pit depth of 8 feet The soils showed stratified sandy layers. The percolation test results are presented in Table 1. The percolation test results indicate an infiltration rate between 8 and 10 minutes per inch with an average of 9 minutes per inch. Based on the subsurface conditions encountered and the percolation test results, the tested area should be suitable for a conventional infiltration septic disposal system. We recommend that system be oversized due to the clay soils. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
