The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
****CANNOT OCCUPY OR USE DWELLING UNTIL A CERTIFICATE OF OCCUPANCY
(C.O.) IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE

Subject: Review of Retaining Wall Construction, 6702 Highway 82, Garfield
County, Colorado
Dear Mr. Kramer:
As ;e..tueSted, a representative of Hepworth Pawlak Geotechnical, Inc. met with you at
the subject site on April 20, 2004 to review the existing wall construction. The
conclusions and recommendations presented in this report are based on our field
observations, construction details provided by you and our experience with similar
projects. The review was performed in accordance with our agreement for professional
engineering services to you, dated April 20, 2004. We understand that our report will be
submitted to Garfield County for building permit considerations.
Site Conditions: The retaining wall/parking area is located on a steep, southwest facing
hillside. Single story commercial buildings are located on adjacent properties downhill of
the site. A dry natural drainage channel, between 4 to 6 feet deep, follows the south
(downhill) side of the wall. Grading to level the parking area involves cuts up to about 18
feet at the northeast corner and fills up to about 12 feet at the southwest comer.
Vegetation consists mainly of pinon trees and sage brush on the steep slopes and along
the drainage. Eagle Valley Formation bedrock is exposed in the western part of the cut
face.
Retaining Wall Construction: The wall consists of dry stacked, concrete blocks placed
end-to-end with a total wall height ranging between 2 and 12 feet that retains the downhill
(fill) side of the parking area. The concrete blocks are pre -cast with a key and groove and
have a nominal size of 2 feet wide by 6 feet long by 2 feet high. The concrete used in the
blocks is what's returned to the supplier and likely variable in strength and quality, but
considered suitable for this application. The key and groove follow the center of the
entire block to achieve an interlocking affect when stacked. The first course of blocks
was embedded up to about 2 feet in the natural soils and stepped up the slope to keep the
course level. Wall batter at an effective angle of 1 horizontal to 4 vertical was achieved
by placing subsequent backs behind the tongue of the lower block. A fill depth of
between 1 to 3 feet has been placed along the toe of the wall.
Backfill consists of mixed on-site soils and bedrock fragments obtained f,om the cut
ctortion of the lot that resulted in a silty sandy gravel with cobbles. Gradation test results

trackhoe bucket and track -packing methods. Moisture was not added to the fill, except
from the natural recent rains.
Conclusions and Recommendations: Based on our understanding of the construction
methods and field observations, the block retaining wall appears to be generally stable in
its current dry condition. Wetting of the backfill and foundation soils could cause critical
stability conditions and excessive wall deflection. The joints between the blocks will tend
to relieve hydrostatic pressure, but wetting could cause softening and reduction of the
backfill strength. Water should not be allowed to flow over or pond near the top of the
wall. Surface runoff from the uphill, steep slopes should be diverted at the uphill edges of
the parking area. Long-term settlement of the deep fill is possible, even if the material is
properly placed and compacted. Heavy loads should not be placed within 10 feet of the
top of the wall. The wall should be periodically monitored such as by level survey and
plumb lines for any signs of distress or on-going movements.
