The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector
2. Permanent address assigned by Garfield County Building Department posted where
readily visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-
absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and
refrigerator, all necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on
balconies or decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
A the required items are completed and a final inspection made.

MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H.
windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 106.3.1
(7.) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision
final plat shall be prepared by a licensed surveyor and have the surveyors signature and
professional stamp on the drawing. Any structure to be built within a building envelope
of a lot shown on a recorded subdivision plat, shall include a copy of the building
envelope as it is shown on the final plat with the proposed structure located within the
envelope.

Delays in issuing the permit are to be expected. Work may not proceed without the issuance of a
permit. If it is determined by the Building Official that additional information is necessary to review
the application and plans to determine minimum compliance with the adopted codes, the application
may be placed behind more recent applications for building permits in the review process and not
reviewed until required information has been provided and the application rotates again to first

Subject: Observation of Existing Excavations, Proposed Residence, Lot 9, Stirling
Ranch, Skipper Drive, Garfield County, Colorado
Dear Mr. Dancy:
As requested, a representative of Hepworth-Pawiak Geotechnical, Inc. observed the
excavations at the subject site on May 7, 2004 to evaluate dee soils exposed for
foundation support. The findings of our observations and recommendations for the
foundation design are presented in this report. The set -vices were performed in
accordance with our agreement for professional engineering services to Fenton
Construction, dated May 7, 2004.
The proposed residence will be a two story historic log house which was disassembled
and moved to the site from Pennsylvania. The house will be placed on a shallow spread
footing foundation with crawlspace. We understand that a detached garage will be built
in the future. Foundations were designed based on an assumed soil hearing pressure of
2,000 psf. Excavations were made years ago at the site for a residence. The
excavations included the house, detached garage, septic tank and leach field.
At the time of our visit to the site, we observed four excavations which had been
previously cut at the site. The proposed house site excavation had been cut in one level
from 3 to 5 feet below the adjacent ground surface. The septic tank excavation had
been cut to a depth of 9 feet. The soils exposed in the bottom of the excavations
consisted of basalt cobbles and boulders up to 6 feet in size in a gravelly sandy clay and
silt matrix. The nearby garage excavation had similar conditions. The leach field area
had been excavated 4 to 5 feet below the surrounding grade. Three percolation test
holes had been hand dug about 31/1 to 4 feel below the exposed subgradc. The soils
exposed in the sides of the leach field excavations consisted of sandy clay with scattered
basalt fragments up to cobble size. No free water was encountered in the excavations
and the soils were slightly moist.
Considering the conditions exposed in the excavations and the nature of the proposed
construction, spread footings placed on the undishubed natural basalt rocks in a sandy
clay and silt matrix soil designed for an allowable soil bearing pressure of 2,000 psf
should be adequate for support of the proposed residence. Footings should be a

minimum width of 16 inches for continuous walls and 2 feel for columns. Loose and
disturbed soils in footing areas should be removed and the hearing level extended down
to the undismrhed natural basalt rock soils. Voids created by the removal of Targe rocks
should be backfilled with compacted sand and gravel or with concrete. Exterior
footings should be provided with adequate soil cover above their bearing elevations for
frost protection. Continuous foundation walls should be reinforced top and bottom to
span local anomalies such as by assuming an unsupported length of at least 10 feet.
Foundation walls acting as retaining structures should also be designed to resist a lateral
earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil
as hack5tl. A perimeter foundation drain should be provided to prevent temporary
buildup of hydrostatic pressure behind the foundation walls and prevent wetting of
below grade areas. Structural fill placed within floor slab areas should consist of the
on-site soils compacted to at least 95% of standard Proctor density at a moisture content
near optimum. Backfill placed around the structure should be compacted and the
surface graded to prevent ponding within at least IO feet of the building.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavation and do not include subsurface exploration to
evaluate the subsurface conditions within the loaded depth of foundation influence.
'!'his study is based on the assumption that soils beneath the footings have equal or
better support than those exposed. The risk of foundation movement may be greater
than indicated in this report because of possible variations in the subsurface conditions.
We should be informed of variations in the subgrade conditions encountered during
construction for possible changes to the recommendations contained in this letter. Our
services do not include determining the presence, prevention or possibility of mold or
other biological contaminants (MOBC) developing in the future. If the client is
concerned about MOBC, then a professional in this special field of practice should be
consulted.
