The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector
2. Permanent address assigned by Garfield County Building Department posted where
readily visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-
absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and
refrigerator, all necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on
balconies or decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. NOTE: 106.3.1
(7.) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision
final plat shall be prepared by a licensed surveyor and have the surveyors signature and
professional stamp on the drawing. Any structure to be built within a building envelope
of a lot shown on a recorded subdivision plat, shall include a copy of the building
envelope as it is shown on the final plat with the proposed structure located within the
envelope/

If you have answered "No" on any of the questions, you may be required to provide this information
at the request of the Building Official prior to beginning the plan review process. Delays in issuing
the permit are to be expected. Work may not proceed without the issuance of a permit. If it is
determined by the Building Official that additional information is necessary to review the application

Dear Mr. Bishop:
Based on the information you have provided to the Architectural Control
Committee (ACC) through your application, and supplemental materials reviewed at the
ACC Meeting of July 28, 2003, approval is given for construction of a single family
residence on Lot 1, 0007 Old Midland Drive, Filing 4, Oak Meadows Ranch.
Approval is given only to the project as described in your submittal, and during
the ACC meeting. Among these, you intend to use architectural shingles for roofing, a
TREX composite material for decking. Your exterior colors will be be of muted earth
tones, dark roof, with green as an accent, and for gables. You will install cedar siding,
with moss rock. Your drainage control will include installation of a berm to protect Lot 2
from drainage.
Construction must be conducted in accordance with ACC Rule 17, which is

15.6 A decision to approve or deny a variance shall be written shall specify the

16. MONITORING AND ENFORCEMENT
16 1 Inspection
ACC, or representative designated by ACC. may inspect work in progress and give
notice of noncompliance
16.2 Inspection Not Reauired
No such ACC inspection is required. Absence of such inspection and notification
during the construction period does not constitute either approval by ACC of work in
progress or a determination that the project is in compliance with Design Guidelines.
16.3 Enforcement and Remedies.
Rights of enforcement and remedies for noncompliance shall be as provided in the
General Declaration, Section 10 4. and in accordance with all other rights and remedies
provided by law.
17. CONSTRUCTION PERIOD
17.1 Requirements Generally
During construction of any structure or improvement, the lot owner and contractor are
responsible for conducting work so as to minimize hazards, offsite impacts and
inconvenience to other residents of the subdivision.
17.2 Trash and Debris
During the course of construction of any permitted structure or improvement, the lot
owner shall be responsible for containment and the timely removal of all refuse.

17.2 Culvert Installation
Culverts, or other temporary measures if approved by ACC, shall be installed prior to
commencement of construction activity to protect drainage swales adjacent Old Midland
Dnve and Haystack Road. These may be temporary culverts, with permanent culvert,
as required by Section 7.8. to be installed prior to driveway construction.
17.3 Vehicles Trailers, Equipment
Vehicles, trailers and construction equipment, shall be parked, operated, maintained or
otherwise situated to prevent hazards, obstruction of traffic, and damage to offsite
areas, inciuding roadways and drainage swales.
17.4 Damage to Roadway
Declarant may assess the cost of repairs for damage to roadways resulting from
construction equipment or activity to any lot owner causing such damage.
17.5 Noise dust• trash, unsightliness
Noise, dust, accumulation of trash and unsightliness shall be minimized.
18. General, Supplemental Declaration(s) Controlling
In the event of any conflict between these rules, regulations and standards with the
provisions of the General Declaration and Supplemental Declaration applicable to
Phase One (1), F4B, such General Declaration and Supplemental Declaration shall
control.
